Council Chambers
1. Call to Order
The Special Meeting of the Crestview City Council was called to order at 6:00 p.m. by
Mayor JB Whitten. Board members present: Mayor Pro-Tem Andrew Rencich, Council
members: Shannon Hayes, Doug Capps, Cynthia Brown, and Joe Blocker. Also present:
City Manager Tim Bolduc, City Clerk Maryanne Schrader, and various staff members.
City Attorney Jonathan Holloway was excused.
2. Invocation, Pledge of Allegiance
2.1. Pastor Mark Broadhead of First Presbyterian Church
The Invocation and Pledge of Allegiance was led by Police Department Chaplain/
Pastor Mark Broadhead of First Presbyterian Church.
3. Open Policy Making and Legislative Session
Mayor JB Whitten established a quorum and went over rules and procedures.
4. Approve Agenda
Mayor JB Whitten stated he wanted to add a Proclamation and called for action.
Motion by Council member Andrew Rencich and seconded by Council member Joe
Blocker to approve the agenda, as amended.
Roll Call: Joe Blocker, Cynthia Brown, Shannon Hayes, Andrew Rencich, Douglas Capps.
All ayes. Motion carried.
5. Presentations and Reports
5.1. Area Clubs and Organizations
Mayor JB Whitten called Jean McCarthy forward to accept a Proclamation declaring
the month of October 2022 as Library Cooperative Month.
Council member C. Brown added they offer on-line educational opportunities and are
on the cutting -edge of technology.
Mayor JB Whitten recognized the individual clubs and organizations in attendance.
Council member D. Capps invited the representatives of the Lions Club, Florida
A & M University, and Seniors vs. Crime to highlight their programs.
Council member S. Hayes invited the representatives of the Crestview Youth
Coalition, Kiwanis Club, and Sisters City to highlight their programs.
Wage
Council member C. Brown invited the representatives of the Crestview Area for the
Homeless, Rotary Club, and the Senior Circle to highlight their programs.
Council member J. Blocker invited the representatives of the Crestview Main Street,
Greater Federation of Women's Clubs, and North Okaloosa Medical Center to
highlight their programs.
Mayor Pro-Tem A. Rencich thanked everyone for coming out. He invited the
representatives of AMVETS Post 35, Crestview Chamber of Commerce, and Elks
Lodge to highlight their programs.
Mayor JB Whitten mentioned Crestview Community Chorus, Anna Patterson Charity
Foundation and the Sons and Daughters of Italy.
Mayor JB Whitten recognized Claudis Dale, a previous Citizen of the Year, as well
as Mike Carroll, the current Citizen of the Year who were in attendance.
Dinner at Dads, American Legion Post 75, Citizen Police Academy Alumni, and
Shoal Rivers Republican Club, were also represented.
Council member S. Hayes also mentioned the Crestview Youth Coalition, adding
Mayor Whitten is a great partner.

8. City Manager Report
8.1. City Manager Updates — No report.
9. Comments from the Mayor and Council
Council member J. Blocker asked Rachel Conort of Crestview Main Street to come
forward and provide a vision of what we will expect to see five years down the road.
Rachel mentioned that a Communication Plan will be coming out in the next few weeks.
She added we need "Feet on Main Street."
Council member C. Brown thanked all the representatives for coming and encouraged
them to have a Facebook page.
Council member S. Hayes mentioned the Carver Hill Memorial and Historical Society is
meeting at the Carver Hill Museum on McClelland Street monthly on the first Tuesday. He
also mentioned "Live after 5" on Main Street.
Mayor JB Whitten invited everyone to come out on Friday to Back Home Bakery for
Coffee with City Leadership at 8:30 a.m.

11. Adjournment
Mayor JB Whitten adjourned the meeting at 6:55 p.m.
