HomeMy Public PortalAbout22-071 - Building Resilient Infrastructures and Communities Grant Application Lift Stations 9, 12 and 16Sponsored by: Interim City Manager RESOLUTION NO. 22-071 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, RATIFYING A GRANT APPLICATION FOR A BUILDING RESILIENT INFRASTRUCTURES AND COMMUNITIES GRANT APPLICATION FOR REHABILITATION OF LIFT STATIONS 9, 12 AND 16, WITHIN THE CITY; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, for a Building Resilient Infrastructures and Communities (BRIC) grant, which provides grants to effectively address the impacts of flooding and sea level rise that communities are facing. Eligible applicants may receive funding assistance to analyze and plan for vulnerabilities, as well as implement projects for adaptation and mitigation; and WHEREAS, the grant funding being requested is One Million Six Hundred Eighty - Seven Thousand Five Hundred Dollars ($1,687,500.00) with a required City match of Five Hundred Sixty -Two Thousand Five Hundred Dollars ($562,500.00), for a total project cost of Two Million Two Hundred Fifty Thousand Dollars ($2,250,000.00); and WHEREAS, the proposed project involves the upgrades of Lift Stations 9, 12 and 16 into more compact submersible configurations, which includes the installation of a new wet -well, valve vault, control panel, pumps, and associated pipeline. The stations are currently above ground and will be demolished. They will be replaced by below ground facilities, and the sites will be restored with new grass areas; and WHEREAS, the City Commission finds it in the best interest of the City and its residents to ratify the grant application, as described herein. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA: SECTION 1. The recitals to the preamble herein are incorporated by reference. SECTION 2. The City Commission of the City of Opa-Locka, Florida, hereby ratifies the submission of the grant application for a Building Resilient Infrastructures and Communities Grant Program for rehabilitation of Lift Stations 9, 12 and 16, within the City, attached hereto as Exhibit "A". SECTION 3. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors which do not affect the intent may be authorized by the City Manager, following review by the City Attorney and without need of public hearing, by filing a corrected copy of same with the City. SECTION 4. This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. Eligible applicants may receive funding assistance to analyze and plan for vulnerabilities, as well as implement projects for adaptation and mitigation. The grant funding being requested is $1,687,500 with a required City match of $562,500, for a total project cost of $2,250,000. The project involves the upgrades of Lift Stations 9, 12 and 16 into more compact submersible configurations, which includes the installation of a new wet -well, valve vault, control panel, pumps, and associated pipeline. The stations are currently above ground and will be demolished. They will be replaced by below ground facilities, and the sites will be restored with new grass areas. Grants for Lift Stations 9 and 16 have also been applied for through a separate grant program. Redundant applications are being submitted to increase the likelihood of getting funding from at least one of these programs. Financial Impact: The renovation of all three lift stations has an extremely high priority and are tentatively on the list of recommended ARPA-funded projects. Receipt of this grant will require utilization of $562,500 of ARPA funds for the required match but will make the remaining $1,687,500 of ARPA funds available for other purposes. The cost for preparing this grant application is covered in the $75,000 budget for these services included in the adopted FY 23 Budget. The community is located in northern Miami -Dade County and has a population of over 16,000. While the City is not directly on the coast, the community, like others in region, is beginning to be impacted by sea -level rise and increases in severe weather. Flooding Tropical cyclone (Hurricane/Typhoon) No Yes 7 The rehabilitation of the three wastewater lift stations will impact three distinct areas of the community that rely on each facility for essential sewer service. Using the number of structures provided service by each station, the estimated number of people impacted will be approximately 1,250. A large percentage of these people live in poverty or are considered low to moderate income. As a result of the vulnerabilities each of the lift stations currently face, the City has already initiated design and engineering. The final plans are complete with permitting to follow in early 2023. Required permits include: • City of Opa-locka Engineering • Miami Dade Water and Sewer Dept. (MD-WASD) • Miami Dade RER Wastewater Section There are no anticipated land acquisitions or approvals needed to complete the proposed improvements. The project will be ready to bid and constructed once funding is secured. The City is requesting grant funding to assist with bidding, construction, and construction management. These tasks, once started, will take approximately 18 months and are estimated to cost $2,250,000 The scope of work for the project involves upgrading each station into a more compact, submersible configuration, which includes the installation of a new wet -well, valve vault, control panel, pumps, and associated pipeline. Permanent generators will also be installed at each of the stations. The control panel will be elevated to comply with base flood elevation. To complete the project once design and permitting is finalized, the City will require three tasks. Task #1: Procurement The City will engage a consultant for preparation of the bid specification and development of the bid solicitation package. The consultant will work with City staff to finalize the bid solicitation package and provide assistance with pre -bid activities and technical assistance to bidders and review the bids received for completeness. Task: 2: Construction The City will enter into an agreement with the contractor. Upon approval of the construction schedule and pay application format, a notice to proceed will be issued. Upon NTP, the contractor will mobilize and complete the project according to the bid specifications and according to the schedule and budget agreed upon. The contractor will also be expected to coordinate activities with the construction management consultant and provide any required documentation requested. Task: 3 Construction Inspection/Management The City will perform project management with the assistance of a construction management consultant. It is anticipated that the consultant used for this task will be the same as in Task 1. Working with City staff, the consultant will serve as the contact with the construction contractor. Other responsibilities include reporting, including documentation of progress, inspections, financial reporting, and completion certification. The project has been fully designed and is technically feasible to reduce the risks posed by flooding and power loss. Each station has demonstrated its vulnerability to the impacts of flooding and power loss. The hardening of the entire station will include raising the control panel to above base flood elevation. The installation of a permanent generator will ensure that loss of power from storm conditions will not stop operation of the critical facility. By rehabilitating the pump stations to operate in significant flood waters and without disruption from power loss, the project will prevent disruption in service that can lead to sewer back up in homes and businesses and contamination of the nearby waterways, which all connect to the regional drainage system and to the https://go.fema.gov/subApplication/088990e3-a781-4d93-a78e-c86e06e43942/view#Scope of work 3/6 11/15/22, 11:40 AM FEMAGO - Scope of work coast. The introduction of pollutants from sewage into the environment could lead to a public health emergency. A secondary risk being reduced includes the impact to the natural resources in the region. Reducing inflow and infiltration will reduce the level of contamination, reduce wastewater leakage, which could pollute waterways with excess nutrients that wreak havoc on the ecosystems by fueling harmful fumes that could put human health at risk, cause fish kills, and affect coral reefs of interconnecting water surfaces. The elimination of sewage ex -filtration within lift station service areas also poses a threat to the groundwater if not effectively conveyed to the treatment facilities. Rehabilitation of three lift stations by hardening and modernizing them will reduce the potential for these increasing threats. Who will manage and complete the mitigation activity? The key personnel will comprise a combination of City staff and consultants. The City will select an engineering firm to serve as construction manager and construction contractor. The City personnel and consultants who will complete the project are below. Project Manager: Adelina Gross, Manager Capital Improvement Programs Department Ms. Gross will serve as the project manager for the project. As the lead manager for CIP projects, she has knowledge of the water and sewer system and has led the project's planning process. Through experience with utilities operations, she oversees the City utilities, water, and wastewater operations as well as roads and stormwater. She will be able to work with other City staff to procure and manage the multiple consultants needed to complete the project. Project Construction Manager: TBD (Consultant) The City will utilize an engineering firm with experience in wastewater facilities. The firm will be selected to provide construction management and inspection services. The firm will possess knowledge of local conditions, be able to identify similar successful drinking water projects, and demonstrate experience with permitting and the utilization of federal funds for construction. Financial Manager: Robert Anathan, Budget Administrator (In -House) The City Finance Department will provide financial administration and reporting for the project. FEMAGO - Scope of work reimbursements are requested and overseeing those requests to the granting agency. He will also ensure that financial management and recordkeeping meet federal funding requirements. Procurement/Bidding Manager: Purchasing Department Staff (In -House) The staff of the City's Purchasing Department will assist the project manager, design consultant, and administration consultant in preparing the bid package for construction. The purchasing staff manages all procurement for the City including large capital improvement projects. They have experience with procuring both consultants and contractors using federal funds. While City personnel will oversee the project and be heavily involved, all costs for the grant request and match will be contractual. The hardening of the stations will significantly mitigate increasing risks from the impacts of severe weather such as flooding and power loss. While there will always be some level of risk to the wastewater system due to its reliance on connectivity to other facilities, the hardening of the pump stations for this project will remove the specific risks that currently exist. Does the mitigation activity incorporate nature -based No solutions? When will the mitigation activity take place? Explain why this project is the best alternative. The mitigation project can begin immediately once funding is obtained. The City is in the middle of a continuing redevelopment effort and its budget constraints limit funding for capital funding. The importance of the project caused the City to complete design to be prepared to implement the project should funding become available. The City considered an alternative to the proposed project, rehabilitation versus constructing new stations. While the rehabilitation scope of work is a major reconstruction, the use of the existing sites and conveyance connections is advantageous and reduces the cost needed to complete the project. As the rehabilitated infrastructure becomes operational after construction, the City's Utility Department will continue to maintain the facilities. Funding for the maintenance and operation will come from the City's Water and Sewer Fund, which this year represents 26% of the City's annual total operating budget. Similar to the rest of South Florida, the City continues to witness a growth in population, and it is anticipated that with the redevelopment initiatives the City has introduced, there will be significant growth within the next ten -to -twenty-year time frame. It is therefore incumbent on the City to ensure that its infrastructure meets the current and projected needs of not only an increase in residents but also the growing threat of flooding from changing conditions in the climate. The project will be implemented in three sanitary service areas/basins located within the City. Each basin is serviced by a lift station that conveys wastewater to the main collection lines and to the treatment facilities. The project impact areas will consist of each basin. Lift station #9 is located near NW 151st Street in the northern portion of the City and provides sewer to 213 properties. Lift Station #12 is within a commercial area between NW 42nd Avenue and Graighton Parkway. The area is situated on the very western border of the community near the airport and provides sewer to 91 structures. The third project site and impact area is Lift Station #16, also located in the western part of the City. The project impact area includes 27 properties that are served by the station. All three properties are owned by the City, secured and accessible only to City personnel. The basins are generally defined by geographic area such as neighborhood. Together the three basins represent an estimated 7% of the population serving approximately 1,250 people. These areas, like most of Opa-locka, are economically challenged. The City is a financially disadvantaged small community. The median household income for the City is $22,494, which is significantly below the State of Florida's median household income. The City has a poverty rate of over 40%. In addition, 85% of the over 16,000 residents are identified as low and moderate income. The project will benefit all these people, the businesses in the area, and the larger natural environment that surrounds each basin. Wastewater service is an essential service provided in part by the pump stations, which are critical facilities.
