BOARD OF WORKS AND SAFETY OF THE CITY
OF RICHMOND, INDIANA, AUGUST 21, 1969
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in the Municipal Bldg. August 21, 1969, at the
hour of 9:00 o'clock a.m. Mr. Cecere presiding with the following
members present: Mr. Howell, City Controller, and Dan Fienning sitting
in in an advisory capacity for Dale Jacobs, City Engineer. The following
business was had to-wit:
Mr. Howell moved that the minutes of the previous meeting be approved,
seconded by Mr. Cecere and on unanimous voice vote the motion was carried.
Mr. Cecere read a letter from Elsie Dudley, 730 So. 6th, asking that a
"Drive carefully, children playing': sign be posted in her bolck since many
children play or ride bicycles in the street. Sgt. Martin said that
children should be discouraged from playing in the streets. Mr. Howell
moved the request be referred to the Traffic Division, seconded by Mr.
Cecere and on unanimous voice vote the motion was carried.
Police Chief Don Strahan recommended that the Board authorize the pro-
motion of Sgt. Paul F. Martin to the rank of Captain of the Traffic
Division, effective Wednesday, August 27, 1969, to fill the vacancy
left by Capt. Walter Stout' s retirement. Mr. Howell moved the Board
approve the promotion, seanded by Mr. Cecere and on unanimous voice
vote the motion was carried.
Chief Strahan recommended that the Police be authorized to paint the side-
walk on the south side of the Leland Motor Inn to stop cars from parking
on the sidewalk. He said officers had repeatedly spoken to Leland per-
sonnel and cars had been ticketed, but being transients, the parking
tickets were not paid. He said the same problem exists at Third and_:Main
Sts. at Bowen' s Oldsmobile. Mr. Cecere said cars in violation should be
towed away.

Mr. Cecere brought up the traffic problem at 10th St. from No. "A" to
So. "A", due to rerouting of traffic. Sgt. Martin said it would ease
up later in the day.
Mr. Cecere reviewed, for Mrs. Joe Bolt, the case against the Bolt property
on Locust Dr. which was condemned last February and for the razing of
which bids are to be opened at 10:00 a.m. Mrs. Bolt said her husband
does not want the building torn down and wants a 90-day extension to
get a loan. Mr. Cecere said the proceedings date back to February
and nothing has been done and there was no assurance that anything would
be done in the next ninety days. He wondered whether it is economically
feasible to repair the house. Building Commissioner Ed Goins said he
thought $4,000.00 would repair the building. Mr. Howell asked whether
there is an open well on the premises. Mrs. Bolt said it is covered
with boards. Mrs.Bolt said it is covered with boards. Mr. Goins
said it should have a tight cover over it. Mr. Howell said he thought
a ninety-day extension was not warranted. Mr. Cecere said any work
contemplated should be started immediately. Mrs. Bolt said they had
applied at First Federal for a loan a month ago, but Mr. Howell said
that her husband had told him he was trying to get a loan three h the
union. Mr. Cecere said the Board would open bids at 10:00 a.m. and
would hold them under advisement until next, week' s meeting. If Mr.
Bolt could show the Board some evidence of a forthcoming loan or a
work contract, the Board would not award the bids, otherwise it would.
Mr. Howell moved the Board order the R.P.U. to remove all five traffic
signals located in the intersection of No. 5th and "A" Sts. , and to
relocate temporarily the control box presently located on the southeast
corner of said intersection, as per agreement with the Library, seconded
by Mr. Cecere and on unanimous voice vote the motion was carried.
Mr. Howell moved that the Board authorize a payment of $11,984.67 to the
Wolf Creek Garden Center, based on 70% completion of the job of installing
an automatic sprinkling system in the grounds of the Municipal Bldg. ,
seconded by Mr. Cecere and on unanimous voice vote the motion was
carried.
Mr. Howell reported that Mr. Reece of R.P.U. recommended that a new
mercury light be installed at the new Miller Milk House at 17th and
Main Sts. , since a curb cut had been allowed which requires moving the
old light pole. The new light would cost $1.75 per month for electricity.
R.P.U. would charge the owner $100.00 to move the pole. The Board
decided to defer action on the matter. Mr. Cecere suggested that R.P.&L.
be consulted along with various City Departments before curb cuts are
allowed.
Bids for demolition of the Joe Bolt property were opened as follows:
A & D Excavating, $400.00, Cox Excavating, $365.00. Mr. Cecere moved
the Board take the bids under advisement until August 28, 1969, seconded
by Mr. Howell and on unanimous voice vote the motion was carried.
Bids on Resolution 1091-1969 were opened. Mr. Cecere moved that proof of
publication be accepted and filed, seconded by Mr. Howell and on unani-
mous voice vote the motion was carried. The following bid was opened:
Magaw Construction, Inc. for $13,449.00. Mr. Cecere moved the bid be
referred to the City Engineer for study and recommendation, seconded by
Mr. Howell and on unanimous voice vote the motion was carried.
Mr. Goins requested permission from the Board to attend a meeting of the
Association of Electrical Inspectors, Sept. 29, to Oct. 1, 1969, in
Tulsa, Oklahoma. Money is available. Mr. Howell moved the Board approve
the request, seconded by Mr. Cecere and on unanimous voice vote the
motion was carried.
Mr. Reece reported that the reason there are double lights in Reeveston
is that although new lights have been installed, the old lights cannot
be taken out until the transmitter can be removed without exposing
dangerous hot wires.

Mr. Cecere asked about the lights on Whitewater Blvd. Mr. Reece said that
they will be ready to be turned on by Nov. 1, 1969.
Mr. Howell reported that the City is renegotiating its contract with the
State Highway Dept. on traffic signal maintenance, with the result that
the City would receive, instead of $4.00 per month per light, $5.70 per
month per light. The City was losing money under the old contract.
Sgt. Martin reported that the Traffic Division expects to close No. 5th
• St. at "D" St. except for residents and businesses. The same procedure
is to be used at No. 6th,rand Ft. Wayne Ave. No. "A" St. will be closed
at 6th St. , with traffic rerouted to Main St. Mayor Klute asked whether
auxiliary police would be available to help direct traffic. Sgt. Martin
said they were using as many men as are available, but most have jobs in
the daytime. He said those who helped were being paid by the Gas Co.
Sgt. Martin suggested that the first block of No. 6th St. be made one-way
south-bound, temporarily, beginning Monday, Aug. 25th as a temporary
measure during the reconstruction of No. "A" St. ; and that parking be
removed from the No. side of Main St. from 3rd to 6th St. , and from the
west side of the first block of No. "A Mr. Cecere moved the Board
authorize Sgt. Martin to implement these suggestions, seconded by Mr.
Howell and on unanimous voice vote the motion was carried.
The Mayor reported that construction of the new No. 1 Fire Station is
fairly close to schedule.
Mr. Howell moved that the Board define those who are to receive holiday
pay in the Police and Fire Dept. as those who rank, in the Fire Dept.
under Battalion Chief, and in the Police Dept. , under Captain. Mr.
Cecere seconded and on unanimous voice vote the motion was carried.

Mr. Fienning said that the City' s weed cutter had quit. The Mayor
suggested that the City try the Youth Power office.
