The following..business . was . had to-brit : .. .. . _ Mr . Howell moved that the minutes of the previous -meeting- be - approved, seconded by Mr . Jacobs and on unanimous voice vote the motion-was carried. . • Mrs . Doris Svec presented the following petition with 93 signi- tures PETITION Within a short period of time , three.. automobile accidents involving Belden employees have occurredLin .the 1300 _ and . 1400 blocks of Hunt Street . . One accident-. resulted in::personal injury while two resulted in extensive property damage . Many Belden employees driving their. cars in the 1300 and 1400 blocks of Hunt Street frossly exceed the :present speed limit of 30 m.p...h.. _ and is has been observed that. the - above -traffic law_.has -never.. .. been rigidly enforced. by the.. local_authorities . between- the- hours of 6 :30 a.m, to 7 : 30. a.m. , - to_.3 : 30 . p .m.. , and . 10 :3.0 p .m. . to-.. 1130.,. ... p ,m:. ; the reason being that this. is the time .when the . police.. offi- cers are in the process of -changing :s.hifts . To abate .this prob lem; we , the undersigned, -join.tly and severly petitiom Mayor Byron Klute , Police Chief _Donald..Strahan; _ and...the City-Council , , _ and the Board of- Public- Works_.and:Safety_.:to .make -the. f ollowing . III changes : (1) to change. the ..existing _ 30 m.p .h.. speed_ limi.t in .the • 1300 and 1400 block of Hunt Street to. 20 .m.p.h. ; (2) to: replace the present 2-way stop at . the . intersection . of Northwest .':'M" and.. Hunt Street with a 47.way. stop.. and (3) to rigidly . enforce . by radar the speed limit during the . above stated hours.; : . If the traffic -- laws •are not strictly enforced, we believe the. result._will .be irreparable injury to . the public;safety. . and welfare . We feel that the conditions as they presently exist are a definite threat to the well-being of our neighborhood and to the City of Richmond, Indiana. - . Police Chief Don Strahan said_.. that- the . Police Dept . received the peit-ion last Friday and .have .been-busy conducting a.:hous.e-t.o-house survey in the neighborhood and •a study: is being conducted. Traffic Captain Paul Martin read the following report : ' Qaptain Marting I made a door-to-ddor check with people in.. the. 1300 and 1400 . blocks of Hunt Street on December 10 , 1969 from 6 : 30 p .m. to :30 p .m. , in regards to the Petition. It is my opinion that most of the people are concerned about the school children corssing at Northwest "M" St. and Hunt Street III at 3 ; 00 p.m . and they feel a 4-way stop sign is needed.. at this intersection for the safety of the children. They feel that traffic from the Belden at 3 :00 p .m. . moved a little too fast and:: is very congested at -this time of the day . . Also .most of the complaints on noisy mufflers 'and the squealing .of tires at 11 :.00 .. . _ p .m, were very annoying during the summer months and mos..t . it were Belden employees getting off of work at 11 : 00 p .m. going southbounrd on Hunt . None of the people knew the man that came around with the petition and stated it was last summer sometime when they signed it . Page. 134 Bd. of Works F Safety 12-11-69 None of them are in favor of taking parking off of one side the street , and very few interested in the 20 mp .h . Hosted zone , The people I talked to , I just wrote down their main com- plaint by their name , /s/ Officer John Geiger Mr , Jacobs suggested that the Police .Dept. -have. an_.o.pp.or.tunity . to finish its study of the ..area, . --Mr. Howell :moved the_ Board • defer action until next week 's . meeting..whbn theTTraffic Divi- sion will have made a study and recommendations , seconded by Mr , Jacobs and on unanimous vo-ice vote. the motion was . carried. Chief Strahan presented Marshall• James Smithand::recommended. that he:be: appointed. proba.tionary police officer , .effe.ctive Dec; 17 , 1969 ,=Mr , Howell moved the Board appoint Mr ; Smith seconded by Mr, Jacobs and on unanimous voice vote the motion was carried. Chief Strahan presented Michael Nolan Mauller. and - recommended _ that he be appointed probationary police . offic.er.,. effective - Dec, 17 , . 1969 , Mr. Howell moved the Board appoint Mr .. Mauller seconded by Mr . Jacobs and on unanimous voice vote the motion was - carried, , - Chief Strahan reported that these two appointments bring the Police Dept . up to full strength; Captain .Martin recommended_ the- Board place - further -parking .__ . restrictions on the ' northwest. cor.ner :of_. So .. 5th and .."L" Street making 87 feet from No , "L" St . "no-parking", . Mr. Howell moved the Board concur in the recommendation, seconded by Mr ; Jacobs and on unanimous voice vote the motion was . car.ried, • Captain Martin recommended that -the Board order parking. restric= tions in the vicinity of. the . new No . 1 Fire Station at So . 5th and "A" Sts , to conform with .State law, . and that the Board install a manually -controlled -red-flashing beacon approximately 200 feet south of the new fire stationuon So . 5th St , in order to warn motorists -when Fire Department vehicles are existing from . the station, -Mr , Jacobs thought the stop bar was set - too far back, and the Board decided to look into the situation further . The parking -resttictionsrrill have to go into effect at the tim .e of occupancy of the new building, which is expected to take place in late January. Mr. Howell moved the Board authorize .the removal of streetlights No , 3404 - and:No , 3405 , located. between_ 5th and 6th Sts-, south -of Main St , in the alley . He said these - lights would not be replaced seconded by Mr. Jacobs and on unanimous voice vote the motion was carried, . Mr, Howell moved the Board advertise for the taking of bids for tree and stump removal for 1970 on January 8 , 1970 at 10 :00 a,m. , seconded by Mr . Jacobs and on unanimous voice vote the motion was carried. Mr . Howell moved the Board order the traffic signal at No . . 6th and "A" Sts , reinstalled, seconded by Mr. Jacobs and on unanimous voice vote - the motion was carried, _ Building Commissioner Ed Goins requested the Board authorize the 'following transfer of funds within his budget : Board of Works & Safety 12-11-69 Page 135 From: Gen. G-17 (3-36-361) Official Records, $ 15.70 "Services Contractual" To: Gen. G-13 (3-32-321 ) Gasoline, $ 15.70 "Services Contractual" . This transfer is needed for payment of invoice covering gasoline bills. Mr. Howell moved that the Clerk prepare a resolution for the Bureau of Buildings to present to the Common Council, Dec. 15, 1969, seconded by Mr. Jacobs and on unanimous voice vote the motion was carried. Mr. Howell reported that the contractor for the housing unit for the elderly on South "A" St. has not complied with the Board's order to install tempor- ary walkways where his trailers are parked and he should be ordered to comply. Fire Chief William Berry presented the following charge against fireman William Smith: December 10, 1969 Andrew Cecere, President Board of Public Works & Safety City of Richmond, Indiana Dear Board of Works Members: It is with regret that I have found it necessary to bring charges of "Violation of Rules", Article XIII, Section 1, page 27., Rules and Regu- lations of the Fire Department of the City of Richmond, Indiana, against Mr. William Smith, a fireman presently stationed at Company #5 fire house, for reported late for duty. Mr. Smith appeared before the Board on Octo- ber 2, 1969, for being late eight (8) times and was suspended three days without pay (October 3,L., and 5). Due to Mr. Smith reporting 12 minutes late for duty on December 5, 1969, and that he was told on October 2, 1969, that if he was late once again he would be brought before the Board for another hearing, I feel it necessary to recommend that William Smith be suspended for two weeks (lL days) without pay. I ask that this suspension be effective December 12, 1969 and that he will report back for duty on December 26, 1969. Both Board members warned Mr. Smith that continued violations on his part could lead to serious consequences, possibly even his dismissal from the Department. Mr. Howell moved the Board concur in the Fire Chief's request of Mr. Smith's suspension, seconded by Mr. Jacobs and on unanimous voice vote the motion was carried.
