A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, AUTHORIZING
THE EXPENDITURE TO THE MIAMI-DADE POLICE
DEPARTMENT POLICE ATHLETIC LEAGUE IN AN
AMOUNT NOT TO EXCEED TWO -THOUSAND DOLLARS
($2,000) FROM THE LAW ENFORCEMENT TRUST FUND
TO SUPPORT THE POLICE ATHLETIC LEAGUE;
PROVIDING FOR IMPLEMENTATION; AND PROVIDING
FOR AN EFECTIVE DATE.
WHEREAS, the Miami -Dade Police Department Police Athletic League (the "Miami -Dade
PAL") builds partnerships between youth, police, and the community through recreational, athletic,
and educational programs designed to encourage and develop good citizenship and improve the
quality of life; and
WHEREAS, the PAL has a Chapter within the Key Biscayne Police Department (the
"Department") which helps organize events such as the Annual Public Safety Day and other such
community interactive programs that serve to develop good citizenship and assist in the prevention
of crimes; and
WHEREAS, the Miami -Dade PAL, in collaboration with federal and state law enforcement
agencies throughout South Florida and the United States, and the National Football League (NFL),
created a commemorative badge in honor of the men and women who wear the badge nationwide
and for Super Bowl XLIV; and
WHEREAS, profits from the sale of all commemorative badges will benefit the Miami -Dade
PAL; and
WHEREAS, the Miami -Dade County Association of Chiefs of Police has agreed to support
that uniformed officers be authorized to wear the Super Bowl XLIV commemorative badge during
Super Bowl Week, from February 1St through February 7th, 2010; and
WHEREAS, the Village Chief of Police, Charles R. Press, wishes to support this event and
the Miami -Dade PAL and expend an amount, not to exceed $2,000.00, by purchasing
commemorative badges from the Miami -Dade PAL for all sworn members of the Department; and
WHEREAS, the Department has excess funds in the Law Enforcement Trust Fund Account,
as the result of seized assets from joint investigations between the Department and local law
enforcement agencies; and
WHEREAS, the proposed expenditure to the Miami -Dade PAL would come from the Law
Enforcement Trust Fund Account or from seized or forfeited properties or assets; and
WHEREAS, the Chief of Police has recommended adoption of this Resolution and
determined that the proposed expenditure meets the requirements of Section 932.7055, Florida
Statutes, the Florida Contraband Forfeiture Act; and
WHEREAS, the proposed expenditure to the Miami -Dade PAL would serve to support their
crime prevention programs, and is an authorized expenditure pursuant to the Florida Contraband
Forfeiture Act; and
WHEREAS, funds for this expenditure are not included in the Police Department's
operating budget costs.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF KEY
BISCAYNE, FLORIDA AS FOLLOWS:
Section 1. Recitals Adopted. That the recitals stated above are hereby adopted and
confirmed.
Section 2. Expenditure Authorized. The Village Council hereby authorizes the
expenditure of an amount not to exceed Two Thousand Dollars ($2,000.00) from the Law

Enforcement Trust Fund to the Miami -Dade Police Department Police Athletic League for the
purchase of commemorative badges.
Section 3. Implementation. The Village Manager and/or Chief of Police are hereby
authorized to take any and all action necessary to expend the funds and implement the purposes of
this Resolution.
Section 4. Effective Date. This resolution shall take effect immediately upon adoption.
