HomeMy Public PortalAbout11-26-1969 Page 127 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 26, 1969 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the Municipal Building, November 26, 1969, at the hour of 9:00 o'clock a.m. (est.) . Mr. Cecere presiding with the following members present: Mr. Howell, City Controller and Mr. Jacobs City Engineer. The following business was had to-wit: Mr. Jacobs moved that the minutes of the previous meeting be approved, seconded by Mr Howell and on unanimous voice vote the motion was carried. Mr . Howell moved the Board accept bids for two new trucks for the Street Department December 18, 1969, at 10:00 a.m., to be purchased next year. Mr. Jacobs seconded and on unanimous voice vote the motion was carried. Mr. Howell moved the Board approve a transfer of $10.00 within the Weights and Measures budget and,that a resolution be prepared for Council. This transfer is needed to pay for gasoline. Mr. Jacobs seconded and on unani- mous voice vote the motion was carried. Mr. Howell moved the Board approve a transfer within the Engineer's Budget of $15.00 and that a resolution be prepared for Council, this transfer is needed for gasoline. Mr. Jacobs seconded and on unanimous voice vote the motion was carried. Mr. Howell moved the Board approve a change-order in the City Building site improvement contract, deducting $3914..42, since the area which has been sodded now does not need grass seed, seconded by Mr. Jacobs and on unanimous voice vote the motion was carried. . Mr. Howell reported that the City Building has now been accepted and final payment has been made, excluding the site improvement portion. The furni- ture contract has alos been paid. Traffic Captain Paul Martin made the following recommendation: At the last Board meeting the Board received a written request from Mr. C. L. Porter, of Porter Poster Service, 12 North 17th Street, requesting one or two hour parking for the three parking stalls that were recently installed in front of his business. He stated in his letter that there were two facotry workers that park their cars in these stalls around 6:00 a.m. and are picked up by a third car and the stalls are occupied by these cars until 5:00 p.m. These three stalls are needed for customer parking. The Traffic Division is recommending that the first three marked parking stalls north of East Main Street on the west side of North 17th Street be restricted to one hour parking, 8:30 a.m. to 5:30 p.m. Monday through Saturday, except Sundays and holidays. Mr. Jacobs moved the Board accept the Traffic Division's recommendation, seconded by Mr. Howell and on unanimous voice vote the motion was carried. Captain Martin recommended the following: At the November 20th Board meeting, the possibility of changing the unre- stricted parking, to limited time parkin g around the area of 16th and East Main Streets, was discussed by the merchants. It was pointed out that motorists were leaving their cars parked all day at times on the north side of the 1500 block of East Main Street, thus denying these stalls for short time patrons to use. Also motorists are leaving their cars parked on the east side of the 1st block of North 16th Street for hours, thus not permitting short time patrons to use these stalls. The Traffic Division talked with ten out of eleven business people in the area and we suggested one hour parking from 8:30 a.m. to 5:30 p.m. Monday thru Saturday, except Sundays and holidays. All agreed to our recommenda- tion. Page 128 Bd. of Works & Safety 11-26-69 We are recommending .to the Board that the parking of motor vehicles be restricted to one hour 8:30 a.m. to 5:30 p.m. Monday through Saturday, except Sundays and holidays on the north side of the 1500 block of East Main and on the east side of the 1st block of North 16th Street. Mr. Jacobs moved the Board approve the recommendation, seconded by Mr. Howell and on unanimous voice vote the motion was carried. Mr. Howell reported that complaints have been received regarding litter in the street outside the bakery shop 'at 16th and East Main Sts. He said he has talked to the owner who has offered to police the area, but with little success. He asked whether it would be possible for the Police Department to help keep youngsters from throwing empty bakery bags on the sidewalk. Chief Don Strahan said that at the crucial, about 12:00 noon to 12:30 p.m., officers are busy with safety work. Mr. Howell said that if the situation does not improve, the owner will have to be called before the Board. Captain Martin;; recommended the following: At the Board meeting in November, Mr. Jacobs reported that he had received a request from the West Side Neighborhood Association for traffic signals at the intersection of Southwest 2nd and "E" Streets to the approach to the Joseph Moore School. The request was referred to the Traffic Division for study and recommendation. The Traffic Division made a study of the intersection and would like to point out that this is a 4-way stop intersection, crosswalks are marked on all 4 approaches to the intersection. There are school "patrol" children posted at the intersection 4 periods a day to assist the children across the intersection. We have "School" signs and a "School Crossing" signs posted in the area. There are ample parking restrictions on all 4- corners for visibility. We have found the only time that pedestrian and vehicular traffic becomes somewhat congested is when the school are taking up in the A.M. and dismissed in the P.M. The intersection does not warrant the installation of a traffic signal. In fact the installation of a traffic signal would hamper the movement of traffic at the intersection. We feel that the intersection is adequately protected. Mr. Jacobs asked whether a flashing light in the area would be feasible. Chief Strahan said that flashing lights are useful on highways which are used by traveling cars. He said people who travel on a street every day soon cease to notice them. Mr. Jacobs moved the Board accept the Traffic Division recommendation and he said he would notify the Westside Neighborhood Association of the Board's decision, seconded by Mr. Howell and on unanimous voice vote the motion was carried. Captain Martin reported that a signal from the State Highway is in town and working on synchronizing lights on Main Street. Mr. Cecere said he thought it was worth considering, in regard to the problem of parking on Main Street between 5th and 7th Sts., to make parking one hour, and to eliminate it altoghether during certain peak traffic hours in the afternoon, rather than take parking off altogehter. He said the suggestion came from Robert Hudson and he was not recommending it, only suggesting that it be considered as a possibility. Captain Martin said his department has planned to conduct a traffic count in the area. Mr. Jacobs asked whether the City has the right to establish a tow-away zone. Mr. Cecere said that under a State law the City has the right, however, he thinks it would be necessary to pass an implementing_prdinancw which he said he would draft. Board of Works & Safety 11-26-69 Page 129 Mr. Cecere told Captain Martin to study the problem of parking on the South side of East Main St. from 13th to 17th Sts. He said all the parking decisions should be made at one time. Mr. John Brown of Robbins, Matterly & Dils, and Mr. Stevenson of the Great American Life Insurance Co. appeared to outline a revision of the City employees' group insurance policy. Mr. Stevenson said that the policy has not been reviewed for several years and that premiums have gone down, so that it would now be possible either to lower the rates or to provide more insurance at the same rate. He suggested a third possibility at a slightly higher cost to provide policies which will eventually be paid up and will have a cash value. He said although this would cost more at first, in the long run the City would save since older employees would come off the City's rate entirely when their policies are paid up, whereas under the present system the City pays many times as much for an older employee than for a young person. At present, the rate for 25-year old persons is 250 per month and $3.70 per month for a 65-year old. Mr. Cecere asked Mr. Stevenson to submit written proposals which the Board can study and discuss with department heads. Mr. Jacobs moved the Board accept proof of publication for Resolution 1090- 1969. Mrs. Margaret Rentfrow, 1030 So. "V" St. appeared to make some in- quiries. No remonstrators appeared against the amounts assessed against each of the lots on the roll. Mr. Jacobs moved that the Board sustain in whole the preliminary assessment against the several lots and parcels of land primary assessed are specially benefitted and in the amounts re- spectively assessed against them in the preliminary or primary assessment, and that the City Controller be authorized to proceed with notices of assessment, pursuant to statute. Mr. Howell seconded and on unanimous voice vote the motion was carried. There being no further business on motion duly made seconded and carried, the meeting adjourned. /s/ Andrew C. Mr. Cecere presiding with the following members present: Mr. Howell, City Controller and Mr. Fienning sitting in for Mr. Jacobs. The following business was had to-wit: Mr. Howell moved that the minutes of the previous meeting be approved, seconded by Mr. Cecere and on unanimous voice vote the motion was carried. Fire Chief William Berry recommended that Duane Green be appointed as probationary fireman effective Dec. 5, 1969, Mr. Green having passed all requirements of the Fire Department. Mr. Howell moved the Board appoint Mr. Green probationary fireman, seconded by Mr. Cecere and on unanimous voice vote the motion was carried.
