1 Call to Order
Special Magistrate S. Taylor called the Hearing to order at 5:33 p.m.
2 Administration of oath to staff/ Respondents /Witnesses
Special Magistrate S. Taylor swore in all participants for the quasi-judicial segments of
the meeting at 5:38 p.m.
3 Red Light Hearing
There were no Red -Light Hearings to be heard.
4 Code Enforcement Hearings
4.1. Case 22-1076
Special Magistrate S. Taylor opened Case 22-106 stating the owners listed are James
M. Ziglar for the property at 103 North Lincoln Street, Crestview, Florida. He noted
that Mr. Ziglar was present and asked Code Enforcement to present the case.
Code Enforcement Officer D. Lawson, presented the case and requested that
Exhibits 1 and 1 a be entered in to evidence.
Special Magistrate S. Taylor accepted Exhibit 1 and 1 a and asked if there were any
steps taken to correct or remedy any of the violations.
Code Enforcement Officer D. Lawson noted that there was a violation for overgrown
vegetation and that Mr. Ziglar was working on it.
Special Magistrate S. Taylor reviewed the findings presented and asked Mr. Ziglar if
he had any comments.
Mr. Ziglar stated that due to heath complications it has been hard to bring the
property into compliance and agreed that the violations exist. He also stated that he
is in the process of selling property to use those funds to work on bringing the house
in question into compliance.
Special Magistrate S. Taylor ordered that the owner had on or before 01/15/2023, to
bring the property into compliance and if the property is not brought into compliance
by 01/15/2023, a $250 a day fine will be assessed with an annual interest of 6.77%.
There will be a cost of $250.00 to include the cost of tonight's hearing.

4.2. Case 22-578
Special Magistrate S. Taylor opened Case #22-578 stating that the owner is Vision
Three Two One LLC, and the property is located at 628 E. Walnut Ave, Crestview,
Florida. He noted that Mr. Carpenter, the owner, was in attendance.
Code Enforcement Officer M. Tatom presented the case. Violations and notes of
same are included in the attached documents and went over the mailings, postings at
property and City Hall, as well as the Notice of Public Hearing. She requested that
Exhibit 2 and 2a, be entered into the record.
Special Magistrate S. Taylor accepted Exhibit 2 and 2a, into the record.
Special Magistrate S. Taylor reviewed the documents and concluded that the
property did stand in the violations submitted.
Mr. Carpenter stated that when purchasing the property, he hired a contractor to
rehab the property. The contract and subcontractor both had health events that
prevented the work on the property to be completed. He agrees with Code
Enforcement and is in the process of selling the property. Mr. Carpenter asked for 90
days.
Special Magistrate S. Taylor ordered that the owner had on or before 2/15/2023, to
bring the property into compliance and if the property is not brought into compliance
by 2/15/2023, a $250 a day fine will be assessed with an annual interest of 6.77%
and to include the cost of the hearing of $250.
4.3. Case 22-841
Special Magistrate S. Taylor opened Case #22-841 stating that the owner is Patricia
G. Odom the property is located at 703 Lee Avenue, Crestview, Florida.
Mr. Odom was standing in for Ms. Odom.
Code Enforcement Officer M. Tatom presented the case. Violations and notes of
same are included in the attached documents. She went over the mailings, postings at
City Hall and property, as well as the Notice of Public Hearing. She asked that
Exhibit 3 be entered into the record.
Special Magistrate S. Taylor accepted Exhibit 3 into the record.
Special Magistrate S. Taylor reviewed the documents and concluded that the
property did stand in the violations submitted.
Special Magistrate S. Taylor ordered that the owner had on or before 12/15/2022, to
bring the property into compliance and if the property is not brought into compliance
by 12/15/2022, a $250 a day fine will be assessed with an annual interest of 6.77%
and to include the cost of the hearing of $250.
5 Adjournment
Special Magistrate S. Taylor adjourned the Hearing at 6:32 p.m.
