police for various groups. He said he has discussed this with Mr.
Williams and does not feel that Board action is needed for the function
the group now fulfills. Mr. Howell moved the Clerk be instructed to
write a letter to Mr. Williams explaining the Board' s decision, seconded
by Mr. Jacobs and on unanimous voice vote the motion was carried.
Mr. Andrew Issen, President of American Towel and Linen Rental, Mr. Mark
Issen, Vice-President, and Mr. Hector Vioni, their attorney, appeared
to discuss the problem of barrles in the alley behind their place of
business. Mr. Howell explained that the barrels were blocking the alley.
Mr. Vioni said that the Company owns 32" beyond the building and that the
barrels only measure 23" in diameter, allowing extra space on their own
property. He admitted that barrels sometimes were misplaced to sick
out into the alley. He said the owners are in the process of cutting
a protective steel cable away from: the north end of the building and
replacing it with a steel shield which will allow ample 'room for barrels.
Mr. Jacobs suggested that the steel cable be placed around the barrels
to hold them in place, to which the owners agreed. Mr. Vioni complained
about a tree at the other end of the alley which is blocking traffic.
Mr. Jacobs said the Board would see about the tree.
Mr. Jacobs presented a curb cut request from Dr. Donald Burns, 2645
Pleasant View Road fo 101 Nat' l Road West. The request has not been
approved by traffic zoning. The Board decided to hold the request
under advisement.
Mr. Jacobs moved the Board approve a curb cut request from the Masonic
Temple at 131 So. 18th St. , the request having been approved by
Traffic and Zoning, seconded by Mr. Howell and on unanimous voice vote
the motion was carried.
There being no further business on motion duly made, seconded and
carried, the meeting adjourned.

BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, OCTOBER 30, 1969
The Board of Works and Safety of the City of Richmond, Indiana,:.met in
regular session in the Municipal Bldg. , October 30, 1969, at the hour
of 9:00 a.m. Mr. Cecere presiding with the following members present:
Mr. Howell, City Controller and Mr. Jacobs, City Engineer. The following
business was had to-wit:
Mr. Jacobs moved that the minutes of the previous meeting be approved,
seconded by Mr. Howell and on unanimous voice vote the motion was
carried.
Mr. Howell moved to approve the following Fire Dept. transfer: $500.00
from M-12 Fuel Oil & Gas to M-13 Gasoline & Diesel Fuel, this transfer
is needed to pay for the filling of the gasoline tank located at the
new #1 Fire Station and also for increase of gasoline being used by
the Fire Prevention Bureau and the Department cars.
Mr. Jacobs seconded the motion and on unanimous voice vote the motion
was carried.
Mr. Howell moved to approve the following Board of Works transfer:
$950.00 from Gen. J-34 Contribution Public Employees Retirement to

Gen. J-33 Contribution to OASI, this its needed due to additional
Janitors, Asst. Attorney, Engineers Office summer help, restoring
salary to City Clerk's Deputy, Fire Dispatcher and Communication
Operators. Mr., Jacobs seconded the motion and on unanimous voice
vote the motion was carried.
Building Commissioner Ed Goins appeared to discuss the buildings
directly north of the City Building which need to be demolished.
He said the buildings are under option to the Post Office and will
constitute a fire hazard during the winter. Mr. Cecere suggested
Mr. Coins get in touch with the Post Office to see what they want
to do about the option. .
Mr. Goins said that Redevelopment is accepting bids to demolish the
Rex Hotel and Consolidated Bargain Barn and suggested that the Power
House should be demolished at the same time. He is going to get in
touch with the owners.
Mr. Cecere asked whether any progress is being reported on the Bolt
property. Mr. Goins said the front porch has been removed and he
would check on further progress and report to the Board next week.
Mr. Howell moved that a petition signed by twelve residents to have
two street lights put in on Sedgwick St. be referred to the Street
Lighting Committee, seconded by Mr. Jacobs and on unanimous voice
vote the motion was carried.
Mr. Jacobs reported that the roll for Improvement Resolution 1090-1969
is ready, that the total cost would be $18,178.00 and moved that the
Board set November 26th, 1969, at 10:00 a.m. for a public hearing,
seconded by Mr. Howell and on unanimous voice vote the motion was
carried.
Mr. Howell read the following letter:

Re: Northwest Industrial Area Traffic Study
Dear Mayor Klute:
Your recent letter submitting copies of the study report entitled
"Northwest Industrial Area Traffic Study" has been received. The report
has been read with interest by members of our planning staff. Both the
City and consultant that prepared the report are to be congratulated _
on the fine presentation of the problems and alternative solutions for
them.

As noted on page 1-2 and 1-4 the location of Interstate Route 70
with its interchange at Williamsburg-Pike, provides the entire Industrial
area with easy access. The report notes that the route serves about
55% of all employees commuting from nearby towns as well as providing
service for about 60% of the other traffics generated by the industries
in the area.
An interesting note included on table 4 of the report was the

large number of employees whose residence was noted as being in such
far removed Indiana counties as Newton, Fountain, Lawrence and Whitley.
The report notes that much of the congestion is due to traffic
signals, stop signs, turning movements and un-separated railroad
crossings. At the same time the average travel speed on all routes
is slightly over 24 miles per hour which is a good average speed for
urban areas, and that it is during peak hours that speeds below
20 mph are experienced particularly on Whitewater Blvd. and N.W. "L"
Street.
The report suggests. that some alleviation of existing problems
could' be achieved by such methods as increasing intersection capacities,
elimination of some on street parking and minor widening. These of
course should be explores as a first-step solution as they can often
increase efficiency of the facility at a comparatively low cost.
The ultimate, is of course, as suggested, a modern truly adequate
facility to move the people of Richmond to and from their homes and
place of employment. The route analysis of the consultant certainly
appears valid and the recommended construction should provide for the
traffic needs.
The State Highway Commission properly has the responsibilitie,s111 .
for providing for inter-city or inter-regional traffic as is being
provided by I.R. 70 and other state routes in the Richmond area.
However, those traffic facilities that do not serve a state highway
function cannot and should not be a part of the state:.system.
Therefore, the suggested route improvement was reviewed to see
if the Highway Commission could logically be involved in its contruction.
The route should not be used for USR 40, we feel, as the relocation of USR 40 onto I.R. 70 to bypass the Richmond downtown area should
logically be carried much farther west to keep it completely out-of
the urban area rather than merely creating adverse distance fdr the
route by taking it around the northeast portion of the City then re-
turning it back down into the heavy developed northwest side of the
City then west on the already highly developed existing USR 40.
Therefore, it is respectfully suggested that the proposed construc-
tion must be considered as being logically and properly the responsi-
bility of local governmental agencies.
There are, of course, various sources of funds to aid in defraying
a portion of the costs of the improvements.
The route can be placed, upon proper application and approval,
on the county federal aid secondary system,; thus making it eligible:
for use of Federal Aid funds to reimburse up to one-half of the costs
of preliminary engineering, land acquistion and construction. As
suggested by the report cummulation building funds or a bond issue
could provide a portion of the costs. Also the use of the newly created
Arterial Road and Street Funds could provide for up to 75% of the
construction costs of the facility. .. .
However, it is not felt that the route would primarily serve
a state highway function and there state highway funds would not be
available. .

Last week, our school was visited by Captain Melvin Farr and
his driver with aerial truck, and Captain Charles Carrol and his
associates from No. 3 fire house. .Captain Bosell also had a hand
in making the arrangements.
I wish to commend these men to you. We found..them to be plea-
sant, informed and very patient, as they answered questions from
our young children. Repeating the same routines and discussions
over and over can become a very dull taks, but your "teachers"
were as enthusiastic at 11:15 as they were at 8:45.
The teachers join me in a sincere expresion of appreciation.
Kindly share our feelings with the concerned ones under your command.

Chief Berry requested the following appropriation: $4,300.00 from
M-1 Payroll to M-8 Repair of Building & Structure, this transfer is
needed to repair the boiler and furnace at #2 Fire Station and to
install new doors at #3 Station, since the new Fire truck's will not
firt the doors which were built when horse-drawn fire trucks were in
use. He suggested the possibility of widening only one of the doors at
present and Mr. Cecere suggested that the Fire Dept. do this. Mr. Howell
moved the request be approved, seconded by Mr. Jacobs and on unanimous
voice vote the motion was carried.
Chief Berry reported that the Fire Dept. could burn down most of the
buildings north of the City Building as part of its training program.
He had reservations about one of the buildings because of some wires.
Mr. Jacobs reported that, after checking the curb cut request by
Dr. Burns, he has found that it probably will not be needed.
Mr. .Howell moved that the Board authorize the City Building to be closed
on Veterans' Day and the day following Thanksgiving, seconded by Mr.
Jacobs and on unanimous voice vote the motion was carried.
Mr. Jacobs moved that proof of publication be accepted for a hearing on
Dec. Res. 4-1969, seconded by Mr. Howell and on unanimous voice vote
the motion was carried. No remonstrators appeared. Mr. Jacobs moved
the Board confirm Dec. Res. 4-1969, seconded by Mr. Howell and on
unanimous voice vote the motion was carried.
Mr. Jacobs moved that proof of publication be accepted for bids on a
police cruiser, seconded by Mr. Howell and on unanimous voice vote the
motion was carried.
One bid was received from Raper Plymouth, Inc. for a total of $3,092.78.
Police Chief Don Strahan examined the bid and said it met with specifi-
cations and recommended the Board accept the bid. Mr. Howell moved the
Board accept the bid, seconded by Mr. Jacobs and on unanimous voice vote
the motion was carried.
Mr. Howell moved that the Board order a street light installed at No.
17th St. where one had been removed to make room for a curb cut. He
said there would be no cost to the City, seconded by Mr. Jacobs and on
unanimous voice vote the motion was carried.
Mr. Howell reported that Richmond Auto Parts has been dumping debris
into the river to the point where it was damming the water and causing
water to flood the surrounding area. Mr. Jacobs said he would check
it.
Mr. Jacobs moved the Board order a "Stop" sign erected at the N.W.
corner of No. "A" and 6th Sts. facing southbound traffic, as a temporary
measure during construction work on No. "A" St. , seconded by Mr. Howell
and on unanimous voice vote the motion was carried.
There being no further business on motion duly made, seconded and carried,
the meeting adjourned. .
