Mr. Cecere told Captain Martin to study the problem of parking on the
South side of East Main St. from 13th to 17th Sts. He said all the parking
decisions should be made at one time.
Mr. John Brown of Robbins, Matterly & Dils, and Mr. Stevenson of the Great
American Life Insurance Co. appeared to outline a revision of the City
employees' group insurance policy. Mr. Stevenson said that the policy
has not been reviewed for several years and that premiums have gone down,
so that it would now be possible either to lower the rates or to provide
more insurance at the same rate. He suggested a third possibility at a
slightly higher cost to provide policies which will eventually be paid up
and will have a cash value. He said although this would cost more at first,
in the long run the City would save since older employees would come off
the City's rate entirely when their policies are paid up, whereas under the
present system the City pays many times as much for an older employee than
for a young person. At present, the rate for 25-year old persons is 250
per month and $3.70 per month for a 65-year old. Mr. Cecere asked Mr.
Stevenson to submit written proposals which the Board can study and discuss
with department heads.
Mr. Jacobs moved the Board accept proof of publication for Resolution 1090-
1969. Mrs. Margaret Rentfrow, 1030 So. "V" St. appeared to make some in-
quiries. No remonstrators appeared against the amounts assessed against
each of the lots on the roll. Mr. Jacobs moved that the Board sustain
in whole the preliminary assessment against the several lots and parcels
of land primary assessed are specially benefitted and in the amounts re-
spectively assessed against them in the preliminary or primary assessment,
and that the City Controller be authorized to proceed with notices of
assessment, pursuant to statute. Mr. Howell seconded and on unanimous
voice vote the motion was carried.
There being no further business on motion duly made seconded and carried,
the meeting adjourned.

CITY OF RICHMOND, INDIANA, DECEMBER 4, 1969
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in the Municipal Bldg., December 4, 1969, at the
hour of 9:00 o'clock a.m. (est.). Mr. Cecere presiding with the following
members present: Mr. Howell, City Controller and Mr. Fienning sitting
in for Mr. Jacobs. The following business was had to-wit:
Mr. Howell moved that the minutes of the previous meeting be approved,
seconded by Mr. Cecere and on unanimous voice vote the motion was carried.
Fire Chief William Berry recommended that Duane Green be appointed as
probationary fireman effective Dec. 5, 1969, Mr. Green having passed all
requirements of the Fire Department. Mr. Howell moved the Board appoint
Mr. Green probationary fireman, seconded by Mr. Cecere and on unanimous
voice vote the motion was carried.
Chief Berry read the following letter:

Please let me take this means of expressing our appreciation and
admiration to you and your department for the prompt and efficient

response to our telephone call was almost phenomal and the operations
performed by your group were excellent.
We, of course, at our division were very pleased and proud when you
were appointed to your new job but were are even prouder of the men in
your department now.

Building Commissioner Ed Goins reported that low bidder for the demolition
of 431, 435, 437 Main St., Cox Excavating, had backed out of his commit-
ment after having been awarded the bid, and the Building Commissioner
recommended that DeBolt, the next lowest bidder, be awarded the contract.
He said Cox said he want not interested in the job unless he could get
the contract for adjacent buildings belonging to the Redevelopment Comm-
ission_also. Mr. Howell moved the Board award the contract to DeBolt,
seconded by Mr. Cecere and on unanimous voice vote-:the motion was carried.
Mr. Goins said the work on the Holthouse warehouse would start this week.
Mr. Goins reported that the Fire Department has burned down a building on
No. "A" St. opposite the City Building, and will burn another on No. 4th
St. Friday.
Mr. Goins requested the following transfer of funds within his budget:
Transfer $36.37 from Advertising and Publications to Repair to Equipment,
this transfer is needed for payment of invoice covering repair on 1964
Nash Rambler.
Mr. Howell recommended the Board approve the transfer, seconded by Mr.
Cecere and on unanimous voice vote the motion was carried.

Weights and Measures Inspector Francis Daniels reported that he had a
profitable week at the National Bureau of Standards Advanced Weights and
Measures course at the University of Colorado, and expressed appreciation
to the Board for making the trip possible. He reported that he felt
Richmond should have a Weights and Measures ordinance. He presented a
certificate for successfully having passed the course.
Mr. Howell read the following letter:

I am in receipt of your letter November 19, 1969 concerning our repairs
to the crossings in your City.
We are continuing to work on many of the items that were discussed
and we are interested in keeping up good community relations.
With reference to the crossing at Northwest 5th Street, this will
be considered in our next year's program.

Mr. Howell said he thought that in the spring the City should keep a close
eye on the railroad crossings to see that work is done.
111 Traffic Captain Paul Martin reported that the Traffic Division has looked
into the possibility of restricting no parking on Main St. between 3rd &
7th Streets to peak hours, but he said the Division felt that many more
violations would occur with a part-time restriction than with full removal
of parking. He also said Mr. Hudson told him that he was concerned over
people picking up their children, and the times when shows let out fall
during peak hours when parking would be prohibited anyway. Also he felt
that the curb lanes should be used for turn-off lanes at all times,
therefore the Traffic Division still recommends full-time parking removal
in the area. Captain Martin called Mr. Holthouse, according to a request
from Mr. Cecere, to ask if it would be alright to install signs advertising
free parking on the Holthouse lot, and was told that signs saying "Free
Parking Courtesy of Holthouse Furniture", would be alright. The question
of liability was raised, but Mr. Cecere said he did not think there would
be any problem. Mr. Cecere said in view of the many additional off-street
free parking spaces he did not think taking parking off Main St. between
3rd and 7th Sts. should present a problem to merchants and more people would
come downtown if they did not have to fight traffic congestion. Mr. Howell
moved that since free parking is available through the efforts of the Redevel-
opement Commission, Holthouse Furniture and Hudson Realty Co., and since
there is a traffic problem in the area between 3rd and 7th Sts., on Main St.,
in order to alleviate traffic congestion, that parking be eliminated between
3rd and 7th Sts., on both sides of Main Street,,effective 24 hours after
signs have been erected. Also, that parking be eliminated from the first
alley North of Main Street on the east side of No. 5th St., to No. "A" St.,
seconded by Mr. Cecere and on unanimous voice vote the motion was carried.
Mr. James Ronald presented the following petition, signed by 20 home owners:

The undersigned, residents of the Buchholz Addition to the City of
Richmond, respectfully petition the Board of Public Works and Safety and
represent:

1. That said Addition was annexed to the City of Richmond on
September 19, 1966.

2. That there are now 24 homes (21 occupied) in said Addition and
that the average assessment on the homes in. said Additions in now approx-
imately $6,177.00.
3. That the Board of Public Works and Safety is respectfully re-
quested to consider ordering fire hydrants into said Buchholz Addition,
in view of the increasing problem of affording adequate fire protection
for said area as the number of homes increases.
Mr. Ronald said an error had meen made in the orginal annexation and a
small portion of land has been left without CitylAater and fire protection.
The Board took the problem under advisement, following a report from the
Fire Chief next week.
