said there would be no insurmountable traffic problems. Mr. Cecere
wrote a letter to thetGas Co. telling them that the new pipe should be
installed immediately, beginning at the west end.
Mr. Jacobs moved that the Board approve a curb cut request by the Miller
Corp. at No: 17th and. Main Streets, seconded by Mr. Howell and on unani-
mous voice vote the motion was carried.
Mr. Jacobs moved the Board approve a change order in the Toschlog Road
sanitary sewer project, deleting four service lines and lowering the
cost by approximately $700.00.
Mr. Howell reported that the clean-up of the No. 17th St. dump has been
completed, including the installation of a fence -and gate.
There being. no further business on motion duly made, seconded and carried,
the meeting adjourned.

BOARD OF WORKS AND SAFETY OF THE CITY
OF RICHMOND, INDIANA, JUNE 12, 1969
The .Board of Public Works and Safety of the City of Richmond, Indiana, met
in regular session in the Municipal Bldg. , June 12, 1969 at the hour of
9:00 o' clock a.m. (edst) . Mr. Cecere absent with Mr. Jacobs presiding and
Mr. Kent Klinge sitting in an advisory capacity, Mr. Howell present.
The following was had to-wit:
Mr. Howell moved that the minutes of the previous meeting be approved,
seconded by Mr. Jacobs and on unanimous voice vote the motion was carried.
Fire Chief William Berry appeared to request the Board to approve a
transfer of funds in his budget within the category of supplies, of $150.00
from Tires and Tubes to Office Supplies. Mr. Jacobs moved the Board
approve the request, seconded by Mr. Howell and on unanimous voice vote the
motion was carried.
Traffic Captain Walter Stout conveyed a request from Mrs. Ronald E. Moore,
3490 Dorothy Lane, for permission to block off a section of Dorothy Lane
froni 3:00 p.m.. until midnight, June 14, to hold a block party. Mr. Howell
moved the Board approve the request, seconded by Mr. Jacobs and. on unani-
mous voice vote the motion was carried.
Chief Berry submitted the following request:

I would like, to preant Rod Rohe and would like to give you a
brief resume of his career on the Richmond Fire Department.

Promoted to Captain: January 1-, 1964 -
Promoted to Battalion Chief: -January 1, 1968 111.
He has been on the department for 21 years. He has attended
the following sdzools:
Ohio State Fire School
Fire Dept. Promotional & Officer' s Training Program.
Rescue & First Aid School at Purdue
Advance pumptraining at Chicago Fire Dept. , Ill.
At this time I would like to recommend Rod Rohe to be appointed
Assistant Fire Chief of the Richmond Fire Department.

Mr. Howell moved the Board confirm the appointment of Rod Rohe as Assistant
Chief effective June 13, 1969, seconded by Mr. Jacobs and on unanimous voice
vote the motion was carried.
Captain Stout recommended that the Board authorize the removal of parking
from Main Street from 3rd St. to 10th St. during the time of the construc-
tion of the gas main.. This would help the congested conditions due to
gas main construction and work on No. "A" St. Mr. Jacobs explained that
the Gas Co. expects to begin work on the gas main about July 1. It is
planned that No. 5th St. not be closed until after the Gas Co. constructicn
is beyond 5th St. The possibility of converting Main St. to a one-way
St. for a short period of time is also contemplated. Mr. Howell moved that
the Police Department be given permission to remove parking from Main St.
during the gas main construction, seconded by Mr. Jacobs and on unanimous
voice vote the motion was carried.
Mr. Jacobs made the following recommendation, and moved for its adoption,
seconded by Mr. Howell and on unanimous voice vote the motion was carried:

Re: Report on Bids for
Phase I - North "A"
On May 29, 1969 the Board of Public Works and Safety received-one bid for
the subject project.-- This bid was in the amount of $110,329.30, from
DeBolt Concrete Co. , Inc. , Richmond, Indiana.
After review of the bid and comparison of the bid with the estimate for the
work I hereby recommend that the bid be rejected in its entirety and that
new bids be advertised and received on several items of the original bid
only. These items are the embankment, site preparation, asphalt pavement,
sewers, and guardrail. I hereby recommend further that bids be received
on June 26, 1969.

Police Chief Don Strahan read the following letter:

Dear Mayor Klute:
I am-_pleased to advise you that the highway safety project - "Chemical
Tests for Intoxication School" - submitted by the City of Richmond has beat
approved by the National Highway Safety Bureau. Federal funds in the
amount requested in the project application are obligated for participatim
in actual costs incurred under the project.
The project director, Mr. Don L. Strahan, will be notified as to the
necessary procedure for obtaining reimbursement for project expenditures.
I am enclosing a copy of the approved project application for your
information.

He said the City would receive a reimbursement of about $300.00.
Chief Strahan requested permission to send Patrolman Edward Duane Brattont
the basic Law Enforcement Training Course to which he has been admitted.
The course is conducted by the Indiana Law Enforcement Training Board from

June 23, to August 1, at Indiana Central:College, as a pilot program
similar to the program that will be conducted at the new State Law En-
forcement Academy which is -to be built in the near future. Mr. Jacobs
moved the Board approve the request, seconded by Mr. Howell and on unani
mous voice vote the motion was carried.
Mr. Jacobs moved that the Board ask for bids to, be opened July 17th for
traffic signals on No. "A" St. , at 5th and llth Sts. , and So. "A" St. at
5th and llth Streets. Specifications have been drawn up by the A & F
Engineering Co. of Indianapolis. Mr. Howell moved that the Board approve
the taking of bids, seconded by Mr. Jacobs and on unanimous voice vote
the motion was carried.
Mr. Jacobs explained that much confusion has arisen over the decision by
the Sanitary Commission to discontinue separate pick-ups of garbage from
j homes. He said that the 1920 ordinance under which the City has been
operating stated that "all liquids should be drained off" garbage, and
that the same rule applies now, except that the wrapped and drained
garbage is to be placed into the same containers with the trash. Two of
three crews which had been picking up garbage will in the future work on
trash pick-up while the third will pick up garbage from commercial estab-
lishments. He also explianed that the one cubic yard container rule
applied only to businesses, not to residences, and that users may share
a container.
Mr. Howell submitted the following City Employee vacation schedules:
POLICY ON VACATIONS
Employees of the City of Richmond, Indiana, excepting the Police and Fire
Deoartments, shall be subject to the following rules and regulations:
VACATIONS
(1) Vacation shall be earned by all full time employees at the rate of '
5/6 of one working day for each full month of continuous employment but
not to exceed ten (10) working days per year. Employees working on part
time basis shall earn vacation at the rate of 1/2 of the above vacation rate.
Vacation will not be credited to1umporary, contractual or employees
working less than half time.
(2) Employees shall be eligible for bonus vacation leave' upon completion
of four (4) years of continuous full time employment and for various
years thereafter according to the following schedule. The bonus vacation
leave will be added at the end of the fourth year anniversary date and
on every anniversary date thereafter of continuous service as follows:
1 day - 4 years 7 days - 12 years
2 days - 5 years 8 days - 13 years
3 days - 6 years 9 days - 14 years
4 days - 7 years 10 days - 15 years
5 days - 8 years 11 days - 16 years
5 days - 9 years 12 days - 17 years
5 days -10 years 11 days - 18 years
6 days - 11 years 12 days - 19 years
After 20 years - 12 days bonus vacation leave will be added on the anni-
versary date for each year of continuous service thereafter. Bonus
vacation leave is considered as working days.
(3) Department heads shall determine the time and amount of vacation
that shall be taken at one time, except that in all cases employees are
limited to four (4) calendar weeks at any one time. Further more, the
department head shall not grant an employee to take more than (5) days
of unearned vacation in advance during any calendar year.
If the employee has anticipated vacation or holiday leave, and separated
from the service before actually earning such leave, payment for leave
used but unearned shall be deducted from the final payment of salary.

No vacation shall be granted to full time employees during the first six
months of employment, or to part time employees during the first twelve
months of employment, but upon completion thereof, regular vacation leave ,
shall be allowed for time served during such periods.
(4) Vacation shall not be charged on legal holidays.
Vacation schedules will be arranged within each department by the department
heads or someone he disignates. Once vacation schedules are arranged, they
should be cleared with the Mayor and the Board of Public Works and Safety.
Vacation plans for department heads should be made in consultation with the
Mayor.
GENERAL PROVISIONS
All of the above provisions shall not be accumulative from year to year
and are based upon the calendar year with the exception of vacation time
earned by a new employee having served less than six months during his -
first calendar year.
The above provisions are based upon continuous employment only. An employee
whose employment is terminated, then returns to such employment at a later
date, shall be considered a new employee.
Leave of absence granted for good and sufficient reasons approved by Board
of Public Works and Safety. -

POLICY ON VACATIONS
Employees of the City of Richmond, Indiana Fire Department will follow this
procedure for taking vacations.
VACATIONS
(1) Vacation shall be earned by all full time employees at the rate of 7
calendar days after six months continuous employment and 14 calendar days
after 1 year continuous employmente
(2) Employees shall be eligible for bonus vacation leave upon completioncof
four (4) years on continuous full time employment and for various years
thereafter according to the following schedule. The bonus vacation leave
will beadded at the end of the fourth year anniversary date thereafter
of continuous service as follows:
, 1 day - 4. years 9 days - 12 years
2 days - 5 years 10 days - 13 years
3 days - 6 years 11 days - 14 years
4 days - 7 years 12 days - 15 years
5 days - 8 years 13 days - 16 years
6 days - 9 years 14 days - 17 years
7 days - 10 years 15 days - 18 years
8 days - 11 years 16 days - 19 years
After 20 years - 16 calendar days bonus vacation leave will be added on the
anniversary date for each year of continuous service thereafter, not to exceed
a maximum of 30 calendar days vacation. Bonus vacation leave is considered
as calendar days.
(3) Department heads shall determine the time and amount of vacation that
shall be taken at one time, except that un all cases' employees are limited
to thirty (30) calendar days at any one time.
(4) Vacation schedules will be arranged within each department by the depart-
ment head or someone he designates. Once vacation schedules are arranged,

they should be "cleared" with the Mayor and the Board of Public Works and
Safety. . Vacation plans for department heads should be made in consulta-
tion with the Mayor.
GENERAL PROVISIONS
No vacation shall be granted to full time employees during the first six
months of employment.
No vacations, will be granted during the first week of January each year
and after December 15th of each year.
The above provisions are based upon continuous employment only. An
employee whose employment is terminated, then returns to such employment
at a later date, shall be considered a new employee.

Mr. Jacobs moved the policy be adopted, seconded by Mr. Howell and on
unanimous voice vote the motion was carried.
Building Commissioner Ed Goins submitted two bids he has received for the
demolition of the building at No. 5th and "C" St. ; A & D Excavating:
$75.00; and Marzell`.Webster, $150.00. Mr. Goins also submitted bids he
has taken for the demolishing of property of Rev. Tyree of Louisville at
321-323 No. 4th as follows: A&D Excavating, $600.00; Cox Excavating,
$700.00; and Calvin Knox, $900.00. Mr. Goins recommended that the Board
award both contracts to A & D Excavating, low bidder. Mr. Jacobs moved
that the Board accept Mr. Goin' s recommendation, seconded by Mr. Howell
and on unanimous voice vote the motion was carried.
There being no further business on motion duly made, seanded and carried,
the meeting adjourned.

The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in the Municipal Building, June 19, 1969 at the
hour of 9:00 o'clock a.m. (edst) . Mr. Cecere presiding with the following
members present: Mr. Howell, City Controller, and Mr. Jacobs, City Engineer.
The following business was had to-wit:
Mr. Howell moved that the May 29, minutes be amended. The ninth paragraph
from the end should state that Police Chief Don Strahan' s estimate of
$2,200 is fro moving of Police garage equipment to a new location, seconded
by Mr. Jacobs and on unanimous voice vote the motion was carried.
Chief Strahan recommended that the Board advance Officer Edward Duane
Bratton from Probationary Patrolman to First Class Patrolman, Officer
Bratton having satisfactorily completed his probation. The appointment
is to be effective June 17, 1969. Mr. Jacobs moved the Board approve the
request, seconded by Mr. Howell and on unanimous voice vote the motion
was carried.
Chief Strahan requested permission to send Detective Sgt. Donald L. Knoob
to the Winona School of Professional Photography, to be held at Winona
Lake, Indiana, July 6-12, to enroll in a course of Law Enforcement and
