HomeMy Public PortalAbout11-06-1969 Page 116 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 6, 1969 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the Municipal Bldg. November 6, 1969 at the hour of 9:00 o'clock a.m. (est) . Mr. Cecere presiding with the fol- lowing members present: Mr. Howell, City Controller and Mr. Jacobs, City Engineer. The _following business was had to-wit: Mr. Howell moved that the minutes of the previous meeting be approved, seconded by Mr. Jacobs and o'n unanimous voice Vote the motion was carried. Mr. Howell reported that the City has had two offers from companies who would like to place trash receptacles in the City streets, from Unlimited Services of America, Inc. , and from Community Litter Control USA presently has the contract with the City and is -of'fering to replace half its receptacles with new ones, of a different design, with removable sides, and will donate half of its old ones to the City to use where it sees fit. The company will donate $500.00 to the Boys' Club. Mr. Howell recommended that the City accept the offer from USA and moved the Board execute a contract with them, seconded by Mr. Jacobs and on unanimous voice vote the motion was carried. Mr. Robert Godsey of Earlham College, appeared to ask permission to string a banner across National Road West near College Avenue, adver- tising the National Intercollegiate Soccer Tournament to be held at the College November 26 and 27. Mr. Cecere said he should get in touch with the State Highway Department. Mr. Jacobs reported that he has checked on the complaint of citizens about the dumping of debris into the river by Richmond Auto Parts, 1133 No. 12th St. He said he found that large pieces of concrete and stones had been dumped into the river to the extent that the embank- ment has been moved, causing the water to back up into residents' properties. He has talked to the owner who had indicated that he would remove the debris, but has actually removed only a small por- tion of it. He recommended the owner be called to appear before the Board next week. Police Chief Don Strahan requested permission to"- "send officers, Tevis, LaFuze, and Davidson to the second session of the "Basic Law Enforce- ment Training Course", at Indiana University, January 12-31. The pro- gram is financed by federal grant money, the only City funds involved will be for transportation and money is available. Mr. Jacobs moved the Board approve the request, seconded by Mr. Howell and on unani- mous voice vote the motion was carried. Traffic Captain Paul Martin reported that he checked the request of Miss, Carolyn Smith to have a four-way stop made at the intersection of So. 27th St. and Reeveston Road. He made the following recommenda- tion: First of-all, the volume of traffic on Reeveston Road is far below the volume of traffic on South 27th Street. We do have an adult school crossing guard posted at the intersection during school periods. The foilage located on the southwest corner of the intersection was checked and it was found that it caused no visiblity problem. However, on the northwest corner of the intersection, it was found that there was a large evergreen tree located approximately eight to ten feet from the curb radius and this tree definitely creates a bad visibility problem. Captain Martin talked personally with Mrs. Ray Dunning of 270 South 27th Street, who owns and resides on the corner, and the problem was explained to her, She was very cooperative, and was asked to have the tree removed, this she agreed to do. She stated she would have this done in two to three days. Due to the low volume of traffic on Reeveston Road, the adult school crossing guard and the removal of the evergreen tree on the Northwest corner, we are not recommending that this intersection be converted to a four-way stop intersection. Page 117 Board of Works & Safety November 6, 1969 Mr. Howell asked whether there had been any accidents at the intersec- tion and Captain Martin said no. Mr. Howell moved to accept Captain Martin' s recommendation, seconded by Mr. Jacobs and on unanimous voice vote the motion was carried. Captain Martin reported that downtown congestion was bad at certain hours. He said some of the signals seemed to be out of synchronization, which he has reported to R.P.&L. and will report again. He recommended the removal of all parking on Main St. , about 30 stalls. The Board asked him to study the situation further and report next week. Mr. Jacobs reported that the work on No. "A" is progressing well and hopefully No. "A" could be opened for tra.ffi'c. from 5th to, Main Sts. within two weeks. Mr. Cecere read the following letter: Mr. Andrew C. Cecere, President Board of Public Works & Safety Richmond, Indiana' Dear Mr. Cecere: Several weeks ago we appeared before the Board of Works to request assistance in obtaining relief from the health and nuisance problems being created by the lack of proper water drainage from the field lying between the Richmond Square Shopping Center and our property. You will recall our complaint concerned the overgrowth of weeds and the creation of a "swamp-like" area that had become infested with animals and insects. Most certainly, you are now aware that the drainage problem has been corrected by the owner of the property. On behalf of'`our tenants and ourselves, we would like to express ..most sincere appreciation for your quick and firm action which led to the removal of the annoyances. It is indeed encouraging when local government is responsive to the appeals of .the citizens of the .community. ' We are aware your job is not an easy one and that many times you are maligned for situations that are difficult to rectify. In this instance, however, many compliments and positive statements regarding the noticeable improvement have been ex- pressed by people from all areas of the city. We believe full credit is due you and the other members of the Board for your positive efforts in this matter. Sincerely, /s/ Mr. & Mrs. John E. VonPein, Sr. Mr. Cecere commended the owners of the Richmond Square Mall for their splendid cooperation in the matter. Fire Chief William Berry requested permission to attend a State Fire Chief' s meeting in Muncie on Nove. 12, together with Assistant Chief Rod Rohe and Fire Prevention Bureau Captain Harlan Green. Mr. Howell moved the Board approve the request, seconded by. Mr. Jacobs and on unanimous voice vote the motion was carried.
