HomeMy Public PortalAbout12-24-1969 Page 140 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHNIOND, INDIANA, DECEMBER 24, 1969 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the Municipal Bldg., December 24, 1969 at the hour of 9:00 a.m. lest.) Mr. Cecere presiding with the following members present: Mr. Jacobs, City Engineer. Mr. Howell, City Controller was absent? The following business was had to-wit: Mr. Jacobs moved that the minutes of the previous meeting be approved, seconded by Mr. Cecere and on unanimous voice vote the motion was carried. Mrs. Stephens, owner of the Tasty Bake Shop at 17th and East Main Sts. appeared in answer to complaints about litter around her shop. She said she has done everything possible except lock the doors of the store from 11:30 a.m. to 12:30 p.m. each school day to keep the Test Junior High students out. She said about 100 come in. Mr. Cecere sug- gested that she get anew trash container and increase her efforts to pick up after they leave. He said the Board would get in touch with the Test principal to ask for his help. Mr. Ed Brantner appeared in answer to a request to discuss the litter problem at the Gateway shopping center. He said he polices the entire area and has sufficient trash containers. He said the trash does not come from his shopping center but from all over town. Mr. Cecere said that he seems to have taken adequate steps about the litter, but it is the Board's duty to investigate complaints. Street Commissioner Elmer Toschlog recommended that the Board accept the low bid of Fred First for the new Street Dept. trucks of $9,434.78, both complete. Mr. Jacobs moved the Board accept Mr. Toschlog's recom- mendation, seconded by Mr. Cecere and on unanimous voice vote the motion was carried. Police Chief Don Strahan gave the following report: December 24, 1969 Board of Public Works & Safety Andrew C. Cecere, President Gentlemen: On Friday December 5, 1969, this department received a petition from residents of the 1300 and 1400 block of Hunt Street, requesting a 4-way stop and reduction of the 30 mph speed limit. A preliminary survey was started, and a list of the residents was prepared by Sgt. Loper from the current issue of the City Direcotry. This list was given to Officer Geiger when he arrived for the evening shift, and he was instructed to contact the people listed to ascertain their desires and write down their comments. Officer Geiger proceeded to use this prepared list, and turned it back in partially completed after an evening's work. The following Board meeting, a day later, Capt. Martin read from this incomplete report, at the suggestion of the Board. It was pointed out by residents of the area who attended this Board meeting, that the report was in error, and that Officer Geiger had not talked to some of the people as reported. Immediately after the meeting, an investigation of these inaccuracies were made by Chief Strahan and his staff. It was found that Officer Geiger in some instances had failed to identify the exact person that he had talked with. In other cases he had transposed information from one line to the other while typing his report, and therefore had credited the wrong individuals with making certain statements that they had not made. It was found however, that none of the errors were in opposition to the request of the petitioners, but in fact supported their views. The fact that the City Directory was used in preparing the original list was a contributing facotr. Several of the people listed had either died or moved, and Officer Geiger had failed to substitute the name of those he talked with. It was further determined that Officer Geiger had not meant to deceive or falsify this report and that he had no personal Page 142 Bd. of Public Works & Safety 12-24-69 and designer. He said the City has been saved approximately $35,000.00 in construction costs, $5,000.00 in contracting and planning, and from $6,000.00 to $7,000.00 in design and inspections, contrary to procedures in the past where these services were performed by outside contractors. Mr. Jacobs said this savings has made possible the purchase of an apartment house on No. "A" St. and of traffic signals. Mr. Cecere con- gratulated the Engineer and the Street Commissioner for the job they had done. The Board set the next meeting for Wednesday, December 31, 1969, at 9:00 a.m. due to the New Year's holiday. Mr. Cecere presiding with Mr. Jacobs, City Engineer present. Mr. Howell, City Controller, was absent. The following business was had to-wit: Mr. Jacobs moved that the minutes of the previous meeting be approved, seconded by- Mr. Cecere and on unanimous voice vote the motion was carried. Mr. Jacobs moved the Board execute a contract with B & B Mechanical Contractors, Connersville, for a water treatment system for the City Building air-conditioning apparatus in the amoutn of $525.94, seconded by Mr. Cecere and on unanimous voice vote the motion was carried. Sanitary Commissioner Ed Ross reported that the Christmas trees will be picked up throughout the City on the following schedule: Southeast - Monday Southwest - Tuesday Northeast - Wednesday Northwest - Thursday Residents should put their trees by their trash containers.
