BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, FEBRUARY 26, 1970
The Board of Public Works and Safety of the City .of Richmond,
Indiana, met in regular session in the Municipal Bldg ., at the '
hour of 9:00 o 'clock a .m. Mr . Cecere presiding with the follow-
• ing members . present : Mr . Howell , City Controller and 'Mr . Jacobs
City Engineer . The following business was had to-wit :
II Mr . Howell moved that the minutes of the previous meeting be
approved, seconded by Mr . Jacobs and on unanimous voice vote the
motion was carried. ,
• Mr . Gene- Thompson appeared to ' ask the City to extend street lights
on National Road East all the way to the. underpass by Kurdy ' s .
He said 40 East is one of the most important approaches to the
City and it would help to have good lighting. The Board told him
his request would be taken up with the Street Lighting Committee.
Mr . Steven Richards. of the Calvary Baptist Church, S.W. 2nd ' and
• "E" Sts . , appeared to complain about High School students throwing
trash on church property . He suggested the City enforce the
anti -litter ordinance. " Mr . Cecere explained that a policeman
cannot make an arrest for a misdemeanor unless he sees the act
committed, except if a citizen signs an affidavit . Police Chief
Don Strahan said that .the Police Department has a car at Sonsinis
to keep bottles from being thrown into the street . Mr . Richards
said he had a license , number of, a daily violator and would turn
it over to the City .
Mr . John Whalen. appeared to object to the closing of 4th St ,
Mr . Cecere told him he hoped he would come to the publkC hearing
on the matter scheduled for March 12 . Mr . Jacobs told him there
would be two exits- and three entrances into the area. without. .

Police Chief Don Strahan read the following letters:

Dear Chief: - .
I wish to thank you and your officers for the splendid coopera-
tion you gave ..us on the night of February, 21 in. apprehending a
former tenant who absconded with personal - property of ours . Not
only was the property recovered and returned intact in . a- very '
short period of time, but the manager , Mr . Rickabau.gh., tells me
that the cooperation he received from you department was nothing
short of splendid. .
We are- certainly grateful and feel very comforted in the fact that
we have such excellent police protection in Richmond . I do not
know the . names, of the.•speci f-i.c officers who were- involved . I
wish I did . . I would like: to thank them personally . However, I
hope that you will take the time to convey our appreciation
personally to them.
I know how, harrassed and maligned .a pollee department a:nd• police
•
officers are these days . You are asked to do an impossible job
and usually receive for it only criticism and animosity . There
are some: of us , however , who do appreciate what you do for the
citizenry day after day and who d o relaize how important your
services, are . Without- your efforts , most of us realize that our
lives and property would not be worth a plug nickel .
Congratulations again, and again our sincere thanks for your very
splendid and willing cooperation.

Dear Sirts) :
Just a note of appreciation to you and your- City for the
courtesy extended os- on our visit Monday evening.
We were driving through Richmond and saw your new municipal
building and stopped to take a few pictures . 'We went in and
introduced ourselves to Police Captain Blose to explain our
purpose, and he was very kind and gave us a tour of your facili -
ties . We were' very impressed .
We believe that this can be used as a definite example of
` a community putting its mind to something and- doing a very
complete job.
Once more aspec'ial thanks to Captatn Blose and the• men on
duty Monday evening for the courtesies extended to us .

Regional Planning Commission
Traffic Captain Paul Martin reported that after studying the
removal of parking ° from the east side of 11th St . from- No. "A"
to So. "A" Sts . , the- Traffic Division has decided that it would
create a hardship on apartments in the area, and it is now the
Division ' s recommendation to remove parking from the west side
of the Street . Mr . Whalen voiced objections . Mr . Howell moved
the Board approve the Traffic Division ' s recommendation and re-
move parking- from • the"west side of llth St . , ' if and when' Council
makes 1lth St . one-way, seconded by Mr . Jacobs and on unanimous
voice vote the motion was carried.
Captain Paul Martin reported having looked into the American
Laundry situation and said he found no violations . He said a
truck from out of the state had backed over the curb by -mistake
and left marks, but it was a one-time occurrence.
Captain Martin reported that Traffic has made a further study of
making 10th St . one-way South, it now recommends to wait ' until
after decision has been made concerning 11th St . and then review
the situation .
Captain Martin reported having looked into the complaint . of Mr
Mike Kolentus with regard to cars blocking the entrance to his
garage in the alley at-' 1415 So. "A" St . He said he found no cars
there and has been unable to get in touch with Mr . Kolentus . The •
Clerk was insturuted to so inform Mr . Kolentus but the Police
Department is° going to continue research on the situation .
Mr . Cecere reported that he thought the Gas Co.. should be made
to repave No. "A" St . between 6th and 8th Sts . , where they had
dug holes immediately after the City had paved the street . Mr .
Jacobs said he would get in touch with the Gas Co.
Mr . Jacobs reported that three of the four intersections°°` with
new traffic "lights are completed and the '.fourth is 50% complete.
He introduced Mr . "'Fehribach of A & F Engineering, who presented

specifications for the remaining nine intersections, 6th, 7th,
10th and 12th Sts . on No. "A" and 6th , 7th, 10th and 12th and
13th Sts . on So. "A". The State will. install the lights on
8th and 9th Sts . on both "A" Sts . Mr . Jacobs moved to approve
the specifications , subject to a final review by the Engineer ,
seconded by Mr . Howell and on unanimous voice vote the motion
was carried .
Mr . Cecere _suggested that green arrows be added on "A" St . by
the traffic lights, .pointing in the direction of one-way streets ,
Mr . . Jacobs _said this will be done. .
Mr . Cecere said some action would have 'to be ,taken by -the City in
regard to the removal' of cars parked illegally . Chief Strahan
said the present ordinance and state statute were °not ' clear about
removing cars, if,.they_were. -properly licensed and do not constitute
a traffic hazard, even though they are parked 'illegally . _ Mr . ° „
Cecere told him to five : him a written report of suggested changes
to make .the ordinance workable. . .
Fire Chief_Wil liam Ber: ryaskedfor permission to send Assistant
Chief Rod Rohe and. Battalion Chief Roland Walls to a Fire Depart-
ment Instructors Conference to be held in Kansas City; _March 23,
to 26: He said the Wayne County Firemen ' s Association will pay.
Walls ' way, sinoe ' he is their president . They plan to drive.
Mr . Howell said that the Board should make a policy on out-of-
state trips that no amount of travel expense will be_ paid over
the cost of a plane ticket . Mr . Jacobs moved the Board approve
the r. equest, . seconded by Mr . Howell and on unanimous voice vote
the motion was carried. -
Chief Berry reported that Fire Chiefs from- Dayton, ' Cincinnati
and Indianapolis and. Fort Wayne plan to come to Richmond to in-
spect the new alarm system,:' • ;

Dear Sir:
There 'are 102 radio alarm street boxes ready to put ' in _
service when our license arrives . There will be one master box
at 13th and North "A" Street to serve as a street box. It also
will serve as a box, , for ..the Museum. The Museum has bought the
supervisor for their sprinkler system. They ' have- had their. line •
run out to the box. Harry Hengstler ' and Donald C1ark_will make.
the hook-up into the master box. - - - - — '
These businesses have purchased alarm boxes and they are to
install them as soon as their electrician makes the supervisor
hook-up. Fire- Department linemen will place the alarm box and
maintain it .

After contacting Eagle-Picher yesterday; it was learned that
the alarm boxes for the following firms will be shipped the week
of March 3, 1970 .

Electricians can install about 3 supervisor installations per
week. Harry Hengstler. and. Don Cla.r.,k can install all the boxes
in. 3 ,weeks . I. think the alarm equipment should be completed

Mr . Jacobs moved the Board approve that a resolution to Council
be prepared, appropriating $2 ,.545 .00 from the Motor Vehicle _
Highway Construction and Reconstruction . Fund in order to pave
Toschlog Road from National Road to the sduthern corporate limits
as a ,follow-up .to a Barrett Law sewer construction completed .
last year . Mr . Howell asked whether matching funds _fr.om the
State for this and other projects would be earned - at a , fast enough
rate to keep up ,with payments .' Mr,. Jacobs said they would Mr .
Howell seconded the motion and on unanimous voice vote the motion
was = carried.
Mr . Jacobs_,rreported that the water treatment system _ i n 'the City
Building, installed .by. B & B Electric ` was ,not : properly_installed
and an estimate has been received for $221 .00: to correct the
installation, Since B & B has declared bankruptcy, the amount
of $221 .00 .wi,ll . have to be deducted from the original contract,
Mr . Howell reported that the newly-hired Planning Director, 111
Richard B . Freeman will be paid a salary of $9,500 .00nper year,
which is less than had been appropriated for former Planning
Director Gedvillas, but is in line with the amount of experience
of the new Director .
