Safety of the City of Richmond, Indiana, met in regular session in the Municipal Building, July 31, 1969, at the hour of 9:00 o'clock a.m. (edst) . Mr. Cecere presiding with the following members present: Mr. Jacobs, City Engineer. Mr. Howell, City Controller was absent. The following business was had to-wit: Mr. Jacobs moved that the minutes of the previous meeting be approved, seconded by Mr. Cecere and on unanimous voice vote the motion was carried. Mr. Matt Nepote, Excecutive Secretary of the Redevelopment Commission appeared in regard to the Commission's desire to purchase property located at 15 No. "H" Street, and owned by the City. Mr. Cecere moved that the Clerk prepare a Declaratory Resolution for-Council to have appraisers- appointed, seconded by Mr. Jacobs and on unanimous voice vote the motion was carried. A request was presented from the Department of Parks and Recreation for a transfer of $1,500.00 from Groceries, N.W. 7th St. Park to Food for Animals. Mr. Jacobs moved the Board approve the request, seconded by Mr. Cecere and on unanimous voice vote the motion was carried. Mr. Bill Fahribach from A & F Engineers presented the finished Traffic Signal Study for No. and So. "A" Sts. , containing materials list for each intersection, specifications, cam charts outlining sequencing, progression charts for continuous flow of traffic north and south as well as east and west, and timing charts. Sgt. Martin will present the study to the proper State authorities. Mr. Jacobs moved that the Study be referred to the Engineer for evaluation, seconded by Mr. Cecere and on unanimous voice vote the motion was carried. Mrs. Fredonna Newlin appeared to inquire into the status of condemnation of proceedings against a house located in the 800 block of Locust Road. The neighborhood would like the house torn down. Mr. Joe Bolt, owner, has obtained a building permit which was revoked July 29th, due to the owner's failure to undertake any improvements. Mr. Cecere moved that the Clerk write a registered letter to Mr. Bolt, notifying him that he has fialed to comply with the written order of the Building Commissioner and that the Building Commissioner has made a report to the Board of Works. Therefore, the Board of Works now causes written notice to be served on the owner to appear before the Board at 10:00 o'clock a.m. , August 7, to show cause why the order of the Building Commissioner should not be complied with, at which time the Board will consider whether or not the order should be carried out. Mr., Jacobs seconded and on unanimous voice vote the motion was carried. Mr. George Porter, one of a group of students at Miami University, appeared to ask permission of the Board for his group to paint house numbers on curbs throughout the City. The group is proposing to do this as a- service, soliciting voluntary donations from house owners. Mr. Porter explained that the service makes for uniform numbers and addresses are easier to locate. His group has painted numbers in Hamilton, Middletown, Cincinnati, and Columbus, Ohio, and is currently working in Anderson, Indiana. They use highway paint, 4 inch black letters on 6 by 12 inch white blocks. Mr. Jacobs moved that the Board give permission to the group to paint house numbers on City curbs, Page 75 provided they check with the Traffic Division, and provided that at no time will they represent themselves as employees of the City or make any claim of backing by the City when asking for donations, seconded by Mr. Cecere and on unanimous voice vote the motion was carried. The following is a copy of the literature the students intend to give to property owners: A NEW HOUSE NUMBER IS ON YOUR CURB - LOOK AND SEE! IF AT NIGHT -- III 1. You call a Doctor, a Taxicab or an Ambulance 2. You receive a Wire, or special delivery pkg. 3. Out-of-town friends arrive. 4. You need a Baby Sitter or a Plumber. They will find your house number quickly and without mistake by simply looking on the curb. This service is being sponsored throughout the City by college students who help pay their expenses by working during the summer. There is not charge for this service, however, we do accept donations. Officials have expressed their enthusiastic endorse- ment of a uniform house numbering system. We believe that it is of benefit to everyone - don't you? Please save a donation and a smile for the student who calls at your door. Thank you, THE STUDENTS Assistant Fire Chief Rohe presented a request from Robert Crawley to be removed from the Fire Prevention Bureau. Chief Berry's recommendation is that his rank be changed from Captain to that of 2nd Engineer and that he be stationed at Company #5, "B" Trick, effective July 31, 1969. Mr. Jacobs moved that the request be approved, seconded by Mr. Cecere and on unanimous voice vote the motion was carried. Mr. Cecere presented a complaint by Councilman Elstro that a bank at 916-918 So. 8th is washing to the sidewalk. The property is owned by Pauline Scheibler. Mr. Cecere moved that the problem be referred to the City Engineer, seconded by Mr. Jacobs and on unanimous voice vote the motion was carried. Resolution 1089-1968, Toschlog Road, Sanitary Sewer, a Barrett Law Project,:;a hearing was held. Mr. Cecere moved that proof of publication be accepted and filed, seconded by Mr. Jacobs and on unanimous voice vote the motion was carried. No remonstrators appeared. Mr. Jacobs moved that the Board sustain the preliminary assessment as indicated on the roll by confirming the preliminary assessment against all lots described therein, and that the assessment roll shall be delivered to the City Controller as prescribed by statutes, seconded by Mr. Cecere and on unanimous voice vote the motion was carried. Mr. Jacobs moved the Board approve a transfer resolution for Council within the Engineer's budget for $100.00, $50.00 from Tires and Tubes, and $50.00 from Other Garage and Motor Supplies, to Other Supplies, seconded by Mr. Cecere and on unanimous voice vote the motion was carried. Mr. Jacobs recommended that the Board execute a contract with Pass Electric of Greenwood, Ind. , for traffic signals for the intersections of No. and So. "A" Sts. , at 5th and llth Sts. Pass Electric submitted a low bid of $23,936.45. Mr. Cecere seconded and on unanimous voice vote the motion was carried. Mr. Jacobs moved that the following report on weed complaints be accepted, seconded by Mr. Cecere and on unanimous voice vote the motion was carried.
