Vacation plans for department heads should be made in consulta- tion with the Mayor. GENERAL PROVISIONS No vacation shall be granted to full time employees during the first six months of employment. No vacations will be granted during the first week of'January each year and after December 15th of each year. The above provisions are based upon continuous employment only. An employee whose employment is terminated, then returns to such employment at a later date, shall be considered a new employee. Building Commissioner Ed Goins submitted two bids he has received for the demolition of the building at No. 5th and "C" St. ; A & D Excavating: $75.00; and Marzell`=Webster, $150.00. Mr. Goins also submitted bids he has taken for the demolishing of property of Rev. Tyree of Louisville at 321-323 No. 4th as follows: A&D Excavating, $600.00; Cox Excavating, $700.00; and Calvin Knox, $900.00. Mr. Goins recommended that the Board award both contracts to A & D Excavating, low bidder. Mr. Jacobs moved that the Board accept Mr. Goin' s recommendation, seconded by Mr. Howell and on unanimous voice vote the motion was carried. Mr. Cecere presiding with the following members present: Mr. Howell, City Controller, and Mr. Jacobs, City Engineer. The following business was had to-wit: Mr. Howell moved that the May 29, minutes be amended. The ninth paragraph from the end should state that Police Chief Don Strahan's estimate of $2,200 is fro moving of Police garage equipment to a new location, seconded by Mr. Jacobs and on unanimous voice vote the motion was carried. Chief Strahan recommended that the Board advance Officer Edward Duane Bratton from Probationary Patrolman to First Class Patrolman, Officer Bratton having satisfactorily completed his probation. The appointment is to be effective June 17, 1969. Mr. Jacobs moved the Board approve the request, seconded by Mr. Howell and on unanimous voice vote the motion was carried. Chief Strahan requested permission to send Detective Sgt. Donald L. Knoob to the Winona School of Professional Photography, to be held at Winona Lake, Indiana, July 6-12, to enroll in a course of Law Enforcement and Page 57 Legal Forensic Photography. Funds are available for this project. Mr. Howell moved the Board grant permission, seconded by Mr. Jacobs and on unanimous voice vote the motion was carried. Chief Strahan read the following letter: June 18, 1969 Donald L. Strahan Chief of Police Police Department Richmond, Indiana Dear Chief: I am submitting to you my formal resignation as a member of the Richmond, Indiana, Police Department effective midnight Tuesday, July 22, 1969. At that time I will have completed twenty years, six months, and twenty-two days. I will be starting my thirty days vacation period Monday, June 23, 1969. I would like to thank you personally for your co-operation and support since you have been appointed Chief of Police. At the same time I would also like to express my personal thanks to Chief Lucas Rohe, Chief Dan Mitrione, Chief Orville Conyers, and Chief William Stultz for their interest and support in contributing to my successful career as a Police Officer. I am very grateful to those who have been instrumental in regards to the training and education that I have received. If there is any one group that I owe my sincere appreciation to, it is the Board of Public Works and Safety. To the members of the present board and to those members of the past boards, I am indeed grateful for their understanding and devotion, for without their keen judgement and foresight we could not have been able to complete the dreams that have be- come realities. Much has been accomplished and there is still much to be done. With continued relationship as I have experienced through the years I have conficence that Richmond will once again shine with pride. To. my fellow officers I leave with them a challenge to dedicate them- selves to develop respect and understanding -to the citizens they serve, pledging to put forth tireless effort to make Richmond a better place to live and work. I feel it has indeed been an honor to have had the priv- lege to have served in the capacity as a Police Officer in this City. I have had many regarding experiences but the most outstanding is having been able to serve as Captain of the Traffic Division. Charles K. Cline, Sunday School Superintendent of the Grace Baptist Church, appeared before the Board to ask permission, on behalf of his church, to place a- booth at the corner of 8th and Main Sts. , on yet un- determined Saturday, to accommodate two teenagers who would pass out Gos- pel literature. He said the teenagers would at all times be supervised by adults. Mr. Cecere explained that althoughthe proposed=project is worthwhile, the Board could not grant specific use of the City sidewalks to any groups, sidewalks being public and designed for movement of pedes- trian traffic. Mr. Cline agreed that the youngsters' project could be carried on without a booth. Mr. Jacobs moved that the Board execute the contract with RCA for radio equipment, seconded by Mr. Howell and on unanimous voice vote the motion was carried. Board members signed the contract. Page 58 Fire Chief William Berry reported that the rescue unit sponsored by the Jaycees will soon be delivered, and said. that RCA has asked that the City assure payment for a two-way radio which is being purchased by the Jaycees. Mr. Howell thought we should enter into a verbal agreement. Chief Berry discussed the use of fireworks by private individuals and asked that newspaper publicity be given to safety hazards of some of them. He said that some companies have made up packages containing both legal and illegal fireworks, and said that those packages will be confis- cated. Mr. Jacobs reported that damages have been assessed to be paid for ease- ments in connection with Resolution 1090-1969, a Barrett Law project, in the amount of $43.50 to each of the following two property owners: John 0. and Norma S. Strater, and Clinton S. and Mildred Plyley. The payments are to cover 10-foot easements across each of the lots. Both owners have been notified by certified mail. Mr. Cecere set July 3rd, 1969, as the date for remonstrances. Mr. Jacobs moved the Board authorize paying the damages, seconded by Mr. Howell and on unanimous voice vote the motion was carried. Goins, Commissioner Bureau of Buildings Mr. Howell submitted a request from Street Commissioner Elmer Toschlog to authorize the taking of bids for a van type truck for the Street Depart- ment paint crew, with a 1952 Chevrolet truck as trade-in. Mr. Howell moved that the Board advertise to take bids for the truck on July 10, 1969, seconded by Mr. Jacobs and on unanimous voice vote the motion was carried.
