BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, JANUARY 29, 1970
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in the Municipal Bldg., January 29, 1970, at the
hour of 9:00 a.m. Mr. Cecere presiding with the following members present:
Mr. Howell, City Controller and Mr. Jacobs, City Engineer. The following
business was had to-wit:
Mr. Howell moved that the minutes of the previous meeting be approved,
seconded by Mr. Jacobs and on unanimous voice vote the motion was carried.
Mr. Howell explained that the service contract for the CityBuilding ele-
vators was ready to be signed at at cost of $192.30 per month, beginning
Feb. 6, 1970, the date the warranty runs out. Mr. Howell moved that the
Board execute the contract, seconded by Mr. Jacobs and on unanimous voice
vote the motion was carried.
Mr. Howell moved the Board authorize an ordinance to be prepared for
Council to appropriate $2,115.30 to pay the cost of the elevator service
contract, seconded by Mr. Jacobs and on unanimous voice vote the motion
was carried.
Mr. Jacobs reported on planned capital improvement programs for 1970,
1971 and 1975 to include thirteen projects. For 1970 his office has
planned Industries Rd. Improvement; So. "A" St., Phase 3, traffic
signals on No. and So. "A" Sts.; 5th St. Blvd., and storm sewers in
the central business district in addition to two projects not requiring
Civil City funds. With State assistance out of gasoline tax money and
matching Highway Dept. funds, the City's share would total $227,096.00,
$112,788.00 to be paid by the State in matchingfunds. $337,329.44 will
be paid by HUD, Redevelopment Commission and Barrett Law assessments.
Mr. Howell moved the following resolutions be prepared for Council to
authorize the spending of funds already appropriated, in order to pay
the City's 25% share of the various projects outlined. He said the
money had to be available before application for matching funds to the
State could be made. Mr. Jacobs seconded the motion and on unanimous
voice vote the motio.mwas carried.
1. A resolution to construct and reconstruct Industries Road
between old U.S. 35 and the railroad tracks to the east
(or the City limits) . ($1t,250.00)
2. A resolution to construct and reconstruct existing 5th St.
between Main and North "A" Streets. ($5,771.25)
3. A resolution to construct and reconstruct North and South "A"
Streets for the purpose of complying with Indiana State Highway
Commission requirement for relocation of U.S. -Highway #40.

Mr. Howell moved the Board award the contract for police cruisers to the
low bidder, Raper Plymouth at a total cost of $28,415.68 for 11 cruisers,
including air conditioning and black interior, at a unit price of $2,583.24.
Mr. Howell explained that since the cars will be passed down and driven
for several years and then sold outright instead of traded in, and the
cost of the air conditioning at $280.00 per unit would add about $150.00
to the sale price of each car, he thought the air conditioning worth the
extra money. The black interior, at additional $6.00 per car, would
also raise the resale value, since it does not show the wear. Mr. Jacobs
seconded the motion and on unanimous voice vote the motion was carried.
Mr. Howell said the police deserve working conditions equal to that of
office personnel at this low cost.
Mr. Howell moved the Board reject all of the bids for City Plan and
Bureau of Building cars, and recommended that these two departments buy
some of last year's police cruisers available for sale and return the
extra money to the general fund, seconded by Mr. Jacobs and on unanimous
voice vote the motion was carried.

Mr. Howell moved the Board authorize an ordinance to be prepared for
Council for an additional appropriation of $8,500.00 to the Police
Dept. budget to pay the extra cost of not having cars to trade in,
seconded by Mr. Jacobs and on unanimous voice vote the motion was
carried. Mr. Howell explained that the money would be returned to the
General Fund when the old cars were sold.
Building Commissioner Ed Goins submitted the following report from the
Bureau of Buildings.

Fire Chief William Berry recommended that the Board accept the bid by
Vivian Buick for a new car for his department. He explained that al-
though it was not the low bid, the car would be driven for several
years and would prove its worth. Mr. Howell said he thought the low
bidder should be awarded the contract. Mr. Jacobs said he agreed with
the Controller. He said he thought in the future all City cars should
carry the same specifications, then police cars would be passed on to
other departments. Mr. Howell said that cars ordered in quanity are
cheaper than single cars. Mr. Jacobs moved the Board award the Fire
Dept. bid to Fred First Ford, low bidder at $2,816.65 with air con-
ditioning, seconded by Mr. Howell and on unanimous voice vote the motion
was carried.
