Mr .. Howell moved. the Board deny the request, seconded by Mr .
Jacobs and on unanimous voice vote the motion was carried .
Mr . Howell reported that the application for State funds for
the Toschlog Road project has been approved by the Indiana
Arterial Road and Street Board and will be forwarded to the
State Auditor.
Mr . Howell moved the Board approve the sale of two fire trucks
to the State of Ohio for use in two state parks, for a total
of $2, 500 .00 . Mr . Jacobs seconded and on unanimous voice vote
the motion was carried .
'Mr. Howell reported that complaints- about-_ defects i n the City
Building have gone unanswered' by the contractor . Mr`. 'Cecere
said the bonding companies holding the performance bonds
should be notified .
There being no further business on motion duly made, seconded
and carried, the meeting- adjourned . -

The Board of Public Works and Safety of the City of Richmond,
Indiana met in regular session in the Municipal Bldg . , April 23,
1970 ,_ at the hour of 9:00 a .m. Mr_. Cecere presiding with
the following members present: Mr... Howell , City Controller and
_ Mr. Jacobs , . City Engineer . The following ,business . was had
to-wit: .
Mr . Jacobs moved that the minutes of the previous meeting be
approved, seconded by Mr .. Howell and on unanimous voice vote
the, motion was; carried.,
. Mr . Henry Werner of the Southview School District complained
that ground had' been broken for a badly-needed new street last,
summer, but work on the street was stopped by order of the Board
of Works because a new sanitary sewer was to be built first .
He said the old street is inadequate -and unsafe and he would
like to see the new street to be finished this summer . Mr .
Jacobs explained that- Mr . Dean had donated the ground for the-
new street with the School City to do the paving . Mr . Dean
had contemplated a small subdivision in the area and was going
to build the sewer , but has since renigged on his promise .
There is no way , the City can hold him to it . , Mr . Jacobs did
not thinktthe street should be constructed only to be torn up
for the new sewer , however , subdivision plans have never been
submitted . It was decided that the Engineer write to Mr . Dean
and tell him that unless he submits plans for a sewer by May 7,
1970, the School City would be allowed to finish the street
and he would be held responsible for damage to the street should
he decide to build a sewer later . -
John Kolentus of the Bureauuof- Buildings reported that William
Jordan has complied with one demolition;- order but not with
the_ demolition order for 60 Bridge Avenue. Mr.. Howell, moved
t-he Board ask the Building Commissioner to advertise for bids

for the demolition of the house at 60 Bridge Avenue. Mr . Kolentus
reported - that Glenn Phillips is complying with demolition orders
of his property on—Bridge Avenue, and that 'the 'Fire 'Department
has burned down one of the condemned houses and would burn down
the others when there ' islless wind .
Mr . Cecere reported that Mrs . 'Grant, 714 South ' "A". St . complained
that no repairs have been made on her street . Street Commissioner
Elmer Toschlog, said that cement. had been dumped on the street
and . the work is on the Street Department ' s schedule. '

Mr . Jacobs reported that he 'studied the lighting situation -
around the Baptist Church on North "G" St : and- found the- number
of street lights there adequate except for one light which should
be rotated . He- recommended that R .P..& L . be ordered to reorien-
tate the light at .l 4th and "G'' St . to- i is ' proper ' position; but
o'that n additional " l ighting be ' instal led .' '
Philip Houser of City Plan requested annexation to the. City on
behalf of the owners of the Sun 01 1 Co, , who p'l an'to erect a
new service station, but only a part 'bf ' their land is in the
City limits . Mr . Cecere asked to have an ordinance prepared
for Council' s consideration, annexing property on the frontage
of Forrest' Drive and Williamsburg Pike .
Mr . Howell reported that the committee which is trying to work
out the impounding of junk cars needs another week to investigate
all the possibilities .
Planning Director , Rick Freeman, reported that some' junk cars
have either fallen or have been pushed into the valley behind
Glazer ' s junk yard . He said the area should be enclosed by a
fence. The Board asked Mr . Freeman to seeMr . Glazer and to
report back next week . - - -
Mr . Freeman reported that some places of buisness on U . S . 40
East have no access for eastbound cars ; except—through private_
property, . since there is no curb cut in the median, and the
closest curb cutthas a -"No U-Turn" sign . • ' Captain Martin said
that the Highway put the sign - in since there is a green arrow
activiated 'by cars . He said the Highway people wanted motori-sts
to use Holiday Inn curb cut to turn back. The Board asked -
Captain Martin to 'study the situation and report back next week .
Assistant Police Chief Major Doran requested permission to send
Lt . Scott Loper to attend the Breathalyzer Technical Supervisory
Course at Indiana University June 22, to 26, 1970 . Mr . Howell
moved the Board approve the request , seconded by Mr . Jacobs
and on unanimous voice vote the motion was carried .
Major Doran requested permission for Police auto mechanic-, John
DeMais to- attend an Auto Maintenance Seminar- at Cincinnati ,
May 2'5C28-• 1970, at no cost to the Department except lodging and
transportation: Mr . Howell moved the Board approve the request,
seconded by Mr,. Jacobs and on unanimous voice vote the .motion
was carried .

Article• 7'; Rule #11 Leaving post or station or
being absent from duty without permission . : ,
In a written complaint to the Chief ' of Police by Officer Dicker-
' son ' s immediate superior , Captain Blose; it is charged that On
April 13 , 1970 ,Officer Dickersonwas absent from his assigned
post of duty for a period of over two hours without first obtaining
permission from his superior officer to be absent from said post
of duty . Off'iter Dickerson was absent from -his assigned post
of walking an area encompassing from 4th and East Main Sts . to
12th and East Main Sts . , and North "A" to South "A" Sts . , for a
period of over two hours, without first obtaining permission
from his superior officer to be absent from said post of duty .
He spent, the time away from his post at Dennis School .
The Board asked that Officer' Dickerson appear at 10:00 a .m.
April 30, to answer the charges and ' that he be informed of
the right to be represented by Counsel and to• examine. witnesses
against him. -
Traffic Captain Paul Martin recommended that right turn on red
after stopping be permitted at the intersection of Woodside
Drive and National Road east for east-bound traffic turning
right o-n the Richmond Square Shopping Center . Mr . Howell moved
the Board authorize that a request be made tb the State Highway
to that effect, seconded by Mr . Jacobs and on unanimous voice
vote the motion was carried .

Gentlemen: " _ -
The Traffic Division of the Police Dept . would like to discuss
with the Board the existing inadequate traffic control system
at the- intersection- of- Garwood Road and National Road East .
As of April 1st, 1967, the Division had recorded a total of 33
accidents at this intersection. Of the 33 accidents , 24 were
the. right angle type- where a motorist -would drive into the
intersection off the Garwood Road and into the- the path of an
east or west bound vehicle-.- Eight- of. the total accidents were
the rear end type and one vehicle ran ,off the road at the inter-
section due to excessive speed . Only three of the total acci-=
dents involved personal injury.
On February 27th; - 1970, the Division took a traffic count- at- ,
the intersection from 9:00 A:M. to 9:00. P .M and ,the. count '
showed that- there were 15 ; 794 vehicles' entering - the intersect-ion
east and west or 88% and that there were 1 ,924 vehicles entering
the intersection north and south bound or 12%. The peak traffic
hour during this period east:;and west -was 4053 or- 84%- and 336
vehicles north and south bound or 16%. This count was taken on
Friday . The total vehicles entering the intersection- was 17,718 .
On Saturday March 28th, 1970 , the Division took a second traffic
count at the intersection from 9: 00 A.M. to 9:00 P .M . , ' and the
• count showed that there were 18, 228 vehicles entering. the "inter-
section east and west or 90% and there were 1 ,824 vehicles en-
tering-' -the. •intersection north and south bound or 10%. - The peak
• traffic hour during• this. period east and west bound was 1 , 908-
vehicles or 90% -and -189 vehicles north and south bound or 10%.
The total vehicles entering the i ntersect-i on was 20,052 during
the 1'2=hour period.- - -
Of the 33 accidents recorded, 80% of them were the right angle
type and all of them involved motorists attempting to drive off
the Garwood Road and into the intersection .

National Road is a four-lane divided_ highway, and we have found
• that a majority of the right angle accidents were caused by
motorists driving off the Garwood • Road. thinki,ng they. could cross
over all four lanes without stopping, only to find west bound
. - traffic too close to the intersection, causing them to stop;
trapping them—in the intersection and thus exposing them to.. ,
east bound. traffic and being struck. - The divider. strip pro-
. . vides no protection...for• motorists in this predicament .
The speed limit for-.east bound traffic is 40 M .P .H . and the
speed limit for west bound traffic is 50 M .P .H . to the`. inter
section where it . reduces to 40 MPH starting just west of 'the
Hayes Road . • , . - .
At the present, the intersection is controlled by a stop sign
only, with National Road having the right-of-way and it is the
opinion of the Traffic Division that this type of . traf.fic con-
trol is inadequate to control the movement of traffic entering
the intersection .
It is also the opinion of the Traffic Division that the west
bound . speed limit of 50. MPH that: -i s . now.. i n effect-. from the -
City limits to the_ Hayes Road is. too: h-igh- for . this highly- com-
mercial-ized; area. on National. Road and. should be reduced to, 40
MPH from the, Gravel Pit Road west to the Hayes Road where the
speed limit begins 40 MPH . This would be consistant with
the present 40 MPH east bound speed limit .
Therefore, due to the high number of accidents that has been
recorded at the intersection, the design of the intersection,
and the high volume of traffic entering the intersection, we
feel that warrants have been established for the: installation
of an automatic actuated signal with a left turn arrow for.
west bound traffic included . There were an average of 1 , 199-
left turns counted in 12 hours during the two traffic. counts
taken for west bound traffic turning into Garwood Road .

mendations and ask the• State Highway to implement them, seconded
by Mr . Jacobs and on unanimous voice vote the motion- wa-s carried .
Captain Martin reported that the intersection of Bridge Avenue
and Whitewater Boulevard was the No. 1 intersection in the number
of accidents occurred in 1969, and he recommended that a 4-way
flasher be installed, flashing: amber for Bridge. Avenue and red
for the Boulevard ., Mr . Howell moved that. the Board. concur
in• the. recommend,ation, : seconded. by.. Mr.. Jacobs and on unanimous
voice_- vote the motion was carried.

Yesterday a motorist was killed at Northwest 5th and "J"
street, the most dangerous intersection in the City .
•
Until recent retirement I was the de.veiloper and h-ead. of..the
business known as "Warehouse Service Co. , Inc . ", located at
455 Northwest "J". Street-, supplying th.e :AutomotIve Parts Whole-
salers in Eastern:.Jnd.i ana anal:. Wester.rr:.Ohio.. There are- 'now: 2.5:
' employees of the Warehouse Co.
-The employees cust:orners,. salesmen-, trucking firms. and others
use the Northwest 5th and "J" Street i_nters.ect-i on., ,
Several years ago,when I recognized the .da nger . that exists
at this intersection, I. made verbal protest complaints to: the
Police Department on two occasions . I suggested the speed limit
on that se.c.t i on. of: Northwest 5th Street be reduced and a large
"DANGER ': sign. be erected for the north bound traffic, but
apparently the matter was completely ignored .
• Any. motorist turning-= south from Northwest Street ; into
Northwest 5th. Street , takes his life into his .own hands .
A couple years ago a young girl was killed at this overpass .
If traffic had been moving slower this may never have happened .

Mr . Max Driver , an employee of the Rodefeld Co. , . was involved
in an accident while leaving the Warehouse . , In turning from

was hit by a northbound auto, which was not in sight when `he
started to make the turn . Fortunately, neither driver was
• injured. : . .. .

with motorists passing :over :water. hoses, :and asked to. have

said it could be done if peak traffic hours would not be used .

Sanitary Commissioner, Ed Ross_, asked- about .the $1 .00 fee re-
ceived for each junk automobile hauled away . : MT . Howell. told
him it was to go into the general fund of the Sanitary District .
The problem of flooded basements off West Main in the. 2300. and
2400 blocks was discussed .- Mr .. Ross said the. only solution is to
make homeowners buy_ sum- pumps .
Mr . Jacobs moved the Board approve a request by Louis Jaffe for
a curb cut on National Road East, Traffic and Zoning having
approved. it, Mr . Howell- seconded and on unanimous voice .vote
the motion was carried .
Mr . Jacobs moved the Board authorize the republishing of Dec.
Resolution No.. .3-1970, resetting ,the: hearing date. for .May 1 5,-
due to an error a n .the land description, seconded.. by Mir . Howell
and on unanimous voice vote the motion was carried .
Mr . Jacobs moved the Board accept bids for fuel , coal , etc. on
May 15th, seconded by Mr . Howell and on unanimous voice vote the

Mr . Jacobs moved the Board set May 15th as a hearing date for
street improvements on So. 17th St . (Resolution 10.91 -1969) ,
a Barrett Law project , seconded by Mr . Howell and on unanimous
voice vote the motion -was carried.
Mr . -Jacobs moved the, Board accept the rededication for a right-
of-way of 'a parcel of land south of West Main Street in the
2000 block for access to the proposed public housing. site,
seconded by Mr . Howell and on -unanimous voice vote the motion
• was carried . •
Mr . Tom Atkinson complained about dumping. in Glen Miller Park
by Miracle Tree -Service, The Clerk was ordered to inform.
—Miracle that he could no longer use the Park as a= dump but
could use, the landfill , He is 'also. to be informed that he
". must leave City streets in a clean and swept condition after
cutting a ,tree. -

of N.W. "H" St . to have parking reinstalled on both sides ;of the
street . Mr . Howell moved to refer the petition to the Traffic
Division, seconded by Mr . Jacobs and on unanimous voice vote
the motion was carried .
