1 Call to Order
Special Magistrate S. Taylor called the Hearing to order at 5:31 p.m.
2 Administration of oath to staff/ Respondents /Witnesses
Special Magistrate S. Taylor swore in all participants for the quasi-judicial segments of the
meeting.
3 Red Light Hearings
3.1. Violation #1012000000129316
The Red -Light Hearing was cancelled for this meeting.
4 Animal Control
4.1. Case CPD22CAD033354
The Animal Control Hearing was scheduled for another day and time.
5 Code Enforcement Hearings
5.1. 21-1217
Special Magistrate S. Taylor opened Case 21-1217 stating that the owners listed
Devonne K and Delores T Daniel for the property at 443 E Cobb Ave, Crestview,
Florida were in present. Mr. Taylor asked the Code Enforcement Officer to present
their case.
Code Enforcement Officer M. Tatom presented Case 21-1217 and requested that
Exhibits 1 and 1 a be entered into the record as evidence.
Special Magistrate S. Taylor accepted Exhibit 1 and 1 a and asked if there were any
steps taken to correct or remedy any of the violations.
Code Enforcement Officer M. Tatom stated that the homeowners have used funds
from the CDBG grant for destruction of the main building and noted other work on
the property.
Delores Daniel thanked the Code Enforcement for their assistance. They exhausted
different avenues of rectifying the issues and have decided to clean the property and
sell it. Ms. Daniel requested an extension, as they are actively prepping the property
for sale.
Special Magistrate S. Taylor noted that there is a violation under Chapter 38-18. He
also noted that the owners are aware of the issues and making progress of addressing
issues. Mr. Taylor granted a 60 -day extension. He then ordered that the owner had on
or before 04/16/2023 to bring the property into compliance and if the property is not
brought into compliance by 04/16/2023 a $250 a day fine will be assessed with an
annual interest of 6.77%. There will be a cost of $250.00 to include the cost of
tonight's hearing.
5.2. 22-1031
Special Magistrate S. Taylor opened Case 21-1031 stating the owner listed is Jeffery
Bullard for the property at 248 E Walnut Avenue, Crestview, Florida and is present.
Mr. Taylor asked the Code Enforcement Officer to present their case.
Code Enforcement Officer M. Tatom presented Case 21-1031 and requested that
Exhibits 2 and 2a be entered into evidence. Mr. Raybon, City Building Inspector
spoke regarding the structural issues with the property.
Special Magistrate S. Taylor accepted Exhibit 2 and 2a and asked if there were any
steps taken to correct or remedy any of the violations.
Mr. Bullard, property owner, stated that he currently rents the property to a retired
veteran and established an agreement that in lieu of raising the rent the renter would
maintain the property, as needed. This arrangement has worked over the last fifteen
years, until recently. The property owner stated that he is in the process of addressing
the code enforcement violations.
Special Magistrate Taylor stated that the violations are evident and that there needs to
be an established timeline in addressing the roof, among the other issues. He stated
that he could lump everything together and give Mr. Bullard 30 days to clean up the
trash/debris.
Mr. Bullard, the property owner, requested 90 days to work with the roofing
contractor.
Special Magistrate Taylor suggested that Mr. Bullard communicate the progress to
the Code Enforcement Officer.
Special Magistrate S. Taylor noted that there is a violation under Chapter 38-18 and
Chapter 38-65. He also noted that the owners are aware of the issues and making
progress of addressing issues. Mr. Taylor granted a 90 -day extension. He then
ordered that the owner had on or before 05/16/2023 to bring the property into
compliance and if the property is not brought into compliance by 05/16/2023 a $250
a day fine will be assessed with an annual interest of 6.77%. There will be a cost of
$250.00 which includes the cost of tonight's hearing.
5.3. 22-1063
Special Magistrate S. Taylor opened Case 22-1063 stating that the owner listed,
Ruslan Pop for the property located at 674 Brock Avenue, Crestview, Florida who
was present. Mr. Taylor asked the Code Enforcement Officer to present their case.
The property owner, Mr. Pop, whose first language is Russian was in attendance with
an interpreter to assist him with the proceedings.
Code Enforcement Officer M. Tatom presented Case 22-1063 and requested that
Exhibits 3 and 3a be entered into the record as evidence.
Mr. Pop, stated through his interpreter, that he also had documents that he would like
to submit for evidence.
Special Magistrate S. Taylor accepted Exhibit 3 and 3a and accepted them into the
record as evidence and accepted the documents from the homeowner.
Mr. Pop, spoke through the interpreter concerning the violations.
Special Magistrate Taylor determined that Mr. Pop has made efforts in addressing the
code enforcement violations. There is a violation of the inoperable vehicles and that
there is a derelict structure. The necessary permits need to be obtained in the next 60
days and to start construction. If the property is not brought into compliance at that
time a $250 a day fine will be assessed with an annual interest of 6.77%. There will
be a cost of $250.00 to include the cost of tonight's hearing.
5.4. 22-1356
Special Magistrate S. Taylor opened Case 22-1356 stating that the owner of the
property located at 160 Patch Avenue, Crestview, Florida was not present. Mr.
Taylor asked the Code Enforcement Officer to present their case.
Code Enforcement Officer M. Tatom presented Case 22-1356 and requested that
Exhibits 4 and 4a be entered into the record.
Special Magistrate S. Taylor accepted Exhibit 4 and 4a into the record and asked if
there were any steps taken to correct or remedy any of the violations.
Special Magistrate S. Taylor noted that there are code enforcement violations. He
also noted that there seems to be no improvement on the property. Mr. Taylor then
ordered that the owner had on or before 02/16/2023 to bring the property into
compliance and if the property is not brought into compliance by 02/16/2023 a $250
a day fine will be assessed with an annual interest of 6.77%. There will be a cost of
$250.00 to include the cost of tonight's hearing.
5.5. 22-1464
Special Magistrate S. Taylor opened Case 22-1464 stating that the owner listed is Mr.
Christopher Steinmann, for the property located at 635 East Williams Avenue,
Crestview, Florida who is present. Mr. Taylor asked the Code Enforcement Officer to
present their case.
Code Enforcement Officer M. Tatom presented Case 22-1464 and requested that
Exhibits 5 and 5a be entered into the record as evidence.
Special Magistrate S. Taylor accepted Exhibit 5 and 5a into the record and asked if
there were any steps taken to correct or remedy any of the violations.
Mr. Steinmann, the property owner, informed of his efforts of rectifying the code
violations.

also noted that the owners are aware of the issues and making progress of addressing
issues. Mr. Taylor granted a 90 -days, the owner had on or before 04/16/2023 to bring
the property into compliance and if the property is not brought into compliance by
04/16/2023 a $250 a day fine will be assessed with an annual interest of 6.77%.
There will be no cost of tonight's hearing.
5.6. 22-862
Special Magistrate S. Taylor opened Case 22-862 stating that the owner listed for the
property located at 621 West Griffith Avenue, Crestview, Florida was not present.
Mr. Taylor asked the Code Enforcement Officer to present their case.
Code Enforcement Officer D. Lawson presented Case 22-862 and requested that
Exhibits 6 and 6a to be entered into the record as evidence.
Special Magistrate S. Taylor accepted Exhibit 6 and 6a into the record.
Special Magistrate S. Taylor noted that there are code enforcement violations. He
also noted that there seems to be no improvement on the property. Mr. Taylor then
ordered that the owner had on or before 02/16/2023 to bring the property into
compliance and if the property is not brought into compliance by 02/16/2023 a $250
a day fine will be assessed with an annual interest of 6.77%. There will be a cost of
$250.00 to include the cost of tonight's hearing.
5.7. 22-1283
Special Magistrate S. Taylor opened Case 22-1283 stating that the owner listed Ms.
Elsie Beck (McLeod), for the property located at 333 Martin Luther King Jr. Avenue,
Crestview, Florida was present. Mr. Taylor asked the Code Enforcement Officer to
present their case.
Code Enforcement Officer D. Lawson presented Case 22-1283 and requested that
Exhibits 7 and 7a be entered into the record as evidence.
Special Magistrate S. Taylor accepted Exhibit 7 and 7a into the record.
Ms. Beck, the property owner, addressed the steps taken to rectify the code
violations.
Special Magistrate S. Taylor noted that the only violation of Chapter 38 Section 18
B. He also noted that there seems to be improvement on the property. Mr. Taylor
then ordered that the owner had on or before 02/16/2023 to obtain a demolition
permit and if the property is not brought into compliance by 02/16/2023 a $250 a day
fine will be assessed with an annual interest of 6.77%. There will not be a cost of
$250.00 for tonight's hearing.
5.8. 22-1297
Special Magistrate S. Taylor opened Case 22-1297 stating that the owner listed, for
the property located at 698 South Main Street, Crestview, Florida was not present.
Mr. Taylor asked the Code Enforcement Officer to present their case.
Code Enforcement Officer D. Lawson presented Case 22-1297 and requested that
Exhibits 8 and 8a be entered into the record as evidence.
Special Magistrate S. Taylor accepted Exhibit 8 and 8a into the record.
Special Magistrate S. Taylor noted that there are code enforcement violations. He
also noted that there seems to be no improvement on the property. Mr. Taylor then
ordered that the owner had 90 days on or before 04/18/2023 to bring the property into
compliance and if the property is not brought into compliance by 04/18/2023 a $250
a day fine will be assessed with an annual interest of 6.77%. There will be a cost of
$250.00 to include the cost of tonight's hearing.
5.9. 22-1318
Special Magistrate S. Taylor opened Case 22-1318 stating that the owner listed
Danielle Martin, for the property located at 176 Seneca Trail, Crestview, Florida was
present. Mr. Taylor asked the Code Enforcement Officer to present their case.
Code Enforcement Officer D. Lawson presented Case 22-1318 and requested that
Exhibits 9 and 9a be entered into evidence.
Special Magistrate S. Taylor accepted Exhibit 9 and 9a into the record.
Danielle Martin, the property owner, spoke regarding the steps take to be compliant
concerning the code violations. She stated that the property may be sold in the
coming months.
Special Magistrate S. Taylor ordered that the owner had on or before 02/16/2023 to
bring the property into compliance and a $250 a day fine will be assessed with an
annual interest of 6.77%. He waived the $250.00 fee for tonight's hearing.
5.10. 22-1451
This case was removed.
5.11. 23-104
Special Magistrate S. Taylor opened Case 23-104 stating that the owner listed
Rodney EL, for the property located at 215 West Cobb Avenue, Crestview, Florida
noting he was not present. Mr. Taylor asked the Code Enforcement Officer to present
their case.
Code Enforcement Officer D. Lawson presented Case 23-104 and requested that
Exhibits 11 and 11 a be entered into the record as evidence.
Special Magistrate S. Taylor accepted Exhibit 11 and 11 a into the record.
Special Magistrate S. Taylor noted that there are code enforcement violations. He
also noted that there seems to be no improvement on the property. Mr. Taylor then
ordered that the owner had on or before 02/16/2023 to bring the property into
compliance, and if the property is not brought into compliance by 02/16/2023 a $250
a day fine will be assessed with an annual interest of 6.77%. There will be a cost of
$250.00 to include the cost of tonight's hearing.
