Mr. Howell brought up the problem of the outside doors of the City
Building in the Police Department being blown open by the wind,`making
the Police lobby almost impossible to heat. He laid he thought eventually
another set of doors, further out, will have to be installed, at a cost
of $2,580.00. The Board took the problem under advisement.
There being no further business on motion duly made, seconded and carried,
the meeting adjourned.

BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, FEBRUARY 12 , 1970
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session in the Municipal Bldg . , Feb-
ruary 12 , 1970, at the hour of 9:00 o ' clock a .m. Mr . Cecere
presiding with the following members present: Mr . Howell ,
City Controller and Mr . Jacobs , City Engineer . . The following
business was had to-wit:
Mr . Howell moved that the minutes of the previous meeting be
approved, seconded by Mr . Jacobs and on unanimous voice vote
the motion was carried .
Fire Chief William Berry recommended that Marshall Kern,
having successfully completed his period of probation, be
advanced from probationary fireman to regular fireman, effec-
tive February 7, 1970 . Mr . Jacobs moved the Board approve the
promotion, seconded by Mr . Howell and on unanimous voice vote
the motion was carried .
Chief Berry reported that he had word yesterday that the FCC
was then considering the City ' s request to operate a radio
call box system. He expects to hear results momentarily .
Chief Berry reported that Fire Chiefs of northern and central
Indiana are gathering in Richmond to day and will view the new
fire station.

Dear Sir:
On the evening of December. 23rd, several of your fire com-
panies responded to a fire we had in finished goods in our
warehouse . These men were under the direction of Roland Walls ,
Battalion Chief and Duty Chief . Rod Rohe, Assistant Fire Chief
was also on the scene .
On behalf of Johns-Manville, I would like to commend all of
your firemen who were on the scene and particularly Messrs .
Walls and Rohe for an excellent job not only of extinguishing

the fire • but also for. controlling their activities to minimize
water damage, tO2the many thousands of dollars worth of i.nven-•
. tory we had adjacent to the specific fire area .
I would appreciate it if you would pass on to these men our

In our corporate structure we operate five (5) manufacturing-
plants located in various parts of the country . We are highly
pleased that one of these plants is located in your fine city ,of
Richmond, Indiana .
In order that our management personnel can efficiently visit these
plant locations and also .properly conduct our. bus:i nes s with our
hundreds of customers from coast to coast , we, operate company-
owned aircraft equipment .

This brings us into many municipally and privately owned air -
fields . Our company pilots tell us they consistently receive the
most efficient and courteous service from the -Richmond Municipal
Airport than from any other of ,our various-landing locations .

Traffic Captain Paul Martin reported having made a study of
the situation at the intersection of N .W. "K" and 4th Sts .
and recommended that "K" St . be made a through street , with
4th St . traffic having to stop. Mr . Jacobs moved the Board
approve the recommendation, seconded by Mr . Howell and on .
unanimous voice vote the motion was carried .
Captain Martin reported on the request by Dr . Mader to have
parking restricted to two hours in front of his office. Cap-
tain Martin said that he did not recommend restricting parking
to two hours in a residential area and he felt that doctors
should provide off-street parking for their patients . . Mr .
Cecere said he agreed with the recommendation and said there
would be no change in the parking .
Captain Martin reported having checked into the Kepler Branden-
burg situation and said that both have agreed to park their
trucks in front of their own respective properties .
Captain Martin reported that _the new traffic signals at llth
and No. and So. "A" Sts . have been installed, but that they
are designed for one-way streets and cannot be used until
llth St . is made one-way . He therefore recommended that the
Board ask Council to make llth St . one-way going north, between
No. and So. "A" Sts . Mr . Jacobs moved the Board approve the
recommendation, seconded by Mr . Howell and on unanimous voice
vote the motion was carried .
Mr . Jacobs recommended that the City annex a small parcel of
land near the Buchholz addition in order to make it possible
for the City to provide water and fire protection. for- homes
in the Buchholz addition. The area in question is between the
Buchholz addition and the existing corporate line. Mr . Jacobs
moved the Board ask Council to annex this land, seconded by
Mr . Howell and on unanimous voice vote the motion was carried .

BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, FEBRUAN 19, . 1970
The Board of Public Works and Safety of the .City of Richmond,
Indiana, met in regular session in the Municipal Bldg . at, 'the
hour of 9:00 a .m. Mr . Cecere presiding with the following members
present: Mr . Howell, City Controller and Mr . Jacobs , City Engi -
neer . The following business was had to-wit:
Mr . Howell moved that the minutes of the previous meeting be
approved, seconded by Mr . Jacobs and on unanimous voice vote the:
motion was carried . -
The Board heartily endorsed the JAYCEE project-_o.f selling honey
door to door on March 15th in order to raise money for Green Acres
School , but said no Board permission is needed for, this solicita-
tion.
Mr . Jacobs moved the Board approve a .curb cut request for Robert
Hall , Inc . at Elmhurst Drive, Police, and .Zoning both having no
objection, seconded by Mr . Howell and on unanimous voice vote .the
motion was carried .
Mr . Jacobs asked the Board take a curb cut request from the Sun
Oil Co. , at Williamsburg Pike and Forest Drive under. advisement
until it can be determined whether or not there is a zoning
problem.
Mr . Jacobs moved .the Board execute a contract with A & D Excava-
ting for the demolition of the Guy Bull apartment building . The
building was purchased for the purpose of widening So. "A" -St .
• Bids have been taken from four contractors , and the A & D bid of
$800 .-00 was. l ow. , Mr Howell seconded-. theHmotii on and•. on- unanimous '
voice vote. the motion was..carr i.ed.. • , . ' ' -
Mr . Howell reported that Mike Kolentus complained about cars park-
ing in the alley between 15th and 16th Sts . on So. "A" St . , blocking
his garage. The complaint was referred to the Traffic Division .for
• study . Mr . Cecere. suggested that Traffic look into the 'entire .
problem of cars parked in alleys and report back next week .
Mayor Byron K1 ute reported-:.that word: has been received. from-Senator
Bayh ' s o.ffice. yesterday• that the FCC' has ,approved' a permanent.
license for the Fire Department radio communication system. The
approval was granted following the Senator ' s intercession in behalf
of the Richmond Fire Department , who had been unable to get any
- satisfaction out of-:the FCC-since last- -June. Fire- Chief William
Berry said the boxes are readyto go as soon as the official
license comes through, sometime next week . He said not all the
facotries are: ready for the switch-over . The Board asked him_ ta -
review the facotry situation realistically and report back next
week with a final date when a complete switch-over to the new
system could be made.. . Mr '. Howell moved the Clerk ••write a letter
of appreciation to Senator Bayh and Mr . Dean Burch, chairman of
FCC,-•seconded by Mr . Jacobs and on unanimous voice vote the motion
was carried .
