Mr . Jacobs moved the Board approve a Resolution for Council
-to appoint appraisers for , and authorize the- sale of property
on U . S . 27 South, across from R .P .&L .•, seconded by Mr .' Howell
and on u-naimous voice vote the motion was carried.
Mr . Jacobs moved the Board set May 15th as a hearing date for
street improvements on So. 17th St . (Resolution 1091 -1969) ,
a Barrett Law project , seconded by Mr . Howell and on unanimous
voice vote the motion was carried.
Mr . Jacobs moved the Board accept the rededication for a right-
of-way of a parcel of land south of West Main Street in the
2000 block for access to the proposed public housing site,
seconded by Mr . Howell and on unanimous voice vote the motion
- was carried . .
Mr . Tom Atkinson complained about dumping in Glen Miller Park
by Miracle Tree Service. The Clerk was ordered to inform.
- Miracle that he could no longer use the Park as a dump but
could use the landfill .- He is also to be informed that he
% must City streets in a clean and swept condition after. :
cutting a tree.
There being no further business on motion duly made, seconded

Mr . Howell moved that the minutes of the previous meeting. be
approved, seconded by Mr . Jacobs and on unanimous -voice vote

Councilman Hilligoss presented presented a petition, signed by 19 residents
of Riley Hills Drive, requesting that a fire hydr.ant ;be .installed
at the corner of So. 14th and Riley Hills Drive. Mr . Jacobs
moved the petition be ,referred _to the Fire Department for study ,
seconded by Mr . Howell and on unanimous voice vote the motion
was carried .
Councilman Hilligoss presented a petition, signed ,by 14 residents
of N.W. "H" St . to have parking reinstalled on both sides of the
street . Mr . Howell moved to refer the petition to the Traffic
Division, seconded by Mr . Jacobs and on unanimous voice vote
the motion was carried .

Dear Chief Strahan: , -
This Will bring you up to date. on the results of the traffic
engineering studies_. conducted•:at -the intersection of.-US 40
( E. Main St . ) & Elks Road in Richmond . This investigation was
initiated. by .your :request- made to the Greenfield District Office.
Numerous traffic engineering studies have been conducted at this
- intersection and analysis of the most recent volume counts. taken •
on April 3, 1970, revealed that volumes at this intersection
are still below the minimum requirements as specified by State
and National Standards to warrant the installation of traffic
signals at, th'is time. . • - .
-. . . A review of these volume studies points -out : that for the 12
_ ' hours_ counted.', there was a• total of B24 vehicles entering the
intersection on the Elks Road approach. Out. of this:total of-
•traffic entering the. intersection, 579 or 70%. of the traffic -
made a right-turn onto US 40 ( E . Mai.n. St . ) which can be made.-
without undue hazard or delay to motorists,. In. previous .
correspondence we pointed out that one solution that could. be--
initiated by the City of Richmond would be to construct a right-
turn lane on Elks. Road. which would split up .the- left turn and
right-turn traffic and reduce the amount of time motorists must
wait before they can enter Us. 40 (E . Main St . .) traffic;., The .
District has informed us that existing traffic signals at Henley
- Road (.3.0th, St . ). •and. Woods Drive -are: creating suffi:cient :.gaps - '
in, the traffi:c-,flow on U.S 40 (E . Main St.. ) Results of a speed
. check taken at this intersection revealed that- the 85th percentile
speed for eastbound and westbound traffic on US 40 ( E. Main St . )
was: 36. MP.H. and-35 MPH respecti:vel y_; and . that .sa ght• distance. is .
illadequate on all approaches to the intersection. :.. i1
A review af:the accidents' .reported at th i s r l ocat i on d.i.d not
indicate sufficient accident experience of-:a ,type: susceptibl.e...
to correction by the installation of traffic signals to warrant
such , a device. . .
• Based on the above findings we- are again constrained to ,...
deny the need for a, traffic-.signal-installation -at this time ..'

STATE HIGHWAY COMMISSION
Chief Strahan. reported that there are three openings for full -
time adult corssing guards and two for 'part-time guards . Appli -
cations may be made at the police desk .
Mr . Jacobs moved the Board approve a curb cut request by the
Quadrangle Corp. - at West Main and S .W. 20th St.. , Traffic and
Zoning departments having approved . No State Highway approval
is necessary . Mr . Howell seconded and on unanimous voice vote
the motion was carried.
Planning Director Rick Freeman reported that he had checked with
Mr . Glazer concerning cars which had fallen into the valley from
the scrap yard .. Mr . Glazer is aware of, the problem, has used
his truck to help clean the valley, and will have the cars -removed
in two weeks, the first time he will be able to get his crane
into the location of the cars . . ,
Mr .-. Howell reported. that 'Mr . Glazer is also aware of Mrs . Lewis '
complaints and is going to try to remadyy the situation . .
Mr . Freeman reported ,that 1.22 junk cars were picked up the ^first
.quarter of this year and 125 the first month' of the secondIII
quarter . He attributed- the increase to. the. fact that people are
becoming aware of the proper steps to take to: have cars hauled
away . - . . 1 •
Mr . Freeman reported that the discussion with the wreckers during
the meeting on April 29, dealt with three types of junk cars ,
junk cars on which people sign waivers , junk cars without waivers
and wrecks-. It was_, decided that the City would let quarterly bids
to the salvage companies for . wrecks .hauled away by' the City .
Collection Commissioner Frank Robinson,i reported that Glazer - has
cooperated with - his department- in cleaning the area of: debris
before City trucks would. come in to. save City vehicles from
having flat tires . • : - . .
Mr . Cecere expressed the Board ' s appreciation to the Collection
and the -City, Plan Departments for the 'good job they are -doing-. •
in ridding the'. Ci ty of junk cars . - - -
Mr . Robinson said that when the Fire Department burns down con-
demned buildings it should be. the owner ' s responsibility to
. . take the. debris to the landfill .
Mr . Cecere reported having talked to Mr . Kercheval concerning-
Main Street and, it seems the State is sweeping it and it i.s
cleaner than it used to be. Mr . Kercheval complained about some
. of the trash being filled to overflowing, and Mr . Robinson
said they are watching the cans . . - . .
Sanitary Commissioner Ed Ross reported that two manhoes at the
Mt . Moriah Development are not constructed properly and he can ' t
get his dragging machines' in. He said the contractor had never
asked for an inspection-. . Mr . Cecere said he should notify the
owners to rectify the error within 1.5-. days or the matter would
be.--turned over to—the City Attorney . : • . .

The Board held a hearing considering charges, against Police
Officer Collins Dickerson that he violated General Disciplinary
Rules Article 7, Rule #1 .1 , leaving post or station or being
absent from duty without permission, specifically, , that Officer
Dickerson, on. April 13, 1970, left hi.s assigned post, of walking
an area encompassing from 4th and East Main Sts . to 12th and,
East Main 'Sts . and North "A" to South "A" Sts for a. period of
two hours' without 'first 'obtaining permission from his superior
officer . The first witness to appear against Officer Dickerson
was Captain Blose, who testified that on April 13 he heard over
his radio that Officer Wogoman, police dispatcher , has a' message
for Officer Dickerson to call his home. He later learned that
Officer Dickerson ' s son had been hit on the nose and requested
that a car meet him at 9th and Main to take him home. Officer
Jenkins met Officer' Dickerson as he had been requested and took
-him home, where he was asked`Ltowwait . After a few minutes he
took Officer Dickerson' and his son to' the Doct-or ' s office, later
to Dennis School , where Officer Dickerson asked Officer 'Jenkins
to find Captain Gibbs where he was eating lunch and ask him to
com to Dennis School . Captain Gibbs',' at about 1 : 15 p.m.,
reported Officer Dickerson back on duty .
Captain Blose and Sgt . Smith were both on duty and available at
the time but neither was contacted to ask for permission for
Officer Dicker-son to. leave his post . Thefirst that Captain
Blose knew of the incident was when Officer Dickerson stopped
him at 3: 00 p.m. , as the shifts were changing 'and' told him that
someone had hit his son on the nose at school . He did not -know
that Officer Dickerson had been absent from his post until two
days. later.-. He Called Officer Dickerson in at that time, who'
admitted the offense 'and was informed that: some kind of. charges
would have to be filed :"
Mr. .. .Cecer.e asked Officer. Dickerson whether he, was represented
b.y. Counsel and was told that hemas- not. He then informed
Officer. Dickerson of his: right' to cross-examine any Witnesses
appearing against him. Officer Dickerson said that he asked—
. for a car and thought Captain Blose should have known that he asked
for. a .car..' Captain Blose .said' he did' not know' that ' Officer
DickersonE'-had asked. for. a -car, all he knew was that he ha"d a
message to call his home. He said he was out in a car at the
time and would not necessarily hear messages from Dickerson ' s
wal k.ie-tal.kie if he was any distance 'away . _'
. Mr . Jacob.s, .asked-:whether Sgt . Smith was in the "building tat the
time. Captain Blose said he did not know whether he was in the '
building or not, but he was available.
Officer Wogoman testified, that' he transmitted a message to
Officer Dickerson between 9: 30 a.m. and 10: 00 a .m. to call his
home. Officer 'Dickerson cal led• him on thetelephone a few minutes
later to ask for a car since- his s'on had. been" injured a't school .
He dispatched Officer Jenkins to meet Officer Dickerson . Mr .
Cecere- asked whether 'he conveyed• this information to hi s ' su'peri or
officer, Wogoman said no, : but he' thought he made an IBM card-
entry of . the incident , if 'he didhot , it was an oversight . He
had no. knowledge of• whether or not Officer Dickerson had obtained
permission: toyleave ; his post; but he Neared no such -request over
the radio.
Officer .Jenkins testified to having been dispatched to meet "a
subject" at 9thc and .Main and- was :there , fl agged ' down' by 'Offi'cer
Dickerson Who asked him :to 'take. h-im .home.. He did' not'' report
this 'over his radio. He waited outside Offricer Dickerson ' s- home
until Dickerson ' and hi s son came out and asked. him totake there
to th:e :Doctor '.s : Of:fice,' which he did . 'Officer Dickerson told
him..to' leave; he -would call -him if he` needed him. - Officer 'Jenkins
then :ser.vied :some.. subpeonas and returned to the ,Doctor ' s;Office,

where Officer Dickerson asked him to take him and his son to
Dennis. School , saying that his son ' s nose was •broken but
nothing could be. done about it . He took Dickerson and his son
to Dennis- School , where, Officer Dickerson went, into the school
with his-.son, and. then returned and:.asked. him .t.o find• Captai n-
G •bbs at the.. L . . & L . Restaurant and .ask him to come to the
school . Mr . Cecere asked him whether any of: these occurrences
had ; been- reported by him t_o. hi s :superior's',- Off-i cer: Jenkins .sai d
they had not .• He said she considered. himself under orders from
the dispatcher . _
Captain '.Gi bbs':.test-i'f i ed that he .went to the Dennis School-. after
seeing Officer -Jenkins , estimating the- .time. -to be about 12:30
p.m. '(A-le found. out .that. the incident at..the school . was: a school
matter , and then took .Off:i cer. Dickerson back to his beat: and .
reported :him .back on 'duty . :He :had. no knowl-ed:ge of :the fact :that
Officer: Dickerson was absent from his post. without: permission.
Capta:in •Blose said he did not hear the message reporting Officer
Dickerson back on duty. • .
Assistant Chief Major Doran said .he heard of the incident , after
Captain Blase completed his investigation, and. he and -Chi-ef- .
Strahan decided that charges should be preferred . Chief Strahan
said Officer. Di ckerson, could have obtained permission: to leave
from his Captain„ Lieutenant, or Sergeant , .dispatchers , mey not
give permission to leave except for police duty :• • Chief Strahan
said a specific- memorandum had been circulated •to that effect
on. January 21 ., . 1969, which has Off.icer:.Dickerson' s in.iti-a:ls :on
it .
Dickerson., testifying in his own behalf said he thought the time
was shorter than reported, but he could not be: sure.. He: said
he received the message, and called his home, when- his son
answered, he was crying and .said his nose had been broken. He
said he mother was at the beauty shop. He said he thought he
had tried to contact ,a superior officer , but he was not:.sure. .
. H.i s. son is 13. years ol.d.• -He- sei d-. he-, cal 1 ed in to. the police.
station on the telephone because he did not want word: of his
son ' s injury to go out over the radio. He said, upon questioning,
that he- was aware of Ru-1 e. 7, paragraph- #1 1 and the consequent
memorandum, and he did. not attempt , to contact a superior . officer
prior to leaving his post .
Frank Robinson, who had been present at the hearing,. informed
the Board that if it found Officer Dickerson guilty, he would
hire an attorney to defend him. Fie said he had nothing concrete
to add to the, testimony . . -
The Board adjourned to listen to the police radio tapes of
April 13, and took the matter under advisement .
Special meeting, May 1 , 9: 00 a .m., Mr . Cecere presiding with
Mr . Howell . and Mr . Jacobs present . ._ - . ;
The Board considered the charges and found , Officer Dickerson
guilty of leaving his post without permission. . The Board de-
cided two toone that Officer Dickerson should be suspended for
ten days, beginning immediately -to report back to duty on
May 11 , at 3:00 p.m . - Mr . Howell thought the suspension should
be only for 7 days .
Officer Dickerson came . before the Board . Mr . Cecere 'told him
that the Board had listened to the tapes, which clarified time
element- and affirmed that Officer Wogoman had told Jenkins to
.. meet Dickerson,- not a subject, but identified not by name but
by badge number . • Mr . Cecere explained that after . determining
the matter of .guilt , the Board considered the extenuating .cir=
cumstances of the Officer ' s concern for his son, as well as
Officer Dickerson ' s past record which included - three other
written reprimands , one other of leaving his post without per-
mission and one of sleeping while on duty, and the Board also

considered reports from his superior officers that he has not
been happy in the department . Mr . Cecere said the charge
against him i-s a serious one. If his only actions had been to
go home, take his son to the doctor and back to school , Mr .
Cecere said he felt no. charges would have been preferred, but
the subsequent action of spending time at the school had to be

taken without regard to the community . Mr . Cecere informed
Officer Dickerson that it is now. necessary to suspend him
immediately until 3 :00a p.m.. May 1 1 ..
Mr . Cecere added that Officers Jenkins and Wogoman had been
repr:irnanded verbally for not -reporting the incident to their
superior officers .

The Board of, Public Works and Safety of the City of Richmond,
Indiana, met in regular session in the Municipal Bldg . , May 7,
1970, at the hour of 9: 00 a .m. Mr-. Cecere presiding with Mr .
Howell, City Controller present . The following business was
had to-wit :
Mr . Howell moved that the minutes of the previous meeting be
approved, seconded by Mr . Cecere and on unanimous - voice vote the
motion was carried.
Mr . Cecere moved the Board approve the dedication of a street in
the 2000 block of West Main Street in an area to be developed by
Westwood- Terrace, seconded by Mr . Howell and on unanimous voice
vote the motion was carried. - .
Mr . Howell moved the Board approve a curb cut in the 2200 block of
Chester Boulevard on Winding Ridge Drive, requested by the Metro-
politan Insurance Co. , Zoning and Traffic both having approved
it , seconded by Mr: Cecere and on- unanimous voice vote the motion
was carried . -
Mr . Howell moved bhe Board approve a curb cut , subject to State
Highway approval , - at 2335 Chester Blvd . , requested by Dr . Ralph
Smith, Zoning and Traffic- both having approved, seconded by Mr .
Cecere and on unanimous- voice vote the motion was carried.
Police Chief Don' Strahan requested permission for Capt . Gibbs and
111 Officers Nicholson, Nimitz and Pennington to attend the Annual
Tear Gas Seminar to be held June - 22 through 24, - at ' the Federal
Laboratories , Indiana, Pennsylvania . Mr . Howell moved the Board
approve the request, seconded by Mr . Cecere and on unanimous voice
vote the motion was carried .
Chief Strahan requested permission to attend, with Major Doren,
the annual Chief ' s Conference, to be held at Columbus , Indiana,
June 14-17 . - Mr . . Howell moved the Board approve the request ,
seconded by Mr . Cecere and on unanimous voice vote the motion was
carried .
