Ed Brockman- property at 68 Bridge Avenue-- Mr . Brockman is in
the process of building a new structure on this property and .-
salvaging material from the. old building. The; Board allowed him
.60 days to get rid of the old building .

Mamie Hurd - property at 1200 N .W. 6th - Mrs.. Hurd did not appear
and the Board •instructed the Building Commissioner to advertise
for bids for the demolition of the building, and give notice .
to Mrs . Hurd of their action .
William -Henderson • property at 23. Bridge Avenue The Fire
Department will also burn down this building with the responsi - .
bility of cleaning and grading the property left to Mr .
Henderson.

The presentation of the Rescue Unit was made to the City by' the
Junior Chamber of Commerce officials. The National President, -
Mr. Andre LeTendre, was on hand to present the unit to the City
on behalf- of the local club .
There being. no further business on motion duly made, 'seconded ,

✓BOARD .OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND , INDIANA, APRIL 16, 1970
•
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session in the Municipal Bldg. , April 16,
1970-. at the-. hour of 9: 00 a .m. Mr . Cecere -presiding with the •
following members present: Mr . Howell , City Control-ler and Mr .
Jacobs , City Engineer . The following business was had to-wit:
Mr . Jacobs moved that tha minutes of the previous meeting be
approved, seconded by Mr . Howell and on unanimous voice vote the
motion was carried.

Mr . Cecere reported . that he had met with the .Sanitary District
personnel and that- the new Trash and Garbage Ordinance, which is
to go into effect May 3, will be enforced . He said that every
effort has been -made- to give the citizens the opportunity. to
become acquainted with the- provisions , and that in the immediate
future care, will ' be taken that . na one is unjustly hurt, but
nevertheless, the ordinance. will be enfo.rced .. _ The only way
headway can be made in preserving the ecology is by each. citizen
in each community to work at it . The City `Administration is
going to do everything possible-- to stop pollution .-
Mr . Cecere expressed regrets at the resignation of City Engineer
Dale - Jacobs and appreciation for his service to the City .
Rev. Shepherd of the Pentecostal Church of God appeared to ask
the Board ' s permission to hold monthly gatherings on Saturday
afternoons at 6th and Main Streets . It is contemplated that the
meetings would be held on the parking lot and" not' block: traffic
or pedestrians and are to involve about 20 people . One or two
persons would pass out church cards to the public . Mr . Cecere
explained that the Board has no authority to grant or withhold
permission for such a venture. He said the Board has no objec-
tions as long as no traffic would be blocked and the streets would
not be littered with church cards : He suggested Rev. Shepherd

Chief of Police Donald Strahan gave a resume on the services of
Sgt . Robert Horner who passed away earlier this week . Sgt .
Horner had been with the Department since July 5, 1966. He had
attended numerous training schools within this period, and was
promoted to the Tank of Sergeant in January, 1970 . Chief Strahan
stated that Sgt . . Horner would certainly be missed by his fellow
officers and the department for his contribution of services and
the fine work he had had done during his association with the Police
Department . Mr . Cecere, on behalf of the Board of Works, expressed
sincere. sympathy. to. .the family and survivors of. Sgt . Horner and
said it would be a loss not only to the- family but to .the citizens
of the community as well .
Mayor Klute reported on the subject of the flashing -yellow light,
used during emergency runs.. He stated that- he thought this
should not .be discontinued because it is -a helpful warning to the
citizens . Mr . Cecere suggested that when there is an emergency
run made by the Fire Department and other emergency vehicles , that
only the green signal should show -the yellow flashing light :. Mr .
Jacobs said that he would check with' Mr . Fehribach, of. A & F.
Engineering and report back to the Board next week on the -possi-
bility .
Mayor Klute reported on the planting of a 15-foot oak tree that
was dedicated to the Municipal Building by Hayes Arboretum, the
tree is to be dedicated on April 10 . Mayor Klute said that citi -
zens should be encouraged in the planting of trees as a further
step in combating air pollution as trees give off the necessary
oxygen- needed..
The Board went on record to express its apprec< ation to the Hayes .
Arboretum and to the Gaar Nurseries, who planted the tree, in .
their contribution to 'improve' the community . The Clerk is to
write letters of appreciation to Hayes Arboretum and Gaar Nur -
series .. .
Mr . Cecere reported that members of the Board of Works , Councilmen
and City Officials toured the new No. 1 Fire Station on April 6,
He stated that the .community. shout d be very' prous of- the fine
facilities this new station offers . Dedication for the new
station is set for Sunday, April 12 ..
The following property owners appeared . to show cause why the
condemnation: orders of- the- Bureau of Buildings -on their proper-
ties- shou.ld . or. should not be carried out: -
Donald Mull - property at 17 Bridge Avenue - Mr . Mull requested
that the Fire Department burn down the structure and he be
responsible for the cleaning and grading off of the property .
Gordon McDaniels - property at 69 Bridge Avenue - Mr . Daniels
also wished to'. have the Fire' Dept . burn down the structure and
the cleaning of the'. property be his responsibility .
Glen Phillips - property at 1228 Bridge Avenue - Mr . Phillips-
stated that he is in the process of tearing down the structure.
The Board- allowed him two weeks to complete the process,'. and if
it was not down by-: then, the Board would advertise for bids to
demolish - the building : .
William Jordan -, .60 Bridge Avenue - Mr . Jordan was given. two weeks
to report back to the Board on his decision of whether to tear •
down the structure or make renovations to . the building . . Mr .
Jordan reported that the structure- at 59 Bridge Avenue would be
down by the end of the week .
Oliver Gentry - 1710 Maple Drive property•- Mr . Gentry said the
structure would. be down within 30 days . He was. advised that he '
could obtain a wrecking permit this same day . .

check with the Redevelopment Commission- on who owns the real
estate' in question .
Mr . Jacobs moved the Board approve the appointment of Barney
Ray Bailey as probation ary police officer , . effective' April 22,
1970 . Mr . Howell seconded and on unanimous voice vote the
motion was carried .
Mr . Jacobs reported that he has consulted with traffic engineering
consultants concerning the abandoning of the yellow flashers
during emergency vehicle runs . A suggested alternate system
would be to turn traffic lights in the path ' of the vehicle to
green, with lights in the other direction being red.. • In
addition to the- steady green light , there- will be a yellow
flasher . The cost of this system would be $100 .00 per inter-
section, the entire cost of changing No. and So. "A" Sts . would
be. $1300 .00 .. The State Highway would have to change the lights
under their jurisdiction . Mr . Jacobs moved the Board adopt
this plan' and. take bids for the change in lights on May 7th,
1970, seconded by Mr . Howell and on unanimous voice vote the
motion was carried. -
Rev. Barber and Mrs,. Rose Robinson appeared to request additional
lighting in the area of the Second Baptist Church, 1322 No.
"G" Street , since the area is very dark ,and' some thefts have
taken place. Mr . Jacobs moved the Board request R .P .&L . to
submit a plan' of proper lighting for part of the Redevelopment
area, specifically No. "G" St . from 14th to ' 13th Sts . , and to
submit this plan by' next weeks meeting. Mr. Howell seconded
and on unanimous voice vote the motion was carried.
Planning Director Rick Freeman asked about the automobile-'im-
poundi ng property . Mr . Howell said a -report - woul d' be ready
by next week .

Captain Bosell instructed the 'National Nursing Home on the use
of fire- 'dri l l s, fire- extinguishers' and a plan' for- evacuation.
Captain Bosell talked to the 9th grade vocational ca.as:ses at
P-leasant View Junior _High School . 57 students .
Captain Bosell gave a talk and showed 'a film on fire safety
to the St . Paul Luthern Nursery School ; 49 students'
Captain Griffin'- gave -a- talk' on. fire and the' use and care of
the- new fire •exti ngui•shers at the Mary E . Hi l l Nursing Home.

Captain Griffin' gave a talk on a plan of evacuation to the
Golden Rule Nursing Home. -42 attended -
Captain Sparks -has been tal ki pg the last few weeks to school
principals in relation to the` " S'parky Fire 'Department" . It
is all set to go.
Much time 'was .put. into the Home Show booth our office had .
However , it was' all rewarding' by winning- a plaque.

The Fire Prevention Bureau will have a display at Mr . Wiggs
Store on April .1Oth . to the 14th in honor of Fire Recogniti-on
Week . We will have the same display at the Home Show.

Chief Berry thanked Engineer Jacobs for his help while in
office .
Chief Berry reported that the corner-stone laying for the
new No. 1 Fire. House is scheduled to take place following the
Board of Works meeting, April 23, and asked anyone who had
_ anything to be placed i ns i de°tto,have it in his office by the
21st .
Chief Berry asked permission to send Captains Green' and Griffin
to the "Cause and Origin of Fires andExplosions " seminar to
be conducted by the. National Association ofFire Investigators
in Chicago May 20-22 . Mr... Jacobs moved' the Board approve the
request , seconded by Mr . Howell and on unanimous voice vote
the motion was carried .
Chief Berry reported that his department burned three houses
last week on Post Office property . He said -the site should
be cleaned up and the rubble removed .by the Post Office . Mayor
Klute reported that the Building Commissioner has contacted
the Post Office and they have agreed to clean up the rubble.
Mr . Jacobs moved the Board adopt Declaratory Resolution No. 4-
19.70 to vacate an alley and hold a public hearing May 7th .
The resolution calls for vacating 17 feet off a 3.7-foot wide
alley in the Redevelopment area, between 1`6th ' and 17th Sts .
from "J" to "H" Sts . , still leaving a standard 'alley . Mr .
Howell secondedand on unanimous voice vote the motion was
carried .
Mr . Jacobs moved that, should No. 3rd St . be vacated, the
street lights should be removed at the same time that the new
street lights on No. "A" St . are installed, seconded by Mr .
Howell and on unanimous voice vote the motion was carried .
Mr . Jacobs reported that a landscaping :lay -out has been prepared
by Gaar Nurseries for landscaping the area northwest of the
City Building, to cost $5,300 .00 .. Swayne Robinson and Hayes
Research Foundation have offered to share the cost so the City ' s
cost of the project would be $1 300 .00 . Mr .' Jacobs moved the
Board approve ,the project and plan to execute a contract with
Gaar Nurseries , seconded by Mr . Howell and on unanimous voice
vote the motion was carried. Mr . Cecere and Mr . Howell both
expressed appreciation to Swayne Robinson and the Hayes Found-
ation for their part . -
Zoning Commissioner- Philip Houser reported that some junk cars
were sitting on the sidewalk of 900 No. 9th. St . City Attorney
Cecere said to remove the cars .
Mr . Howell reported that an out -of-state publishing company
has been _sol'iciting magazing subscriptions without peddlers '
licenses and has refused to buy licenses . Mr . Howell said the
public should be alerted to ask magazine salesman to identify
themselves and show their licenses, or the Police should be
contacted.
Mr . Howell reported having had a request from Calliope Soundcar
for permission to use a sound truck to advertise some amusements .

Mr . . Howell moved' the Board deny the request, seconded by Mr .
Jacobs and On unanimous voice vote the motion was carried .
Mr . Howell reported that the application for State funds for
the Toschlog Road project has been approved by the Indiana
Arterial Road and Street Board and will be forwarded to the
State Auditor . -
Mr . Howell moved the Board approve the sale of two fire trucks
to the State of Ohio for use in two state parks , fora total
of $2 , 500 .00 . Mr . Jacobs seconded and on unanimous. voice vote
the motion was carried . •
- _ Mr Howell reported that compl ai nts- about- defects in' the City
Building have gone unanswered' by the contractor . Mrs. 'Cecere '
said the bonding companies holding the performance bonds
should be notified .
There being no further business on motion duly made, seconded
and carried, the meeting- adjourned .

. Mr . Henry .Werner of' the Southview School Distri'ct- complained
that ground had been_ broken for a badly-needed new street last
summer, but work on the street was stopped by order of the Board
of Works because_ a new sanitary sewer was to be bu-ilt first .
He said the old street is inadequate and unsafe and . he would
like to see the. new street to be finished this summer . Mr .
Jacobs explained that Mr . Dean had donated the ground for the-
new street with the School City to do the paving . Mr . Dean
had contemplated a small subdivision in the area and was going
to build the sewer , but has since renigged on his promise .
There is no way , the City can hold him to it . , Mr . Jacobs did
not thinktthe street should be constructed only to be torn up
for the new sewer, however , subdivision plans have never been
submitted . It was decided that the Engineer write to Mr . Dean
and tell him that unless he submits plans for a sewer by May -7,
1970, the School City would be allowed to finish the street
•
and he would be held responsible for damage to the street should
he decide to build a sewer later .
John Kolentus of the Bureauuof-.Buildings reported that William
Jor.dan ,has .complied with one demolition- order but-..not with
the_ demolition order for 60 Bridge Avenue.. - Mr•. Howell moved
the Board ask the Building Commissioner to advertise for bids
