HomeMy Public PortalAbout11-13-1969 Page 118 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 13, 1969 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the Municipal Bldg. , November 13, 1969 at the, hour of 9:00 o'clock a.m. (est) . Mr. Jacobs presiding and Mr. Howell, City Controller present. The following business was had to-wit: Mr. Howell moved that the minutes of the previous meeting be approved, seconded by Mr. Jacobs and on unanimous voice vote the motion was - carried. Mr. Henry Longworth, representing the American Legion Post 315 requested permission to hold a peaceful demonstration by the Freedom Fountain on November 15, to support the President's efforts for Vietnam. He said there would be one sign and the plan was for each one present to carry it around the fountain once. All demonstrators are required to appear in white shirt and tie. Mr. Howell explained that earlier requests to demonstrate on the City Building grounds had been denied, but that orderly groups were free to use the sidewalks as long as they don't block it. He suggested the group demonstrate on the sidewalk near the Freedom Fountain, and that no Board permission is necessary. Fire Chief William Berry recommended that the Board advance probationary fireman Donald Kemper to regular fireman, Kemper having successfully completed his probation,effective November 10, 1969. Mr. Howell moved the Board approve the advancement, seconded by Mr. Jacobs and on unani- mous voice vote the motion was carried. Chief Berry requested permission for Harry Hengstler and Donald Clark to attend a training school in Englewood, California, to study the new alarm system, the cost of the trip to be borne by Eagle-Picher. Mr. Howell moved the Board approve the request, semorided' by Mr. Jacobs and on unani IIIF - mous voice vite the motion was carried. Chief Berry requested permission for four members of the Fire Prevention Bureau to visit the State Fire Marshall's office in Indianapolis, Nov. 14, in order to discuss better communications between the two offices. Mr. Howell moved the Board approve the request, however, he suggested that in the future a supervisor could attend such meetings alone and convey the results to the department, seconded by Mr. Jacobs and on unanimous voice vote the motion was carried. Chief Berry submitted the following report: October Monthly Report Inspections 443 Re-Inspections 44 Letters 25 Verbal Orders 21 Compliances 16 The month of October was set aside for Fire Prevention Week, namely the 5th to 12th of October. The Burea of Fire Prevention is proud to report the following: 1. Every school in the City of Richmond with the exception of the Senior High School received talks on fire safety, fire prevention, baby sitting rules, rescue Annie and resuscitation. Also participating were the Fire companies, showing and explaining the fire trucks to the elementary schools. A total of 6,995 pupils were educated to fire safety. 2. Captain Sparks gave a talk and showed a film on baby-fitting to 40 girls at the Trinity Lutheran Church. 3. Captain Griffin and Captain Sparks gave a demonstration to Earlham College on the proper useage of fire extinguishers and class of fires. Also a total of 40 students participated in the useage of a fire extin- guisher on a fire. Page 119 Board of Works & Safety Nov. 13, 1969 4. The Richmond Bureau of Fire Prevention honored an invitation to visit the Anderson, Indiana Fire Prevention Bureau and to observe their fire prevention display in their mall. Also ideas were exchanged. Captain Griffin was aksed to give a talk to the Southview School on fire safety while _in Anderson. A total of 53 sutdents were present. 5. Captain Bosell gave a demonstration and showed a film to the staff of the Heritage House on evacuation and use of fire extinguishers. 6. Captain Bosell was on vacation from October 15th to the 28th. 7. Captain Griffin gave a lecture on the 7th and 14th to the Dennis Jr. High School science classes on the "Chemical Changes of Fire" lecturing to 298 students. 8. Captain Sparks did a research on "Formaldehyde used in Sta-Press Materials" and passed the findings on to the local merchants. Attached to this report is a copy of his findings. - 9. Captain Sparks assisted the State Deputy Fire Marshal in the inspec- tion of 22 dry cleaners. 10. Captain Griffin gave a lecture on the 13th & 17th on what to do in case of fire to 138 Test students. 11. Fire Marsahl Green, ;Captain Sparks and Captain Griffin gave demonstra- tions to over 300 Dennis .students on Rescue Annie and resuscitation. 12. Fire Marshal Green and Captain Griffin made an inspection of Reid Hospital with the State Deputy Fire Marshal. 13. The Bureau of Fire Prevention has been asked by the State Hospital to educate and train 700 personnel on the use of fire extinguishers and the fighting of fires. 14. On October 2nd our department was asked to hold a fire drill at the Earlham College. This was at 1:00 a.m. in. the Earlham Hall girls dormi- --- tory. The fire drill was pulled off very successfully. Reported by: /s/ Harlan Green, Fire Marshal Fire Prevention Bureau City of Richmond, Indiana Chief Berry submitted the following letters, read by Mr. Jacobs: October 28, 1969 Chief William Berry 7 North 5th Street Richmond, Indiana 47374 Dear Mr. Berry: Personally and on behalf of our congregation, I want to thank you and your department for your work at Trinity Lutheran Church. Your prompt response and continuing concern regarding the furnace explosion is greatly appreciated. Perhaps your department's most important work was done one year ago during Mr. Green's inspection. The fire-safety precautions incorporated into our building undoubtably kept the damage to a minimum and was helpful in preventing personal injury. Your efforts in helping us avoid injury and loss is an invaluable service. I would urge you to continue impressing upon people the value of safety precautions. Cost is a small factor when you consider that you are seeking to protect people from injury and loss of life. Certainly no one aniticipates having a fire or an explosion, but nearly everyone carries insurance. From Page 120 Bd. of Works & Safety 11-13-69 personal experience, I would say the most valuable insurance is taking the proper safety measures ahead of time. I appreciate your suggestions and feel that they are very good. - It will take some time to get all of these things done, but be assured that your suggestions will be closely followed. Again, I would like to thank you for a fine job. The entire department was most courteous and helpful. Sincerely, RICHMOND HOMES, .INC. /s/ Herbert Pomeranz Vice-President Mr. Leonard Katz of RichmondvAuto Parts appeared in answer to a request by the Board to discuss cleaning up of debris dumped into the river by his company. Mr. Katz had been visited by Mayor Klute, Chief Berry, Mr. Jacobs, and Mr. Howell, and had been ordered to clean large rocks and concrete pieces out of the river. Mr. Katz said he had complied with what he understood the order to be. Mr. Jacobs said that quite 111 II/ a few of the pieces are still in the river. Mr. Katz said his company would be glad to comply if the Board would-further explain what actions it wants taken. Mr. Jacobs said he would make •an appointment with him to show him again what should be cleaned. Mr. Howell reported that Paul Kuck of Fryman-Kuck, had inspected the - City Building on October 24, and indicated that within ten days:=all work would be completed so that a final settlement could be made. However, Mr. Howell said the work has not yet been completed and asked that the Board request Mr. Kuck to appear to discuss a date for accepting the building. The Clerk was ordered to notify Mr. Kuck to appear November 20, 1969, before the Board. Mr. Jacobs moved the Board approve a curb cut request by Mr. Jim Wells, 1410 East Main St. , zoning and traffic having given their approval, seconded by Mr. Howell and on unanimous voice vote the motion was carried.
