BOARD Of PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, MARCH 19, 1970
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session in the Municipal 'Bldg . , March 19,
1970 at the hour •of 9: 00 a .m. Mr . Cecer"e presiding with the
following members present: Mr . Howell , City Controller and Mr .
Jacobs, City Engineer . The following business was had to-wit:

Mr . Jacobs moved that the minutes of the previous meeting be •
approved, seconded by Mr . Howell and on unanimous voice vote the
motion was carried . ' .
Mr . Howell moved' the. Board 'execute a contract with Spring Grove for
fire' protection . Mr . Jacobs seconded and on , unanimous. voice vote
the motion was carried. ,Mr . Howell said the Board should arrange
a meeting with the trustees before next year '_s budget is made up
to discuss terms for next year . The Cl'erk 'was i'nstr'ucted to inform
the trustees that a meeting should be arranged by May . .
Six representatives 'of 'Test Junior High School` Student Council and
two _faculty members "appeared to discuss the litter problem around
the school area. Students ' suggestions included the display of
posters in the school and in the eating establishments which the
students frequent, the placing of trash cans . along the way . from the
eating establishments' tothe school , promotion of ' ciean-up week
the week of April 13, 'and a contest with other - schools fora clean
neighborhood. The . Board thought all _wer.e good suggestions and said
trash 'cans 'would be ' prbvided. Mr : Cecere 'added .the suggestion of
asking students to sign an anti -litter pledge.

Street Commissioner Elmer Toschlog appeared to request the Board
take bids for a new car for the Street Department `to:ceplace a
1963 automobile. Mr . Howell reported that the Indiana State
Department of Administration has made .it possible for municipali -
ties to purchase automobiles through them at a fleet price much
lower than local dealers could provide . He quoted a price of
$2449 .98 for a Polara Dodge which would fit our specifications .
The same car with : a smaller motor and fewer extras could be supplied
locally for $3, 212 . 63 . The cars ordered through the State carry
a factory warranty . Statutes requiring the taking of bids have
been met by the State when the original deal was made. Mr.. Howell
moved the Board place an order for a Polara Dodge at $2449 .98
with the State Department of Administration, seconded by Mr .
Jacobs and on unanimous voice vote the motion was carried.
Mr . Paul Kettleforder appeared in regard to the fire protection
contract for Wayne Township. Mr . Howell moved the Board sign
the contract to be presented to the Wayne Township Board for
signatures , Seconded by Mr . Jacobs and on unanimous voice vote
the motion was carried.
Mr . Cecere asked Building Commissioner Ed Gains whether or not the
Hough property which is being used to repair cars could be. con-
demned . Mr . Goins said the building is a cement block structure
and structurally sound, and, although in heed of repairs , not
subject to condemnation. He reported that car repair's used to be
conducted during the evening hours until electric current was
removed, and now the work goes o,n in thedaytime. He does not
know who the people 'are. Mr . Cecere said that zoning violation
proceedings could 'be instituted against Mr . Hough . He said the
would go inspect the site with the Chief of Police .
Commissioner `Goins said he would bring a report of condemnations
on Bridge Avenue which have not been complied with . He said he
would . like the 'Board `to take action on them next,week . Also, he
said, Joe Bolt' s building permit runs out in April and proceedings •
should be instituted.
Fire Chief William Berry reported having won a plaque and certi -
ficate at the Home Show for the Fire Department booth .
Chief Berry requested the Board appoint John Curts as - probationary
fireman effective 'March 23 . Mr . `H'owel l moved the Board approve
the appointment , seconded by Mr . Jacobs and on unanimous voice vote
the motion was carried.
Chief Berry reported that 76 alarm boxes have been installed .

Mr . Cecere reported having received a letter from Eagle-Picher
saying that although their contract called for partial payments,
no payments have been made . Mr . Howell explained that there was
a question concerning one of the figures on the bill . The Board
agreed to- make a partial payment of $125, 142 .01 . .
Mr . Cecere reported that the City had leased a lot to Reid Memorial
Hospital in 1928, and that the lease , stipulated that the lot was
not to be used for any building . It now appears that the new
heating plant is situated on part of this lot . Mr . Jacobs moved
the Board amend the lease to conform to the circumstances , seconded
by Mr . Howell and on unanimous voice vote the motion was carried .
Mr . Howell suggested the Board start proceedings to update the
Municipal Code. Mr . Howell moved the Clerk write to various codi -
fication services for price quotations, seconded by Mr . Jacobs and
on unanimous voice vote . the motion was carried .
Mr . Howell moved the Board award the bid for eleven ( 11 ) police
cruisers to Raper Plymouth, low bidder , since the additional
appropriation has now been approved, seconded by Mr . Jacobs and.
on unanimous . voice vote the motion was carried.

The Board of Public Works and Safety of the City of Richmond,
Indiana, met .in regular session in the Municipal Bldg . , March 26,
1970, at the hour of 9: 00 a .m. Mr . Cecere presiding with the
following members present: Mr . Howell , City Controller and Mr .
Jacobs , City Engineer . The following business was had to-wit:
Mr . Howell moved that the minutes of the previous meeting be
approved, seconded by Mr . Jacobs and on unanimous voice vote. the
motion was carried .
Mr . Peterson, Director of the United Fund presented plaques for
outstanding performance in the United Fund solicitation to the
City and also to the Police, Park, Fire and Street Departments
and to the Sanitary Commission.
Mr . Jacobs moved the Board accept and dedicate North "AP Street
from 5th St . to Main, formerly a part of the Old City Building
ground. Mr . Howell seconded and on unanimous voice vote the
motion was carried. .
Mr . Howell moved the Board authorize the following street lights
to be installed:
