WWTP Septage Receiving Station Preliminary Design Summary
Article A. Purpose
The City of Crestview (City) and the surrounding areas has seen significant growth in recent years
and that growth has introduced a need for new residential communities. A number of these new
residential communities, as well as many existing residential neighborhoods, utilize septic
systems for their sanitary sewer system. There is a growing need for a septage receiving system
more centralized to these residential areas to receive and treat septage from these septic
systems. The City has expressed interest in developing a septage receiving system to receive
septage waste from the nearby service areas. Such a facility could be considered a regional facility
and would serve portions of Santa Rosa, Okaloosa, and Walton Counties. The City has requested
Jacobs provide a task order for professional services to review the existing loading at the WWTP,
estimate the septage flow that could be received by the facility, and identify the impact that the
high concentration waste stream associated with septage waste might have on the operation of
the WWTP. The purpose of Task Order 2023-01 is to authorize and direct Jacobs Engineering
Group (Jacobs), to proceed with the professional engineering and consulting services to for a
preliminary review of a septage receiving station for the City of Crestview.
Article B. Scope of Services
Task 1 — Review impact of septage loading on the WWTP
Septage waste is typically a much stronger wastewater with significantly higher concentrations of
constituents such as biochemical oxygen demand (BOD), total suspended solids (TSS), and
nutrients than domestic wastewater. As part of this task, Jacobs wilt review the current flow,
BOD, and TSS loading at the WWTP and compare it to the design values for each of these
constituents. Following this review, Jacobs will develop typical waste load concentrations
associated with septage waste and review potential volumes for daily septage receiving. Jacobs
will develop a process model for the WWTP and use these current WWTP and proposed septage
loadings to evaluate the effect of septage waste on the treatment plant.
Deliverables
• Information developed in this task will be included in the design summary listed in Task 2
Task 2 — Preliminary Design Summary
Jacobs will develop a brief technical memorandum (TM) outlining the results from the process
modeling effort. The TM will estimate the anticipated septage loading for the facility and
identify processes that will be impacted by this waste stream. This information will be

summarized in a TM and a draft will be submitted to the City for review and comment. Following
receipt of comments from the City, Jacobs will prepare a final version of the TM.

Assumptions
The following assumptions were used to prepare this scope of work.
• Sampling is not included in this scope of work.
• Construction drawings and specifications will not be prepared under this scope of work
Article C. Compensation
As compensation for providing the services described in Artic B. Scope of Services in this task
order, the CLIENT shall pay Jacobs, in accordance w' h Se ti'n Saf e Agreement, on a time
and material basis with a not -to -exceed amount of- e e imated breakdown of fees is
shown in the table 2 below. We propose to deliver the draft TM 12 weeks after issuance of notice
to proceed from the City. We propose to deliver the final TM two weeks after receipt of
comments from the City.
