Mark,
I am working to firm up the route for the new underground. Easements, etc.
We will then send the route out to the utilities to provide binding cost estimates which will take 4 to 6 months.
Then we can bid the work which will take another 2 months. Then we will pay the utilities for Phase 1 and start
construction. Bottom line, We will likely be able to complete phase 1 with the money we have. So we will not
need the loan until around 8 to 12 months from now. If we can get a loan with draws as we need it, then we can
proceed. If we have to take the money at the closing, then we probably want to wait. I am putting together a
more detailed project schedule now.

Danny: The validation is next week. What can you tell me about the project timing. I think the city collected
around 3.1mm of assessments up front, but I am thinking the city wont want to let any significant contracts
until it has cash/financing in place for the full project cost. I'll need about 4-5 weeks notice to get the financing
put together.
