(Barge) as the ENGINEER to provide professional services to the City of Crestview, FL (Client) acting by and through the Continuing Services Engineering Contract, recently renewed on August 12, 2022. Barge Design Solutions, Inc. will provide the following scope of master planning services for City of Crestview, FL for the Civic Complex Sewer Master Plan, in accordance with the Professional Services Agreement (Agreement) dated November 3, 2020. The scope of work is presented in the following elements: I. Project Description II. Scope of Services III. Project Schedule IV. Compensation V. Future Services I. Project Description The City of Crestview has identified potential for growth in its sewer collection system in the northeast corridor. Estimates for the area to be served in flow contribution are 800 Equivalent Residential Units (ERU). The City has asked Barge to evaluate the possibility of a lift station serving this development and connecting the force main to the existing collection system. Three connection points have been identified and will be evaluated for downstream capacity, and force main routing. The three connection points are within a mile of the proposed lift station site. and has asked Barge to evaluate solutions to accomplish this objective. This evaluation will be performed at a master planning level to determine the most suitable alternative with cost opinions to advise the City of a path forward. Based on information provided to date and discussions of the system, it is anticipated that the master planning effort may include the following work items: • Investigate the potential routing options (3) • Determine the pumping capacity and lift station layout • Investigate the impact of the new pump station on the existing collection system • Provide an Opinion of Probable Costs (OPCC) for the 3 options. Scope of Services Exhibit A, Task Order No. 2022-1 Civic Complex Sewer Master Plan City of Crestview, FL October 20, 2022 The scope of services is summarized into the following major tasks: Task 1 — Project Management Task 2 — Master Planning Task 1 — Project Management Barge will plan, manage, and execute the work in accordance with the schedule and budget established herein. The project management task will generally include the following activities: • Facilitate project initiation meeting with Client to identify key project stakeholders for distribution of project information, discuss pertinent data, project staffing and organization, and present project work plan and initial schedule. • Perform general project management duties including supervising and coordinating the project team and monitoring of project progress, costs, schedule, and work to complete. • Coordinate regular status meetings with Client staff, prepare meeting agenda, and prepare meeting summaries with action items and decisions. These meetings will occur as part of each project task. • Prepare and submit monthly invoices and project status reports. Communicate potential scope changes, schedule impacts, and cost risks to allow for timely guidance from Client staff to manage change. Deliverables: The following deliverables will be provided as part of this task: • Project Initiation Meeting Agenda and Summary • Meeting Agenda and Summaries • Monthly Progress Reports and Invoices Assumptions: The following assumptions are applicable to the above scope of services: • The project is assumed to have a 4-6 week duration. Task 2.1 — Data Collection and Verification • Participate in project initiation meeting with Client staff • Visit the site to review existing conditions and document significant changes from the available record drawings that might impact design, construction, or demolition activities. • Assist the City in performing draw -down testing of the impacted lift stations (if necessary). • Identify and request any documentation, information, SCADA data, etc. that may be needed for the evaluation and design. Task 2.2 — Evaluation and Recommendation • Set evaluation criteria, including potentially: o Amount of flow to be added from the proposed development o Investigate the possibility of incorporating the flow two nearby lift stations. • Identify potential remedies, including potentially: o Three routing options for the force main o Required downstream lift station or gravity sewer upgrades o Verification for need of phasing of pump capacity (built out of development) o Design requirements for proposed lift station • Perform evaluation to select the identified remedies to address capacity issues • Prepare Preliminary Engineering TM to include the following: ■ History and condition of existing facilities • Explanation of need for the project • Alternatives considered • Recommended design criteria • Perform internal quality review of the TM and address comments October 20, 2022 Civic Complex Sewer Master Plan Page 3 of 7 Exhibit A, Task Order No. 2022-1 Civic Complex Sewer Master Plan City of Crestview, FL October 20, 2022 • Submit draft TM to Client staff for review and comment • Incorporate comments and submit final TM • Prepare preliminary engineer's opinion of probable construction cost (OPCC) • Facilitate review meeting to discuss the evaluation and recommendations. Task 2.3 — Downstream Capacity Evaluation Downstream Capacity Evaluation, including. • Prepare preliminary engineer's opinion of probable construction cost (OPCC) • Prepare Preliminary Engineering TM to include the following: • History and condition of existing facilities • Explanation of need for the project • Alternatives considered • Recommended design criteria • Perform internal quality review of the TM and address comments • Submit draft TM to Client staff for review and comment • Review Client comments and discuss responses in a draft TM review workshop • Incorporate comments and submit final TM Deliverables: The following deliverables will be provided as part of this task: • Data Request • Draw Down Assistance and Available Data Evaluation of Impacted Lift Stations • Review of City records regarding the gravity portion of the proposed route of flow through the collection system • Memorandum of Recommended Options for serving the proposed development, including design recommendations for the proposed lift station • OPCC of Recommended Options (Max 3 Options) October 20, 2022 Civic Complex Sewer Master Plan Page 4 of 7 BARGE Exhibit A, Task Order No. 2022-1 Civic Complex Sewer Master Plan City of Crestview, FL October 20, 2022 Assumptions: The following assumptions are applicable to the above scope of services: • Hydraulic Modeling (Computerize) is not included in this scope. Crestview does not currently have such model. • Subsurface Utility Engineering (SUE) is not included. • Client understands that Barge has no control over the cost or availability of labor, equipment materials, over -market conditions, or the Contractor's method of pricing, and that Barge's OPCC is made on the basis of Barge's professional judgment and experience. Barge makes no warranty, express or implied, that the bids or the negotiated cost of the work will not vary from Barge's OPCC. III. Project Schedule Total duration to completion for the proposed services is 4-6 weeks from the notice to proceed. See estimated schedule breakdown below. Tasks Start/Finish 1. Compensation Client agrees to pay Barge for time worked on the project by various personnel plus applicable outside services and other expenses properly charged to the project in accordance with the Schedule of Standard Charges included below, invoiced monthly, per the terms of the continuing services agreement. The cost to complete the scope of work as defined in the tasks above is a not -to -exceed amount of $40,000. The budget status will be summarized monthly in our progress report and invoice submittal. Additional services are subject to receipt of Engineer's written justification and Owner's written approval. Other expenses such as travel expenses, mileage (standard IRS rates), reproduction, photography or videography, or other direct expenses incurred by the Engineer and excluded from the Agreement for Engineer's services, will be invoiced at the actual cost incurred. The hourly rates above are valid until September 1, 2023, after which the rates may be adjusted annually based on average salary adjustments. V. Future Services Additional engineering support services, including but not limited to the items listed below, can be provided upon request and approval of detailed scope and fee by the Client. • Additional meetings with local, state, or federal agencies to discuss the Project beyond those indicated in the basic services. • Detailed design of recommended improvements.
