The Mission of the Tybee Island Development Authority/Main Street Program is to: -facilitate efforts to revitalize,redevelop,and enhance that which improves the quality of life; -create a sense of place and improve the quality of life for residents,business owners,and visitors using the Main Street Four Point Approach; -encourage quality economic growth and development while preserving Tybee Island's unique architectural and community heritage; -support and encourage the arts as a cultural endeavor and economic engine on the Island. MAIN STREET BOARD OF DIRECTORS MINUTES Motion was made by Brenda, which was seconded by Jim, to approve the minutes of the Tybee Island Development Authority/Main Street Board of Directors October 15, 2014 meeting with Vicki's correction that the discussion section regarding Eldo's plans for the Carbo House state that the board would like to support this type of project and would like to see a formal proposal. Motion carried. ORGANIZATION Confirmation of Officers Motion was made by Brenda, which was seconded by Bill,to approve the following Officers of the Tybee Island Development Authority/Main Street Program: Ted Lynch as Chair,Vicki Hammons as Vice Chair, Jim Glass as Secretary, and Deana Harden as Treasurer. Motion carried. DDA Training Chantel reported that Hasco Craver, Business Development Director for Newnan, has agreed to conduct the 8-hour DDA training required for board members. Directors discussed dates in December and January and confirmed January will be best. Chantel will check Hasco's availability and email Directors options for January dates. DDRLF and RLF Applications Chantel welcomed Jim Kluttz, President of the Friends of Tybee Theater and thanked him for attending to discuss the loans they are seeking through the opportunities the Program offers. Jim reviewed the theater rehabilitation progress to date. Their goal is to have the theater active 200 days/nights annually. The Georgia Department of Community Affairs Initial Project Assessment for a Downtown Development Revolving Loan Fund of$250,000 and the Georgia Cities Foundation Revolving Loan Fund application for$250,000 will provide the additional funds for completing the next phase for the theater to open,which is estimated to cost a total of$600,000. TIDA/MS BOD approved: 12/17/14 Page 1 of 3 The organization is working on a three year capital campaign and will continue to improve the theater as necessary for optimum use as a cultural center for the island. Chantel recommended approval of the IPA and RLF application in order for the Chairman to sign indicating support. Neither the board nor the city would be financially responsible for the loan. Motion was made by Brenda, which was seconded by Bill, to approve that the Chairperson sign the IPA and RLF. Motion carried. Jim thanked everyone for their time and support. He announced they will be hosting an Open House at the theater on December 14. Planning Projects Melissa reviewed the goal of bringing local organizations together in order to have the Program be a "hub", as DCA has recommended. This could be considered a Cultural Affairs component of the Program. Directors discussed goals such as compiling an updated directory, reviewing works plans, and identifying efficient means to share information and reduce duplication as we work towards common goals. She is waiting to hear back from Deana and a date will be set to meet next year. Tybee Community Day Chantel reported that six out of the thirteen participating organizations responded to the survey about Community Day 2014. Overall, responses were positive. Their goals were met and they would participate again next year. Suggestions included the need for more advertisement to the local community and more activities. Brenda reviewed ideas for Community Day 2015 such as incorporating a chili cook-off, more outdoor games, and Maritime Academy's PTA doing a kids activity. The date previously set of November 8 is typically when the Poker Run happens. Motion was made by Brenda,which was seconded by Angela,for Chantel to reserve Memorial Park on November 15 for Community Day 2015. Promotions Committee Report Third Thursdays on Tybee Brenda reminded Directors that Lauren Lapointe will be performing tomorrow at the Roundabout for Third Thursdays on Tybee. Fannies on the Beach is the rain location. Chantel will be there at 4:30 to set up lights and asked for others to help. Tybee for the Holidays Brenda and Chantel encouraged Directors to assist in spreading the word about activities during Tybee for the Holidays. The posters are being distributed. Help is needed with distributing materials for Small Business Saturday and Community of Caring later this week/beginning of next week. Chantel reviewed the advertising placement for the first part of the holiday month. She presented artwork for the new banner which will be hung at the welcome sign on Decorating Day,the ads for the Lamar daily billboard and Connect Savannah. Brenda confirmed Tybee Island Maritime Academy students are making ornaments for the tree. Chantel confirmed parade applications are slowly coming in and Island High School Marching Band will be participating for the first time this year. Melissa shared about the Candle Lantern Tours at Ft. Pulaski December 19-20. Information Hut Update Chantel provided an update regarding the conversations she has been having with the Tourism Council Executive Director and Visit Savannah. She presented a Partnership Agreement with Visit Tybee to assist with staffing the Info Hut during the busy season. Visit Tybee is looking forward to the opportunity. Chantel has inquired about non-chamber businesses being equally represented and was told that their staff would operate similar to the Visitors Center staff by sharing information about businesses,whether they are or are not chamber members. Directors expressed support and confirmed Chantel should proceed. TIDA/MS BOD approved: 12/17/14 Page 2 of 3 Preservation on Tybee Chantel reported that the Historic Preservation Commission's work to finalize the design guidelines for local districts is making progress. Once the guidelines and districts are finalized,the guidelines used for the Facade Improvement Grant process will be updated. She shared with Directors a quote she heard from a nationally known preservationist at a session he was conducting during the National Preservation Conference last week. The quote was "Tybee Island...a beach community, with tourism,the way it ought to be." He referenced that other(cities/beach towns) no longer have a sense of place regarding their history and heritage. Melissa reported that she recently attended a Victory Drive Corridor(Project Update) Presentation. She will be providing comments as a stakeholder and will provide additional information that may be of interest to Program Directors. GSU Intern Program Project Chantel reported that the student working on the Development Authority/ Main Street financial opportunities project has to rework some of his research based on the conversation she recently had with him. Melissa suggested that Armstrong State University be considered for interns in the future. Other Business/News Brenda reported that she is checking on movie availability for Movies in the Park for the third Saturday of June,July, and August. Chantel expressed concern in regards to having enough in the budget. Bill commented that a budget adjustment can be brought to City Council for approval since it is a popular event for the community. Chantel will reserve the park in the meantime. Brenda thanked Vicki for the fundraising event at Lighthouse Pizza, which raised $2,000 for the Maritime Academy. Vicki shared that Rich and she are working on façade improvements at Lighthouse Pizza and the outdoor seating area on the side. ADJOURN The meeting adjourned at 7:12pm.
