BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, -INDIANA, APRIL 2, 1970 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the Municipal Bldg . , April 2 , 1970, at the hour of 9: OO a .m. Mr . Jacobs presiding -with Mr . Howell present and Mr . KentKiinge ditting in in an advisory capacity . Mr . Cecere absent . The following business was had to-wit: Mr . Howell moved that the minutes of the previous meeting be approved, seconded by Mr . Jacobs -. and on unanimous voice vote the motion was carried . . Mr . Clarence Tharp of Johns-Manville appeared to explain that the fiber -like substance spewing from thei-r' stacks is due to a malfunction in one of the pumps and the water system, and the company is working, both on an immediate and long-range solution . He said that in the meanwhile, Johns-Manville is offereing ' to either clean or pay to have cleaned all yards and property affected . He also said their trucks are °cleaning the streets . He assured the Board that the substance is not harmful , to humans animals or vegetation. Police Chief Don Strahan presented Dennis Ray Rice, Sr . , and recommended the Board appoint him probationary officer on the Richmond Police Department, effective April 8, 1970 . ' Mr . Howell moved the Board confirm the appointment, seconded by Mr . Jacobs and on unanimous voice vote the motion was carried . - Building Commissioner Ed Goins asked that the following owners of- property be asked to appear before the .Board at next week ' s meeting to show cause why they should not comply -with demolition orders: Donald Mull , 30 S .W. 5th St . , owner of 17 Bridge Ave. , condemned 10-20-69; Gordon McDaniels , owner of 69 Bridge Ave. , condemned 10-28-69; Glen and Rose Phillips , owners of 1228 Bridge Ave. , condemned 5-9-69; William Jordan, owner of 6O`'Bridge Ave. , condemned 10-24-69; Oliver Gentry, owner of 1710 Maple Drive, condemned 9-9-69; Ed Brockman, 68 Bridge Ave . ; condemned 10-23-69; and Mamie Hurd, owner of 1200 N .W. ' 6trh- St . , condemned- by County Board of Health, 10-69; William Henderson, 23 Bridge Ave, 5-69; Mr . Howell moved the Board set April 9, . 10: 00 a .m. ; as a hearing date for the owners to show Why they should not comply with the condemnation orders, '. seconded by Mr . Jacobs and on unanimous voice vote the motion was carried . Commissioner Goins asked the Board ' s permission to attend with John Kolentus , a school for Building Inspector ' s to be held at Lafayette, April 13, 15 . Mr, Howell moved the Board approve the request, seconded by Mr . Jacobs and on unanimous voice vote the motion was carried. Mr . Planning Officials , to be held in New York City, 'April' 4-9. His -atten- dance is recommended by the Planning Commission . Mr ., ,_Howell . moved the Board approve the- request, seconded by Mr . ._Jacobs . and on unanimous voice vote the motion was . carried . . . • Fire Chief William Berry asked the Board to defer . the decision on the fire hydrant problem by the. Ralston Purina Co. `for . another week . • Chief Berry reported that the Fire Department, as an added public service, is pumping flooded basements, sometimes - calling • off-duty firemen in for this task . . Ch:ief .Berry said .he felt that owners of . the basements should . have the responsibility to remedy the situation which caused the basement to flood. He has given instructions to leave calls from: repeaters until after all first-time calls have been taken care. of . Mr . :Jacobs said he thought once a basement has been pumped out , the owners should be warned that the Fire Department would not do it . a: second time, unless it could be proven that the owners have tried to remedy the situation . • Mr . Jacobs explained thatA &. F Engineering, designers of the new traffic lights on No. ' & So. "A" Sts . , -felt it was not proper for them to design a . system which gave conflicting sig- nals at the same time, as they - claim. is the case with the , yellow flashing lights used during emergency vehicle runs . The question of the legality of the flashers and of the City ' s liability incase of an accident was brought up. . Chief Strahan suggested flashers could .be mounted not connected to the traffic signals, or suggested the possibility of strobe lights . mounted on the emergency vehicle which would change traffic lights to green as the vehicle approaches . The Board took the problem under advisement until next week, pending ' an opinion from the City Attorney . . . Street Commissioner Elmer Toschlog reported that. debr,i,s is . collecting in the river around the bridge On Waterfall Road and threatening the bridge . He suggested the Board- authorize putting rails into the river in front of the bridge` to ' catch the 'debris . Mr . Howell suggested talking to County officeals, since it is a county bridge . Mr . Jacobs said he would look ' at the- bridge' and suggested the, Board hold the decision under advisement . Sanitary Commissioner 'Ed Ross reported that his- Department has moved 19 junk cars from the premises owned by Lloyd Harris at 2111 So. 13th St . , Mr . Harris owns a filling 'station • on N .W. 5th St . , where he also keeps junk cars . Mr . Klinge said- he thought the Zoning Ordinance is being violated and the problem .could be dealt with on that basis . • Commissioner Ross reported that he had complaints about water standing near 912 So. 18th St . , and about two' man holes full of - wood near Glenn Hills . .. John Simons , architect, submitted plans fo'r an. indoor swimming pool , to be byilt at- the new health' spa at the Ravinia shopping Center . Page 4.. Bd . of Works & Safety 4-2-70 Mr . Howe.l l , City Controller and Mr . Jacobs , City Engineer . The following business_ was had to-wit : Mr . Howell moved that the minutes of the previous meeting' be approved, seconded by Mr . Jacobs. and. on unanimous voice vote the mot-ion was carried.- The first item on the agenda was a .request for the' closing of' the Municipal Building on Election' Day - May 5. Mr . Howell reported that all State and County offices will _be closed. The _County Commissioners have made a request that the Municipal Building be used as, a place for voting . Mr.. Howell moved that the Municipal Building be closed and that the 'r.equest by .the County Commissioners be approved, seconded by Mr . Cecere and on unanimous voice vote the motion was carried . Mr . Jacobs presented Declaratory Resolution No. 3-1970, a reso- lution to vacate a portion of No. 3rd Street located between North "A" Street and Main Street . Mr . Jacobs moved for approval and_._set the date for a public hearing to be held on May 7, 1970, seconded by Mr . Howell and on unanimous voice vote the motion was carried.
