RESOLUTION OPPOSING THE PROPOSED
TRANSCONTINENTAL ("TRANSCO") GAS PIPELINE
EXPANSION PROJECT
WHEREAS, Transco has submitted an application to the Federal Energy Regulatory Commission
(FERC) to install extensive new gas pipeline facilities through Pennsylvania and New Jersey; and
WHEREAS, Transco officials have been unable to justify either the need for this new pipeline or
their proposed routing, and their proposed safety and enviromnental safeguards; and
WHEREAS, elected officials and concerned and knowledgeable citizens in the Borough of
Carteret (the "Borough") adamantly oppose this project given its unproven need and Transco's
inability to address serious questions regarding the proposed pipeline's safety and environmental
impact.
NOW, THEREFORE, BE, IT RESOLVED by the Mayor and Council of the Borot~gh
of Cartcret that the Borough, hereby, goes on record as strongly opposing the proposed expansion
of the Transco natural gas pipeline through New lersey and calls upon our fellow municipal
governing bodies and our state and federally elected officials to join us in opposing this project
and objecting to EERC's decision on the project unless the following conditions are met:
1. A 30-year comprehensive master plan is developed consisting of a compilation of all
competing gas utility companies' projected plan for serving New Jersey.
2. A true and honest assessment of market demand is made justifying the need for additional
facilities, taking into consideration alternative sources of natural gas.
3. An investigation of utility land acquisition practices is undertaken and new federally
guaranteed landowner rights are in place to protect unwilling property owners from
regulated utilities' deceptive and high-pressure tactics.
4. A thorough evaluation and public discussion of safety issues, taking into consideration no
only alternate routes to avoid schools and densely populated areas but also the cumulative
effects of multiple pipelines and high-tension power lines in close proximity to each other
and sharing the same utility right-of-way.
5. A resolution of all environmental issues, including those of the federal EPA and the New
Jersey Department of Environmental Protection.
BE, IT FURTHER RESOLVED that copies of this resolution be forwarded to the
municipal representatives of the New Jersey Coalition for Pipeline Safety, Senators Frank
Lautenberg and Robert Tomcelli, Congressman Menedez, and the Federal Energy
Regulatory Commission (FERC), and the New Jersey State League of Municipalities.
