HomeMy Public PortalAbout180_020_201401117HPCminutes TYBEE ISLAND HISTORIC PRESERVATION COMMISSION MEETING MINUTES November 17, 2014 ATTENDANCE (Present) Commissioner: Sue Bentley, Bill Garbett, Dottie Kluttz, Bill Kriener, Neca Stoller Advisor: Sarah Jones Staff: Chantel Morton (Absent) Commissioner: Jane Coslick CALL TO ORDER Sue called the meeting to order at 6:15pm. HPC MEETING MINUTES Motion was made by Sue, which was seconded by Neca, to approve the minutes of the Historic Preservation Commission October 27, 2014 meetings. Motion carried. SUMMARY REPORT OF NATIONAL PRESERVATION CONFERENCE ACTIVITIES Sarah reported that the reception hosted by the Georgia Historic Preservation Division at the Lighthouse grounds was well attended by State Historic Preservation Office Representatives and other Preservationists from many states throughout the nation. Overall the feedback was positive. Neca reported that the full day Preservation Commission training she attended was more generic than she had hoped. She shared that she gained knowledge regarding guidelines for new construction in terms reviewing scale, mass, and setback. She also noted that economic hardships, as it relates to restoration projects, should be covered in the design guidelines for consistency and to ensure equality. Joint grant opportunities are also areas to explore for the HPC. Chantel reported on the various sessions she attended. One opportunity for the HPC to consider in the future is engaging students in preservation activities similar to Youth Summit programs in Colorado, Indiana, and Washington. The Tourism Summit session provided good information about the importance of preservation in communities, planning, and impact to quality of life, etc. LOCAL HISTORIC DISTRICTS PUBLIC MEETING / HEARING (12/15 6:30pm—8pm) Sarah requested the meeting be postponed until January and the second public hearing will be determined afterwards. Commissioners agreed. Neca noted that the Design Guidelines will need to be available online and at the library for public review. Sarah will send a draft of the Public Hearing letter for Commissioners to review and provide suggested edits. Chantel presented a draft presentation for the public hearing which incorporated Commissioner's desires to have a presentation highlighting the character of Tybee, a touch of humor, background information and explanations. Commissioners provided feedback. The presentation will be sent to Commissioners for further review and feedback. Sarah will update it accordingly. Sue will address City Council regarding the Public Hearing meeting. ADJOURNMENT The meeting adjourned at 7:20pm. HPC approved: 12-15-14 Page 1 of 1
