RESOLUTION NO. 22-065
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA, RATIFYING A GRANT APPLICATION FOR THE
URBAN AND COMMUNITY FORESTRY GRANT PROGRAM;
PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR
AN EFFECTIVE DATE
WHEREAS, the Interim City Manager of the City of Opa-Locka has applied for The
Urban and Community Forestry Grant Program which is part of Florida's ongoing
initiative to increase and protect existing tree canopies in developed areas; and
WHEREAS, the program is offered for projects implemented on public lands in all
Florida counties. The total amount of the requested grant is Fifty Thousand Dollars
($50,000.00) with a City match of Fifty Thousand Dollars ($50,000.00) required; and
WHEREAS, The purpose of the proposed project is twofold. The first is to inventory
and assess the oldest and largest street trees in Opa-Locka's urban core neighborhoods to
inform both short and long-term resource allocation and risk management strategies. The
second is to provide a Tree Canopy Assessment which will establish a baseline measure
of the City of Opa-Locka ("City") tree canopy coverage and available planting space,
focusing on the land directly owned and controlled by the City within rights -of -way to
inform future policy decisions; and
WHEREAS, the City Commission finds it in the best interest of the City and its
residents to ratify the grant application, as described herein.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA- LOCKA, FLORIDA:
SECTION 1. The recitals to the preamble herein are incorporated by reference.
SECTION 2. The City Commission of the City of Opa-Locka, Florida, hereby
ratifies the submission of the grant application for The Urban and Community Forestry
Grant Program, attached hereto as Exhibit "A".
SECTION 3. Sections of this Resolution may be renumbered or re -lettered and
corrections of typographical errors which do not affect the intent may be authorized by
the City Manager, following review by the City Attorney and without need of public
hearing, by filing a corrected copy of same with the City.
SECTION 4. This Resolution shall take effect upon the adoption and is subject to
the approval of the Governor or Governor's Designee.

Staff Summary:
In conjunction with the City's grant writing service, staff has applied for The Urban and Community
Forestry Grant Program which is part of Florida's ongoing initiative to increase and protect existing
tree canopies in developed areas. The program is offered for projects implemented on public lands
in all Florida counties. The total amount of the requested grant is $50,000 with a City match of
$50,000 required.
The purpose of this project is twofold. The first is to inventory and assess the oldest and largest street
trees in Opa-Iocka's urban core neighborhoods to inform both short and long-term resource allocation
and risk management strategies. The second is to provide a Tree Canopy Assessment which will
establish a baseline measure of the City of Opa-lock tree canopy coverage and available planting space,
focusing on the land directly owned and controlled by the City within rights -of -way to inform future
policy decisions.
Financial Impact: This project is currently not addressed in the approved FY 23 budget. If the grant is received, a
budget amendment will be submitted for approval. The grant writing services will be funded from the adopted
annual budget for these services of $75,000

Project Narrative:
The City of Opa-Iocka has been a Tree City USA for the last 5 years, since 2017 through the
Arbor Day Foundation. Opa-Iocka is an urban community occupying 4.2 square miles in the
North-Western area of Miami -Dade County, Florida. Unique to Opa-Iocka, are many buildings
that share a Moorish Revival architectural style and downtown street names that follow an
Arabian theme. The architecture combined with the street names gives the city a mystical
appearance. Many of the downtown buildings are listed on the National Register of Historic
Places and are named the Opa-Iocka Thematic Resource Area (March 22, 1982).
The City has made improving its tree canopy and city landscaping a priority as part of it's
redevelopment efforts aimed at improving the quality of life for all residents and visitors to the
City. The Historic Downtown area continues to undergo improvements, and the City needs to
both beautify and classify the urban tree canopy they have diligently worked to improve.
The trees in the City of Opa-Iocka provide many benefits in the form of shade for cooling and
reduced energy consumption, reduction of air pollutants, stormwater regulation, water quality
improvement, increases in property value, and aesthetics linked to mental and physical health.
There are costs associated with their maintenance and management and they present liabilities
as they age and die in densely populated areas. The purpose of this project is twofold. The first
is to inventory and assess the oldest and largest street trees in Opa-Iocka's urban core
neighborhoods. This is to inform both short and long-term resource allocation and risk
management strategies. The second is to provide a Tree Canopy Assessment. This will
establish a baseline measure of the City of Opa-Iocka's tree canopy coverage and available
planting space, focusing on the land directly owned and controlled by the City of Opa-Iocka
within rights -of -way, to inform future policy decisions. These policy decisions may include (but
are not limited to) street tree planting and canopy coverage goals, social justice initiatives, and
long-term sustainability issues impacting stormwater, transportation, and energy distribution
networks.

The assessment data file is to include GIS shapefiles, metadata and a spreadsheet quantifying
the tree canopy by various geographic attributes of the City of Opa-Iocka (parcels, zoning/land
use, waterways, and other environmental markings.)
The underserved area for the tree inventory makes this important project key to improving
environmental justice for the residents of Opa-Iocka. The City of Opa-Iocka reports a 40.4%
poverty rate through the 2020 US Census. The downtown area location for the tree inventory is
listed in five Climate and Economic Justice Disadvantaged Census tracts which all identified as
disadvantaged in a group of categories including Clean Energy and Efficiency, Clean Transit,
Sustainable Housing, Legacy Pollution, Health Burdens, and Workforce Development. HUD
reports that 85.56% of the residents in the City of Opa-Iocka report in the Low to Moderate
Income level (LMI).
The City is requesting $50,000 from the Florida Department of Agriculture and Consumer
Services, 2022 Urban and Community Forestry Grant Program, to assist with the development
of the inventory. The City will provide a local cash match of $50,000.

The Scope of Work includes two major deliverables. Deliverable 1 will be the selection of an experienced and
qualified consultant to assist the City with completing the inventory and tree canopy assessment. The selection
of the Landscape architect will be done through the City's bidding and procurement process and will follow all
procedures and guidelines pertaining to procurement.
Once the Consultant has been selected, Deliverable 2 will be the development of both the Tree Inventory and
the Tree Canopy Assessment. Task 1 will be the development of the Tree Inventory. This will be an inventory to
assess the oldest and largest street trees in Opa-locka's urban core neighborhoods. Data from this inventory will
be used to proactively manage and maintain the downtown urban forest.
Task 2 will be the development of the Tree Canopy Assessment. The Assessment will provide a baseline of
current status and be used to inform the City of future tree planting and coverage goals, social justice initiatives,
and long-term sustainability issues impacting stormwater, transportation, and energy distribution networks. The

benefit is chargeable to the award.

Qualifications:
Adelina Gross, Manager, Capital Improvement Programs Department will serve as the project
manager for the Tree Inventory and Forest Management Plan project. As the Capital
Improvement Program Manager for the City of Opa-Iocka, Ms. Gross is responsible for
coordinating, monitoring, and managing the development of project scopes and schedules;
preparing capital budgets, estimates, and preliminary schedules; and reviewing costs for active
City infrastructure projects. She advises City Management on issues and coordinates the
development and implementation of capital improvement plans that support City goals and
priorities. She also monitors the implementation of the City and departmental Capital
Improvement Plans and coordinates and monitors planning, development, and implementation
of the City's general obligation bond programs.
Ms. Gross previously served as the Opa-Iocka Public Works Operations Manager and was
responsible for project planning, manpower forecasts, resource requirements, supervisions
and activities including larger capital projects, inspection of job -sites to ensure work quality,
management and development of operational, budget and financial data, management of
department staff including scheduling, personnel activities, payroll, and report processing, and
supervision of wastewater systems operations ensuring operational readiness and regulatory
compliance.
Ms. Gross will work with other staff members of the Public Works Department and the
Registered Landscape Architect (RLA) to work on measuring the baseline of the City of
Opa-Iocka tree canopy coverage and the tree inventory itself. This will require detailed
knowledge of the city layout and historical information to be provided to the RLA.

5. The prospective lower tier participant agrees by submitting this form that, should the proposed covered
transaction be entered into, it shall not knowingly enter into any lower tier covered transaction with a person
who is debarred, suspended, declared ineligible, or voluntarily excluded from participation in this covered
transaction, unless authorized by the department or agency with which this transaction originated.
6. The prospective lower tier participant further agrees by submitting this form that it will include this clause
titled "Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion — Lower Tier
Covered Transaction," without modification, in all lower tier covered transactions and in all solicitations for
lower tier covered transactions.
7. A participant in a covered transaction may rely upon a certification of a prospective participant in a lower tier
covered transaction that is not debarred, suspended, ineligible, or voluntarily excluded from the covered
transaction, unless it knows that the certification is erroneous. A participant may decide the method and
frequency by which it determines the eligibility of its principals. Each participant may, but is not required to,
check the Nonprocurement List.

8. Nothing contained in the foregoing shall be construed to require establishment of a system of records in
order to render in good faith the certification required by this clause. The knowledge and information of a
participant is not required to exceed that which is normally possessed by a prudent person in the ordinary
course of business dealings.
9. Except for transactions authorized under paragraph 5 of these instructions, if a participant in a covered
transaction knowingly enters into a lower tier covered transaction with a person who is suspended, debarred,
ineligible, or voluntarily excluded from participating in this transaction, in addition to other remedies available
to the Federal Government, the department or agency with which this transaction originated may pursue
available remedies, including suspension and/or debarment.
Certification
1. The prospective lower tier participant certifies to the best of its knowledge and belief, that it and its
principals;
a. Are not presently debarred, suspended, proposed for debarment, declared ineligible or voluntarily
excluded from covered transactions by any Federal department or agency.
b. Have not within a three-year period preceding this proposal been convicted of or had a civil judgment
rendered against them for commission of fraud or a criminal offense in connection with obtaining,
attempting to obtain, or performing a public (Federal, State, or local) transaction or contract under a public
transaction; violation of Federal or State antitrust statues or commission of embezzlement theft, forgery,
bribery, falsification, or destruction of records, making false statements, or receiving stolen property;
c. Are not presently indicted for otherwise criminally or civilly charged by a governmental entity (Federal,
State, or local) with commission of any of the offenses enumerated In paragraph (1)(b) of this certification;
and
d. Have not within a three-year period preceding this application/proposal had one or more public
transactions (Federal, State, or local) terminated for cause or default.
2. where the prospective lower tier participant is unable to certify to any of the statements in this certification,
such prospective lower tier participant shall attach an explanation to this proposal.
