Hello Bill, been a long time. Glad you are still around.
Both Jupiter Inlet Colony and Hillsboro Beach have done recent assessment financings—JIC for electric underground and
HB for beach renourishment. Both got loans from a bank. So long as the town doesn’t expect to incur more than 10mm of
tax exempt debt this year, the loan is “bank qualified” meaning the banks will give their lowest tax exempt rate. Although
I was able to get 20 year financing for a hillsboro beach wateer system financing in january, we only got one bid for
Jupiter inlet colony and it was only 15 years fixed although the colony wanted 20 years.
The issue for the banks with JIC were: (i) the loan was small and the bank’s are stretched thin and don’t like to spend time
getting a small deal approved when there is an rfp process; (ii) the town is very small—only 250 homes; and (iii) the town
has virtually no general banking business to throw back to the bank. I don’t know if any of this would apply to
Gulfstream.
What is the size of the project? Will it be financed 100% with assessments? And what term of repayment were you
looking for?

Bill,
I will get with Mark Raymond for some of the details. We signed the Note with Sun Trust last night. It was for $3,022,000
with an initial rate of 3.77% and a term of 15 years, with a rate escalator based inversely on the Commercial Tax Rates.
Mark handled the RFP and the transaction details for JIC.

At the 4/28 special meeting I believe I should start the discussion on financing and request permission to send out a RFP
or RFQ.
Could you get me information on what JIC used and what they ended up with. Did they go construction loan, then
permanent and for what time interval.
I think you know what I need to get me started for a discussion with the Commission. Please send to me to start
absorbing.
