The Board of Publ'i'c 'Works' and Safety of the City of Richmond,
Indiana, met in regular session in the Municipal Bldg . , -
March - 12, 1970 at the hour of 9: 00 a .m. Mr :. Cecere presiding
with the following members present: Mr . Howell , City Controller
and Mr . Jacobs , City Engineer . The' following business was

As the distributors in' Ohio for the Eagle-_Richer- Industries
Radio Fire Alarm Systems, we' extend our sincerest thanks to
you and the City of Richmond for - allowing. us' to' bring the Fire
• Alarm personnel from- the City of Dayton, Ohio" to "your' City
for observation and study of your most progressive Fi red,Al arm
System. I regret not having the opportunity to meet you per -
sonally and offer these expressions of gratitude.
Ou'r deepest' .appreciation is" given- to Chief William Berry and
Assistant Chief Rod Rohe who were most ' cooper'ative in making
the visit a success and who candidly answered the questions
involving Fire 'Department administration' and operations,.
It was ,immediately apparent to all the visitors that Mr . Jack
Shores , Harry Hengstler, and Don Clark' were unusually well : ' ,
qualified and trained in Fire Alarm Systems . Mr . Hengstler ,
who presented the descriptive narrative, was clear and under -
standable throughout and, without reservation, answered each
and every question. Nowhere have we found more capable or
better trained Radio Fire Alarm Personnel .
We hope, in the future, that we may be allowed to bring Fire
Alarm personnel from other Ohio cities to Richmond to see the
most modern Fire Alarm System in this region of the country .
Again, thank you- and your administration for an educational ,
enlightening, and wor`thwh i l e visit in your C it;y`.

Mr .. Kercheval , Mr . VanSickle, and Mr . Northern; appeared for
the State Highway Dept . to discuss the cleaning• of State Highways
running through . the- City . Mr . Jacobs explained that the City
has had many complaints and would like to have the schedule of
sweeping used . Mr . Kercheval said that the Highway Dept . is
sweeping two nights each • week, but that . they have had to- change
their schedule from Friday nights because of heavy traffic . He
said they were going to try to sweep twice, each week during the
daytime. .He said debris is blowing onto .Main St . from alleys
and merchants are sweeping dirt into the gutters . . -
Mr . Cecere said that prior to • the change-over to the State High-
way Dept . , the streets were swept every night , and he could not
see where sweeping twice each week could keep the streets as
clean as sweeping every day . He' said that the Traffic Division
woul d' give them al 1 the hel p. they: needed if the sweeper is
being hindered • by traffic, although he did not bel ieve the
traffic' is heavy- during the hours• of 3: 00 . a .m. to 5: 00- a.m.
Mr . John Hitch, : President of the Downtown Merchants asked why
the City ' s contract for sweeping the highways was stopped . Mr .
Kercheval said i.t was because the State now has its• own 'sweeper
and he did not think there. w.as a chance that the City Would get
the contract back . Mr.. Hitch said the merchants are• interested
in keeping the City clean and are behind the . trash ordinance,
but did not believe that sweeping twice each week was often
enough .
Mayor Kl ute expl a i ned. •that.: the- City: has-. a problem. i n , that it is
difficult to make the public understand that the City streets are
not the responsibility of the City to keep clean. He. said New
Castle was having the same problem.

Mrs. -Inderstrod.t, • a n.i.ght-time taxi- dri ver-; said she:.: has seen
the sweepers and they have never- encountered a: traffic problem.
M.r .. Kercheval. said.- he .believes his_ own: men. Mr . Van:Sickle said
the problem was a local one and should be worked-. out locally.
He said the State would do its best to keep the streets clean
and would review the situation in J.une, before contract time-.
Mr . Kercheval said the Highway would change its schedule-.-back-
to Friday and Monday nights , beginning. this week, provided the
sweeper , which had been out of: order, i•s: repaired, : and.: that i .
he would try to get the sweeper to Richmond twice during the
week: i.n. the. :daytime..: Mrs_. , Cecere said- he felt . t.he• City Oas . •

Mr . Cecere moved the Board insturct the Clerk to write a letter
to the Howard Thomas Post 315, expressing the. Board ' s thanks
and accepting the offer of flags , . seconded '. by Mr . Howell *and
on' unanimous . voice ' vote the motion was carried . .
Park Commissioner Don McBride and Foster Miracle. appeared to
discuss' the schedule of tree removal in the City . Mayor . Klute
said that' without a schedule his office is unable to tell
people who call in to report a tree, or stump. which needs. to be
removed,- the approximate date- their complaintscan. be taken-
care of . Mr . Miracle and Mr . McBride agreed that Mr . McBride
would supervise the keeping of a schedule of areas of the City
- to be worked, as well- as the keeping' of. dates: when work.- is
completed : . •
Proof of publication on Declaratory Resolution No. 1 -1970 was
presented, --Mr . Cecere moved to approve proof- of publication,
seconded by Mr . Howell and on unanimous voice vote. the motion
was: carried. The. fol lowing remonstrators` -appeared: : Mrs.. •
Charles Inderstrodt, Mrs . Lucille Samuels , and Mr . John Whalen.
Mr . Whalen submitted the following petition, signed 'by15 . persons:

Indiana . The undersigned Petitioners are property owners
of the. Real" Estate fronting on North' 4th St . and other .
affected properties , located North of the proposed new
Post Office site. . . . . .
Because of the recent action taken by your Board to
close North 4th St . we submit the following: •

( 1 ) Damages for loss of value and utility .
'(2 ). A new and acceptable thoroughfare: buil t to- 'pro.-.
vide access to this area .
(3) The-.re-opening of the street until these conditions
are met . - . .
Mr . Cecere explained 'that the Post Office chose its own site and
that some inconveniences will have to be born by some citizens
in order for' the community to grow and benefit .. Mr . Jacobs. moved
the Board -confirm Dec.. Res . 1 -1970., seconded- .by Mr . Howell and
on unanimous voice vote the • motion was carried.
Mr . Phillip Houser. of City Plan- appeared to request that. the
Board either acquire or rent. a piece of real estate: in. order to
store cars which have been removed from the streets and may be
reclaimed, so therefore cannot be junked. He recommended a
piece of land owned by Mr . Bert Glazer available at either .
$25,000 .00 or for rent at $200 .00 per month under a 5-year lease.
He said he thought the City could keep such a lot operating at
full capacity for the next five years , and at least 75% capacity
from there on . Mr . Cecere appointed Mr - Houser and. Mr . -Howell
to a committee to investigate and negot i'a'te :for Such. a lot and
ascertain the cost of maintenance and operation'. ' He said he
would start work on an ordinance to implement the towing-in
of cars . -
. Mr Jacobs moved. the Board- approve the. presentation to Council
for a resolution for 'a transfer of funds- within the Engineer ' s
Dept . of $50 .00 from Photographing and Blueprinting to- Repairs
to Equipment, and $50 .00 from Garage and Motor Sup.p.lies. to
Office Supplies , seconded by Mr . Howell and on unanimous voice
vote the motion was carried .

Mr . Jacobs moved the Board approve a curb cut request by
Charles.. Mattingl.y at So. 9th and "I " Sts . , zoning and traffic
having. approved, seconded by Mr . Howell and on unanimous voice
vote the motion was carried.
Mr . Jacobs moved the Board accept the dedication of Keyser Lane
from the Community Schools , a street ending at Chester Blvd ..
north of the hospital , with the following provisions:

Mr . Howell. seconded Mr .. Jacobs motion of accepting the dedication
and on unanimous voice vote the motion .was 'carried.. >
Mr . Howell moved the Board approve the presentation to Council
of. an Ordinance to appropriate ,$120,423 .00 from the 'Local' Road
and Street Fund for designated. projects , -seconded by Mr . Jacobs.
and on unanimous voice vote the motion was carried.
Mr . Cecere moved the Board execute an agreement between the City
and the County Commissioners for the sharing of the 'cost of
ambulance service, the County to .bear 40% of the cost, ,seconded
by Mr . Howell and on unanimous voice vote the motion was carried .
Mr . Cecere presented for consideration. agreements for, fire pro-
tection between the City and the Township of the City and Spring
Grove . •

The Board of Public Works and Safety of the 'City of Richmond,
Indiana, met in regular session in the Municipal -Bldg . , "March 19;
1970 at the hour- of 9: 00 a.m. Mr . Cecere presiding with the
following members present: Mr . Howell , City Controller and Mr .
Jacobs , City Engineer . The following ,business was had to-wit:
Mr . , Jacobs moved that the minutes of the previous meeting be
approved, seconded by .Mr . Howell and on unanimous voice vote the
motion was carried .

Mr . Howell moved the Board execute a contract with Spring Grove for
fire" protection . Mr . Jacobs seconded and on unanimous voice vote
the motion was carried . .Mr . Howell said the Board should arrange
a meeting with the trustees before next years budget is made up
to discuss terms for next year . The 'Clerk 'was instructed to inform
the trustees that a meeting should be arranged by May .

Six representatives ' of Test Junior High . SchooL Student Council and
two _faculty members 'appeared to discuss the fitter problem around
the school area . Students ' suggestions included the display of
posters in the school and in the eating establishments which the
students frequent, the placing of trash cans . along the way . from the
eating establishments tothe school , promotion of ' clean-up week
the week of April 13, and a contest with other schools fora clean
neighborhood . . The Board thought all _wer.e good suggestions and said
trash 'cans would be provided . ' Mr : Cecere added .thesuggestion of
asking students to sign an anti -litter pledge.
