BOARD OF WORKS AND SAFETY OF THE CITY OF
RICHMOND, INDIANA, AUGUST 28, 1969
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in the Municipal Bldg. August 28, 1969, at the
hour of 9:00 o'clock a.m. (edst) . ' Mr. Cecere presiding with' the
following members present: Mr'. Howell, City Controller" and Mr. Jacobs,
City Engineer. The following business was had to-wit:
Mr. Howell moved that the minutes of the previous meeting be amended as
follows: The,payment to the Wolf Creek Garden Center is based on com-
pletion of 74% of the work; and the new traffic-signal maintenance
contract calls for $5.75 per light per month.
Mr. Howell moved that the minutes be approved as amended, seconded by
Mr. Jacobs and on unanimous voice vote the motion was carried.
Police Chief Don Strahan read the following letter of recommendation:

Andrew C. Cecere, President -
Gentlemen:
I recommend that Officer Scott Loper be promoted from the rank of Patrol-
man to that of Sergeant of the Traffic Division. Officer Loper joined
the Department November 16, 1965.
Officer Loper has attended several special schools, including the Law
Enforcement Officer's Training at Indiana University, 20 hrs. of F.B.I.
Service School, Federal Laboratory Tear-Gas School at Indiana, Pa. , and
the Breathalizer School at I.U. Medical Center, Indianapolis, Indiana.
He has been a member of the Traffic Division for the past 20 months, and
is well acquainted with its operation.
I wish this promotion to become effective with the pay period beginning
Wed. August 27, 1969.

Mr. Howell moved the Board approve the promotion of Officer Loper, seconded
:by Mr. Jacobs 'and on unanimous Voice vote the motion was carried.
Chief Strahan recommended that Officer John Phillip Lantz be advanced from
Probationary Patrolman to First-Class Patrolman, effective August 26, 1969,
Officer Lantz having successfully completed his probationary period. Mr.
Howell moved the Board approve Officer Lantz' s promotion, seconded by Mr.
Jacobs -and on unanimous voice vote the motion was carried.
Chief Strahan requested the Board' s permission to attend the 76th Annual
International Association of Chiefs of Police Conference at Miami, Fla. ,
Sept. 27th to Oct. 3rd. He is a member and funds are available. Mr. Jacobs
moved the Board approve the request, seconded by Mr. Howell and on unani-
mous voice vote the motion was carried.
Traffic Captain Paul Martin reported that he talked to Mrs. Dudley concern-
ing her request for a "Slow, Children Playing" sign in the 700 block of
So. 6th St. He explained to Mrs. Dudley that it is the parents' respon-
sibility to keep children out of the streets, and that -the City is dis-
couraging such signs since they give children the idea that the streets
are for them to play in. Mrs. Dudley said she understood.
Chief Strahan recommended that the Board appoint Robert William Monger,
Jr as Probationary Patrolman beginning Sept. 3. Mr. Jacobs moved the
Board approve the appointment, seconded by Mr. Howell and on unanimous
voice vote the motion was carried.

Chief Strahan reported that the "NO Parking by Order of Police" signs have
never been removed from the Gateway Shopping Center, and that after talking
to Mr. Brantner, the Chief felt that shopping center authorities have no
intention of removing the signs. Mr. Cecere said he would call Cleveland.
Mr. Richard Higgs of Hollandsburg, Ohio appeared to request permission to
hold a street dance originally planned for publicity for Youth Power,
however, Mrs. Allen of Youth Power did not want to be responsible. Mr.
Higgs said he still wanted to go ahead just to give young people something
to do. He first asked if the City would allow him to close No. 11th St.
111 between "A" and Main. Mr. Cecere suggested that he get a committee together
and come back with definite plans. Mr. Higgs said his plans are completed,
including the date of Sept. 13, 8:00 p.m. , and a group called the "No-No' s"
to furnish the music. Mr. Cecere said he was concerned about organization
and supervision, as well as neighbors. Mr. Higgs suggested as an alternate
location, Roosevelt Hill in Glen Miller Park. Mr. McBride appeared and
said he would not allow a teen-age dance in Glen Miller because in the past
the police have had to break up fights. Mr. Howell said the Board would
hold his request in abeyance until next week. Mr. Higgs said he would
check with the residents of No. llth St. and would also look into other
locations.
Mr. Ron Maze, Housing Authority Director, requested that the City vacate
No. 14th St. between "H" and "G" Sts. for a housing project. Mr. Matt
Nepote said that this request met with the approval of the Redevelopment
Commission, being within the Project "A" area. Mr. Cecere asked Mr. Maze
to submit a letter to the Board.
Captain William Griffin of the Fire Prevention Bureau, gave the following
report:
Wayne County Lumber Company -
1022 North "F" Street
On August 19, 1969, the Richmond Fire Department responded to an alarm at
Wayne County Lumber Company located at 1022 North "F" Street. The alarm
came in at 4:15 a.m. on Box .61. Companies responding were #1,#2, #3, #4,
#5, #6, the Aerial Company, Car #19, Car #21 and Car -#23. Officer in
charge was Assistant Chief Rod Rohe. Companies were dismissed at 1:43 p.m.
While Fire Marshal Harlan Green was on vacation, the charge of the office
was my responsibility. Investigation officers for this fire were Captain
William Sparks and myself.
We search through the debris of the burned out lumber storage building
and all indications showed that this could have been an electrical fire.
Most of the char was ,in the North West and North area of the building..
In the North West corner was found the electrical switches, shut o:ffs., 2
etc.. We found :two different wires with "tear drop" ends indicating groudd
shorting within the: electrical wiring.
There was no indication of forceable entry or any signs of arson.
The Fire Prevention Bureau believes there was a fair and accurate investi-
gation and findings. Photographs were taken and will be attached to this
report in our files. Until additional evidence is available, we shall
list the cause of this fire as electrical.

Mrs. Joe Bolt appearedto say that she and her husband have applied for
a loan at the First National Bank for work on their condemned property
on Locust Drive. She said the bank has said they would let them know within
a day whether the loan would be approved. Mr. Cecere told here the Board
would allow her=•until next week before awarding demolition bids, but the
Board would then expect some proof that work is to be started immediately.

Mr. Jacobs moved the Board approve the removal of a street light in the
alley between So. 5th and 6th Sts. , south of the new No. 1 Fire Station,
seconded by Mr. Howell and on unanimous voice vote the motion was
carried.
Mr. Jacobs moved the Board authorize the temporary taking out of a street
light on No. 17th St. , where a curb cut is being made. If more light is
needed, it can be hung later on an existing pole. Mr. Howell seconded
and on unanimous voice vote the motion was carried.
Mr. Jacobs reported that he would have a recommendation on the awarding
of bids on Res. 1091-1969, a Barrett Law project. He said the one bid
received was about $2,000.00 over the estimate and would have to be
negotiated.
Mr. Howell reported a Police report that Mervin Sheets was keeping a
bear and a cougar in the basement of 1025 Main St. Mr. Gedvillas said
that bears and cougars would not come under the classification of domestic
animals and therefore constituted a zoning violation and he said his
office would take care of it.
Mr. Gedvillas requested the Board to approve the following amendments to
the Building Code and the Housing Code, to be submitted to Council in
order for the City to qualify for a certificate of compliance with
federal regulations pertaining to federal aid programs: AN ORDINANCE
AMENDING ORDINANCE NO. 2231-1966, COMMONLY KNOWN AS THE HOUSING CODE
ORDINANCE OF THE CITY OF RICHMOND, INDIANA APPROVED NOVEMBER 21, 1.966,
AN ORDINANCE AMENDING ORDINANCE NO. 1700-1958, COMMONLY KNOWN AS THE
BUILDING CODE OF THE CITY OF RICHMOND, INDIANA, APPROVED DECEMBER 2, 1958,
AN ORDINANCE AMENDING ORDINANCE NO. 1700-1958, COMMONLY KNOWN AS THE
BUILDING CODE OF THE CITY OF RICHMOND, INDIANA APPROVED DECEMBER 2, 1958.
Mr. Howell moved the Board approve the request, seconded by Mr. Jacobs and
on unanimous voice vote the motion was carried.
The Clerk presented to the Board the completed estimates on Lot 25,
Abijah Moffitt, 2nd Addition, according to Declaratory Resolution 4-1969.
Mr. Howell moved the Board take the necessary steps to complete sale of
the property as outlined in Dec. Res. 4-1969, seconded by Mr. Jacobs and
on unanimous voice vote the motion was carried.
Mr. Howell moved that a request to clean a drainage ditch on Straightline
Pike he referred to the Engineer for a cost estimate, seconded by Mr.
Jacobs and on unanimous voice vote the motion was carried.
Mr. Howell presented two bills for cutting weeds, the property on So. 4th
St. , north of 1206 Bellevue Addition, Lot 88, belonging to Lucille Jones,
deceased, husband George, address unknown, $8.00; and C.T. Price 2nd
Addition, Lot 76, belonging to Haddie Brockman, 1502 Short St. , $10.00.
Mr. Howell moved the Board order the bills paid and the property assessed,
seconded by Mr. Jacobs and on unanimous voice vote the motion was carried.

Mr. Jacobs moved the Board approve a curb cut request from Nancy Davis,
1034 So. 23rd St. , for property at 224 So, 24th St. , for widening an
entry way, the request having been checked with Police and Zoning. Mr.
Howell seconded and on unanimous voice vote the motion was carried. Mr.
Jacobs suggested that the Traffic Division check to see if any light poles
are involved when they make their curb cut recommendation reports.
Mr. Jacobs moved the Board execute the contract with Plant Engineering
Systems Corp. for $2,875.00 for a preliminary study and preparation of
application to HUD for matching funds for the downtown sewer project,
seconded by Mr. Howell and on unanimous voice vote the motion was carried.
There being no further business on motion duly made, seconded and carried,
the meeting adjourned.

The Board .of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in the Municipal Bldg. , September 4, 1969 at the
hour of 9:00 o'clock a.m. (edst) . Mr. Jacobs presiding and Mr. Howell,
City Controller present. Absent: Mr. Cecere. The following_business was
had to-wit:
Mr. Howell moved that the minutes of the previous meeting be approved,
seconded by Mr. Jacobs and on unanimous voice vote the motion was carried.
Mrs. Leona Kritsch of S.W. 13th St. , presented the following petition,
signed with 28 names: .
This is a Petition to get something done about the complaints
caused by the nearby municipal swimming pool. The complaints are:
1. Trash & Litter in yards.
2. Teenagers lying in the yards thus killing the grass.
3. Teenagers lying on local residents cars.
4. Teenagers speeding, squealing tires, unnecessary hot-rodding
their cars, and also lying in the middle of the street or
snarling traffice by double parking in order to talk to
friends.
5. Constant horn blowing.
6. People that just sit in their cars to watch the pool & take up
all the parking places. along the street.
We believe if just one policeman :was stationed at the pool all day
long that these complaint's would be solved.
We realize this swimming season is almost over, but wecbn4.t want
to have to put up with the same thing next year!
Mr. Jacobs moved the Board. take the, problem under advisement and see about
setting up some rules for next summer to alleviate the situtation. Mr.
Howell seconded and on unanimous voice vote the motion was carried.
Mr. Jacobs moved to approve proof of publication for Dec. Resolution No. 1.
No one appeared to oppose the vacation of easements on property in the
Richards Addition, lots 247 through 253, inclusive, and. 280 through 290,
inclusive.' Mr. Geor-ge_,Reller presented a ratification of Declaratory
Resolution to Vacate Easement Strips. Mr. Howell moved the Board confirm
Declaratory Resolution No. 1-1969, seconded by Mr. Jacobs and on unanimous
voice vote the motion was carried. Mr. Jacobs moved the Board shall
cause to be prepared a list or roll of all the owners or holders of
_property, and of interests therein, sought to be taken or to be injuriously

affected; and, in case of the opening, laying out, change or vacation of
any street, alley or public place in such city, or within four (4) miles
thereof, a list of the owners or holders of property, or of interests
therein, to be beneficially affected by such work. Such list shall not
be confined to the owners of property along the line of the proposed
work, but shall extend to and include all property taken, benefited or
injuriously affected. In addition to such names, such list shall show,
with reasonable certainty, a description of each piece- of property be-
longing to such persons, and to be taken or to be affected, either bene-
ficially or injuriously, seconded by Mr. •Howell and on unanimous voice
vote the motion was carried.
Mr. Howell presented a request from the High School to hold a homecoming
parade on Oct. 2 in the evening. Mr. Howell moved to approve the request,
provided High School authorities cooperate with the Traffic,-Division,
seconded by Mr. Jacobs and on unanimous voice vote the motion was
carried.
Mr. Jacobs reported on the bid-taking for Improvement Resolution 1091-
1969 involving the paving of So. 17th St. The bid received was for
$13,449.00, while the cost estimate called for $11,734.59. However,
at the hearing the Board decided to extend the work to include the south
side of "F" St. , thus: Mr. Jacobs found the additional cost justified
and valid, and he moved that the Board should let the contract at the
bid price and the City should assume the cost above the original estimate,
contracts to be prepared and signed Sept. 11, 1969, seconded by Mr. Howell
and on unanimous voice vote the motion was carried.
Mr. Jacobs presented a request from Mrs. Wayne Stidham to be allowed to
hold a block party on Toddsbury Lane, Sunday, Sept. 7, from 5 p.m. until
dark. She asked to close off Toddsbury Lane at Geraldine to the end,
Toddsbury being only one block long and a dead-end street. They will
put up and remove their own barricades. All residents of the block are
involved. A similar party was held last year. Mr. Jacobs moved the
Board approve the request, coordinating with the Traffic Division,
seconded by Mr. Howell and on unanimous voice vote the motion was carried.

Captain Larry Bosell is in charge of the house to house inspections.
Captain William Sparks returned from vacation on August 15th.
Fire Marshal Green is on vacation until September 10th.
Captain William Griffin returned from the Ohio State Arson School held in
Columbus, Ohio, August 4-8. '
The Bureau was called in to investigate the cause and origin of the Wayne
County Lumber Co. fire. Cause was listed as a "ground short" .
This .month' the Bureau concentrated on the inspections of apartment houses,
dry cleaners and plants, the No. 1 Fire Zone, the public schools and
small industrial plants.
The Bureau, along with the Health Dept. , and the Bureau of Buildings, are
working on the up-dating and improving of the Glic Apartments.
On August 14th, Captain Griffin showed a film and gave a lecture to 50
boys at the Y.M.C.A.
