HomeMy Public PortalAbout22-070 - Ratifying a Grant Application for Flood Mitigation for Burlington Street CanalSponsored by: Interim City Manager RESOLUTION NO. 22-070 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, RATIFYING A GRANT APPLICATION FOR FLOOD MITIGATION ASSISTANCE (FMA) FOR THE BURLINGTON STREET CANAL PHASES II AND III PROJECT; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the Interim City Manager of the City of Opa-Locka has applied for Flood Mitigation Assistance (FMA), which provides grants to effectively address the impacts of flooding and sea level rise that communities face. Grant recipients will receive funding assistance to analyze and plan for vulnerabilities, as well as implement projects for adaptation and mitigation. WHEREAS, the amount of funds requested is One Million Three Hundred Fifty Thousand Dollars ($1,350,000.00) with a required City match of Four Hundred Fifty Thousand Dollars ($450,000.00), for a total project cost of One Million Eight Hundred Thousand Dollars ($1,800,000.00); and WHEREAS, the project is identified as a City of Opa-Locka stormwater master plan improvement project that addresses erosion control of canals. The project proposes to grade and reinforce the banks of the Burlington Street Canal in three phases by installing a tied concrete block erosion mat lined with plastic filter fabric. Existing riprap will be enhanced at various locations to prevent migration of fine soil particles. Manatee grates will be installed at all existing outfall locations within the project limits; and WHEREAS, the City Commission finds it in the best interest of the City of Opa-Locka and its residents to ratify the grant application, as described herein. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA: SECTION 1. The recitals to the preamble herein are incorporated by reference. SECTION 2. The City Commission of the City of Opa-Locka, Florida, hereby ratifies the submission of the grant application for Flood Mitigation Assistance (FMA) for the Burlington Street Canal Phases II and III Project, attached hereto as Exhibit "A". SECTION 3. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors which do not affect the intent may be authorized by the City Manager, following review by the City Attorney and without need of public hearing, by filing a corrected copy of same with the City. SECTION 4. This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. This population represents 35% of the City's total population. This impacted portion of the community has a poverty rate above 55%, and 81% of the people living in the area are considered Low and Moderate Income (LMI). This same population is also primarily minorities, with African American residents making up the majority of the people who live in the area. The proposed mitigation project consists of the rehabilitation of approximately 4,000 feet of drainage canal. The critical component of the City's stormwater system provides flood protection for a large portion of the community, including thousands of residents, businesses, roadways, and City -owned properties. The need to improve the canal was identified in the recently completed Stormwater Master Plan. Based on the recommendations of the plan, the project was separated into three phases due to budgetary constraints and the need to take action immediately. While broken into three phases, final design was completed for the entire canal length. The City is already moving forward with Phase I of the larger project but still needs financial assistance to implement Phase II and Phase III. The requested grant and local share funding are for the construction of Phase II and Phase III. FEMAGO - Scope of work the BRIC funding request will complete both phases as one project. The scope of work for the project will be similar for both segments. Using the completed plans, a contractor will grade and reinforce the banks for the Burlington canal by installing a tied concrete block erosion mat lined with plastic filter fabric. The existing riprap will be enhanced in various locations to prevent the migration of fine soil particles. Dredging will remove existing sediment and allow for slope corrections. In addition, manatee grates will be installed at all existing outfall locations within the project limits. The design has already been completed by the City to ensure the project is ready to be implemented as quickly as possible should funding be secured. To complete the project, once design and permitting are finalized, the City will require three tasks. Task #1: Procurement The City will engage a consultant for the preparation of the bid specification and development of the bid solicitation package. The consultant will work with City staff to finalize the bid solicitation package and provide assistance with pre -bid activities and technical assistance to bidders and review the bids received for completeness. Task: 2: Construction The City will enter into an agreement with the contractor. Upon approval of the construction schedule and pay application format, a notice to proceed will be issued. Upon NTP, the contractor will mobilize and complete the project according to the bid specifications and according to the schedule and budget agreed upon. The contractor will also be expected to coordinate activities with the construction management consultant and provide any required documentation requested. Task: 3 Construction Inspection/Management The City will perform project management with the assistance of a construction management consultant. It is anticipated that the consultant used for this task will be the same as in Task 1. Working with City staff, the consultant will serve as the contact with the construction contractor. Other responsibilities include reporting, including documentation of progress, inspections, financial reporting, and completion certification. The restoration and eliminating damage to property and/or loss of life in the enhancements to the drainage canal will reduce project area. The main purpose of the canal system is to convey stormwater. During this time, there has been a substantial amount of erosion on the canal banks caused by increases in rain and weather events. The eroded sediment has been deposited at the bottom of the canals. There is a need to restore the eroded canal banks to protect the residential and commercial properties throughout the City. In addition, the canals are critical in preventing flooding of roadways and disrupting the transportation system. To further develop critical infrastructure, the project will address the need to restore the banks, remove the deposited sediment in order to allow the canals to flow properly, and convey the stormwater into the regional system. The City will utilize a canal bank stabilization process that has proven to be much more cost-effective than traditional restoration and dredging activities. Known as geo-tubes or erosion barrier mats, this process pumps the sediment from the bottom of the canals that have eroded off of the canal banks into a tube of a specialized woven material that has been strategically placed back on the canal bank. The installation process is environmentally sensitive and sensible, imposing little to no impact on the site's adjacent areas. This environmentally sensitive approach to shoreline erosion control and prevention ensures that the erosion barrier protects the land while also improving water quality in lakes, ponds, and canals. The restoration of the critical drainage canal is one of several flood prevention projects being implemented as a result of the stormwater master plan. The goals for the project are large and include: 1. Increase the drainage capabilities of the City's stormwater system for a 100 -year rainfall event. 2. Reduce flooding for a portion of the community with approximately 5,700 residents, residences, businesses, and multiple critical facilities, including roadways. 3. Utilize a cost-effective method for meeting the drainage needs of the community. Who will manage and complete the mitigation activity? The key personnel will comprise a combination of City staff and consultants. The City will select an engineering firm to serve as construction manager and construction contractor. The City personnel and consultants that will complete the project are below. Project Manager: Adelina Gross, Manager Capital Improvement Programs Department Ms. Gross will serve as the project manager for the project. As the lead manager for CIP projects, she has knowledge of the stormwater system and has led the project's planning process. Through experience with drainage operations, she oversees the City development of stormwater facilities as well as roads and utilities. She will be able to work with other City staff to procure and manage the multiple consultants needed to complete the project. Project Construction Manager: TBD (Consultant) The City will utilize an engineering firm with experience in stormwater facilities. The firm will be selected to provide construction management and inspection services. The firm will possess knowledge of local conditions, be able to identify similar successful drainage projects, and demonstrate experience with permitting and the utilization of federal funds for construction. Financial Manager: Robert Anathan, Budget Administrator (In -House) The City Finance Department will provide financial administration and reporting for the project. Mr. Anathan will work with the project manager in managing the budget for the project, including appropriating funding to fund the work as reimbursements are requested and overseeing those requests to the granting agency. He will also ensure that financial management and recordkeeping meet federal funding requirements. Procurement/Bidding Manager: Purchasing Department Staff (In -House) The staff of the City's Purchasing Department will assist the project manager, design consultant, and administration consultant in preparing the bid package for construction. The Purchasing staff manages all procurement for the City, including large capital improvement projects. They have experience with procuring both consultants and contractors using federal funds. FEMAGO - Scope of work personnel will oversee the project and be heavily involved, all costs for the grant request and match will be contractual. The project will be implemented to greatly reduce the risk of flooding and the impacts the stormwater can cause to the surrounding areas. The design level of the project will address not only the current level of threat but the anticipated increases in flood events and storms in the coming years. While the protection provided currently mitigates the existing risks, more intense future risks combined with potential impacts from issues with the regional conveyance system could lead to potential flooding in the project area. Does the mitigation activity incorporate nature -based No solutions? When will the mitigation activity take place? Explain why this project is the best alternative. What alternatives were considered to address the risk and why was the proposed activity considered the best alternative? Please identify the entity that will perform any long- term maintenance and provide a maintenance, schedule and cost information. The subapplicant or owner of the area to be mitigated is responsible for maintenance (including costs of long-term care) after the project is completed? The mitigation project can begin immediately once funding is obtained. The City is in the middle of a continuing redevelopment effort, and its budget constraints limit funding for capital funding. The importance of the project caused the City to complete design and initiate Phase 1. In addition, the level of planning allows the City to be prepared to implement the proposed project should funding become available. The project will provide the greatest level of protection in the most cost-effective manner. The City has chosen to utilize a canal bank stabilization process that has proven to be much more cost- effective than traditional restoration and dredging activities. The effective restoration process, known as matting, has proven to provide cost savings in a variety of ways. The actual restoration cost is less expensive than traditional methods. The time needed and impact on the environment is much less, both leading to cost benefits for the community. The resiliency of the work results in long-term cost savings due to less maintenance and longer useful life than traditional stabilization and restoration methods. As the rehabilitated infrastructure becomes operational after construction, the City's Public Works Department will begin maintaining the facilities. Similar to the rest of South Florida, the City continues to witness a growth in population, and it is anticipated that with the redevelopment initiatives the City has introduced, there will be significant growth within the next ten -to -twenty-year time frame. It is, therefore, incumbent on the City to ensure that its infrastructure meets the current and projected needs of not only an increase in residents but also the growing threat of flooding from changing conditions in the climate. The canal is located in the eastern portion of the City and is surrounded by mostly residential neighborhoods, with portions of the area used for commercial and City -owned facilities such as a community center and park. The drainage canal runs west to east, discharging into a series of lakes that ultimately drain into the regional conveyance system through an SFWMD canal. The canal is owned by the City and effectively runs from Burlington Street and NW 26th at its western limit, approximately 3,750 feet to the end of Burlington Street, which represents its eastern termini.
