BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, FEBRUM 19, . 1970
The Board of Public Works and Safety. of the City of Richmond,
Indiana, met in regular session in the Municipal Bldg . at, the
hour of 9:00 a.m. Mr . Cecere presiding with the following members
present: Mr . Howell-, City Controller and Mr . Jacobs , City Engi -
neer . The following business was had to-wit :

Mr . Howell moved that the minutes of the previous meeting. be
approved, seconded by Mr . Jacobs and on unanimous voice vote the:
motion was carried .
The Board heartily endorsed the JAYCEE project-__of selling- honey
door to door on March 15th in order to raise money for Green Acres
School , but said no Board permission is needed for this solicita-
tion.
Mr . :Jacobs moved the Board approve a .curb cut request for Robert
Hall , Inc . at Elmhurst Drive, Police and Zoning both having no
objection, seconded by Mr . Howell and on unanimous voice vote the
motion was carried .
Mr . Jacobs asked the Board take a curb cut request from the Sun
Oil Co. , at Williamsburg Pike and Forest Drive under, 'advisement
until it can be determined whether or not there is a zoning
problem.
- Mr . Jacobs moved .the Board execute a contract with A & D Excava--
ting for the demolition of the Guy Bull apartment building . The
building was purchased for the purpose of widening So. "A." -St .
Bids have been taken from four contractors, and the A & D bid of
$800 .00 was' low. , Mr . Howell seconded. t:hemmot;ion and'. on unanimous
voice vote'. the motion was..carr i.ed,
Mr . Howell reported that Mike Kolentus complained about cars park-
ing in the alley between 15th and 16th Sts . on So. "A" St . , blocking
his garage. The complaint was referred to the Traffic Division .for
• study . Mr . Cecere. suggested that Traffic look into the entire
problem of cars parked in alleys and report back next week .
Mayor Byron K'l ute reported:.that word: has been ,recei.ved. from Senator
Bayh ' s office. yesterday' that the. FCC' has •approved', a permanent.
license for the Fire Department radio communication system . The •
approval was granted following the Senator ' s intercession in behalf
of the Richmond Fire Department , who .had been unable to get any
satisfaction out of: the FCC .since last• .June. Fire. Chief William
Berry said the boxes are ready- to go as soon as the official
license comes through, sometime next week . He said not all the
facotries are: ready for the switch-over . The Board asked him tat-:
review the facotry situation realistically and report back next
week with a final date when a complete switch-over to the new
system could be made.. . Mr . Howell moved the Clerk •.write a letter
of appreciation to Senator Bayh and Mr . Dean Burch, chairman of
FCC.,,-Seconded by Mr . Jacobs and on unanimous voice vote the motion
was carried .

Chief Berry reported that arrangements have been made with the
Street Department to clean all debris connected with construction
of the No. 1 Fire House immediately . Mr . Howell said he had
viewed the area fol 1 owipg Councilman Paust ' s complaint and had
found it clean .
Mr . Jacobs questioned Chief Berry regarding the parking of a
fire truck in the police garage . Chief Berry said the truck
would be moved as soon as two old trucks at No. 4 Fire House
are sold .
Mayor K1 ute discussed. & 'request of• Harold Davis, regarding con-
struction of curbs and gutters at So. 16th and "M" Sts . , possi -
bly under Barrett Law. Mr . Jacobs said he recommended no curbs
or gutters be added to that street until the sewer problem is
taken care of .
Police Chief Don Strahan recommended that the Board terminate
the appointments as special police of Ralph 'R . Robinson and
Orville F . Clark . Both have served as special police at
Earlham and Chief Strahan has been informed that Robinson no
longer is employed at -the College and Clark works in another
capacity . Mr . Howell moved the Board terminate the two appoint-
ments , seconded by Mr . Jacobs and on unanimous voice vote the
motion was carried .
Chief Strahan reported that it will be necessary, to take parking •
off the east side of 11th St . from No. to So. "A" when it is
made one-way . Mr . Jacobs said it was part of the original
agreement with the State Highway to remove parking from both
si-des of 11th St .', and he agreed to get in touch with the State
Highway Commission to see if they would agree to parking on the
West side. Chief Strahan also recommended that Traffic study
the possibility of making 10th St . one-way, southbound, from
"A" to "A" St . , to complete the pattern of one-way streets down-
town. He said the job at 10th and Main would provide a stacking
lane, and it would be possible to reinstate a few parking stalls
on So. 10th . Mr . Howell moved the Traffic Division study both
of these situations and report back at the next Board meeting,
seconded by Mr . Jacobs and on unanimous voice vote the motion
was carried .
Traffic Captain Paul Martin reported that red and white "wrong-
way" signs have been installed on 6th and 7th Sts . to call the
public ' s attention to the one-way streets . The signs are
temporary .
Mr . Howell said that Councilman Elstro still complains of vio-
lations in the alley by the American Laundry . Also, trucks are
driving over the newly-installed curbs . Captain Martin said
he would check into it .
Mr . Jacobs moved the Board set March 12 as a date for a public
hearing for vacating No. 4th St . from No. "A" St . to the first
alley north, seconded by Mr . Howell and on unanimous voice vote
the motion was carried. This is to be done at the request of
the Post Office. Mr. Cecere reported that it is hoped that
construction of the new Post Office will start this summer .
Mr . Howell moved the Board authorize RP&L to remove a street
light in the alley between No. 5th and 6th Sts . , at the rear
of the old City Building, seconded by Mr . Jacobs and on unani -
mous. voice vote the motion was. carried .
