RESOLUTION NO. 22-066
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA, RATIFYING A GRANT APPLICATION TO THE
UNITED STATES DEPARTMENT OF TRANSPORTATION FOR A
GRANT FOR THE SAFE STREETS AND ROADS FOR ALL (SS4A)
GRANT PROGRAM; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the Interim City Manager has applied for a grant provided by the United
States Department of Transportation, which provides grants for the Safe Streets and
Roads For All (SS4A) Grant Program in support of Secretary of Transportation Buttigieg's
National Roadway Safety Strategy and the Department's goal of zero deaths and serious
injuries on the nation's roadways.
WHEREAS, the amount of funding being requested is One Hundred Sixty Thousand
Dollars ($160,000.00) with a required City match of Forty Thousand Dollars ($40,000.00),
for a total project cost of Two Hundred Thousand Dollars ($200,000.00); and
WHEREAS, the City's goal is development of a comprehensive safety action plan
(Action Plan) as part of the Opa-Locka 2030 Comprehensive Plan adopted by the City
Commission in 2021. The City's goal is to reach zero fatalities and reduce serious injuries
by 2030; and
WHEREAS, to achieve this target, the City is looking for funding to develop a
Comprehensive Action Plan which will address: 1) Identification of a set of projects and
strategies shaped by the data obtained through a safety analysis of existing conditions
and historical trends which will provide the baseline level of crashes involving fatalities
and serious injuries within the City; 2) Analysis of existing conditions and historical
trends associated with the baseline level of crashes involving fatalities and serious
injuries within the City; 3) Identification and analysis of specific safety needs associated
with high -risk locations, high -risk road features as contributing factors, and crash types
with a geospatial identification; 4) Coordination plan and strategies for cooperation and
collaboration of inter -and intragovernmental entities, stakeholders, and the community
in general; 5) Equity analysis and impact assessment of proposed projects and strategies
based on the City's population characteristics; 6) The Action Plan will include an
assessment of current policies, plans, guidelines, and/or standards to identify
opportunities to improve how processes prioritize safety; along with
implementation/adoption of revised or new policies guidelines and/or standards; 7)The
Plan will identify a comprehensive set of projects and strategies to address identified
safety and equity problems and concerns found during Plan development, with
development of a project prioritization list and criteria and timeline of completion of each
project; and
WHEREAS, the City Commission finds it in the best interest of the City and its
residents to ratify the grant application, as described herein.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA- LOCKA, FLORIDA:
SECTION 1. The recitals to the preamble herein are incorporated by reference.
SECTION 2. The City Commission of the City of Opa-Locka, Florida, hereby
ratifies the submission of the grant application to the United States Department of
Transportation for a grant for the Safe Streets and Roads For All (SS4A) Grant Program,
attached hereto as Exhibit "A".
SECTION 3. Sections of this Resolution may be renumbered or re -lettered and
corrections of typographical errors which do not affect the intent may be authorized by
the City Manager, following review by the City Attorney and without need of public
hearing, by filing a corrected copy of same with the City.
SECTION 4. This Resolution shall take effect upon the adoption and is subject to
the approval of the Governor or Governor's Designee.

Staff Summary:
In conjunction with the City's grant writing service, staff has applied for a grant provided by the
United States Department of Transportation, which provides grants for the SS4A program in
support of Secretary of Transportation Buttigieg's National Roadway Safety Strategy and the
Department's goal of zero deaths and serious injuries on the nation's roadways. The amount of

Financial Impact: This is an unbudgeted project which will require a budget amendment if the grant is received.
The cost of preparing this grant application is covered in the $75,000 budget established for these services in the
adopted FY 23 Budget.
Proposed Action:
Staff recommends the City Commission ratify the submission of a grant application safety action plan (Action
Plan) as part of the Opa-locka 2030 Comprehensive Plan adopted by the City Commission in 2021. The City's goal is
to reach zero fatalities and reduce serious injuries by 2030.

Action Plan Development Proposal
The city of Opa locka intends the development of a comprehensive safety action
plan (Action Plan) as part of the Opa-locka 2030 Comprehensive Plan adopted by
the City Commission in 2021. The City intends to reach zero fatalities and/or
reduce significantly serious injuries by the year 2030.
In order to achieve this target, the City is looking for funding to develop a
Comprehensive Action Plan which will address the following:
• Identification of a set of projects and strategies shaped by the data
obtained through a safety analysis of existing conditions and historical
trends which will provide the baseline level of crashes involving fatalities
and serious injuries across the City of Opa-locka
• Analysis of existing conditions and historical trends to baseline the level of
crashes involving fatalities and serious injuries across the City.
• Identification and analysis of specific safety needs of high -risk locations,
high -risk road feature the contributing factors, and crash types with a
geospatial identification.
• Coordination plan and strategies for cooperation and collaboration of inter -
and intragovernmental entities, stakeholders, and community in general.
• Equity analysis, and impact assessment of proposed projects and strategies
based on City of Opa-locka population characteristics.
• The Action Plan will include an assessment of current policies, plans,
guidelines, and/or standards to identify opportunities to improve how
processes prioritize safety; along with the implementation/adoption of
revised or new policies guidelines and/or standards
• The Plan will identify a comprehensive set of projects and strategies to
address identified safety and equity problems, or concerns found during
the development, with a project prioritization list and criteria and timeline
of completion of each project.
