On Friday, April 11, 1969, Captain Crawley and Captain Williams showed a
film, "Every_ Second" County" and gave a demonstration on Cardio pulminory-
resucitation and First Aid. This was at the American Red Cross and 100
people were in attendance.
Captain Crawley and Captain Williams gave a 45-minute recitation to voca-
tional classes at Pleasant View School on "Making a Career of the Fire
Department" . Slides on training were also shown, 55 pupils were present.
The Fire Prevention Bureau had to close the' Clark' s Super 100 Service' Station
at 110 East Main Street down for necessary gasoline repairs. Indianapolis
sent over a repairman immediately. Repairs were made and the Station was
re-inspected and allowed to reopen the same day.
The Fire Prevention Bureau spent considerable time with Hayes Appliances
Division to change their cutting torches from Liquid Petroleum Gas over to
Natural Gas.
The Fire Prevention Bureau is starting to make rooming house inspections with
other departments in the City.
The Fire Prevention Bureau is still working on the investigation as to the
possible cause of the fire at W.T. Grants Store.

John Miller of Miller' s Dairy appeared to ask permission to move a light pole
in order to install a driveway for a new milkhouse. Mr. Cecere told him to
submit a plot plan and get approval, then he can have the light pole moved.
Mr. Howell moved that the Board refer the request by the South Side Baptist
Church for a church parade on June 14 to Captain Stout, since no representa-
tive of the Church has appeared.
There being-no further business on motion duly made, seconded and carried,
the meeting adjourned.

BOARD OF WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, MAY 22, 1969
- The Board of Public Works and Safety of the City of Richmond, Indiana, met
in regular session in the Municipal Bldg. May 22, 1969, at the hour of
9:00 o'clock a.m. (edst) . Mr. Jacobs presiding. Mr. Howell, City Controller
present and Mr. Klinge sitting in an advisory capacity only, during Mr.
Cecere' s absence for part of the meeting.
Mr. Howell moved that the minutes of the previous meeting be approved,
seconded by Mr. Jacobs and on unanimous voice vote the motion was carried.
Mr. Denton appeared for the South Side Baptist Church to request permission
to hold a church parade to promote Teen College for Christ, June 14, from
6:00 to 6:30 p.m. The parade will consist of about 10 decorated cars and
will follow a short route in the vicinity of the Church at So. 6th and "0"
Sts. Captain Stout of the Traffic Division foresaw no problems, and Mr.
Howell moved the request be granted, seconded by Mr. Jacobs and on unanimous
voice vote the motion was carried.
Assistant Fire Chief William Berry recommended that Captain Harlan Green be
promoted to Chief of the Fire Prevention Bureau, effective May 23, 1969.
Mr. Howell moved that the Board authorize the appointment, seconded by Mr.
Jacobs and on unanimous voice vote the motion was carried.
Chief Berry recommended that Donald Atkins be appointed as probationary
fireman effective May 24, 1969, having fulfilled all requirements for the

Fire Department. Mr. Howell moved the appointment be approved, seconded
by 'Mr. Jacobs and on unanimous voice vote- the motion was carried..,
Chief Berry reported having received a request for a fire hydrant in the
Crestdale Addition on Idlewild Drive. Mr. Howell moved that Chief Berry
investigate the situation and report back to the Board May 29, seconded by
Mr. Jacobs and on unanimous voice vote the motion was ,carried.

Winchell Hays appeared on behalf of the American Legion to request per-
mission to hold Memorial Services at, the FreedomFountain on May 30th at
11:00 a.m. Mr. Jacobs suggested he get in touch with Captain Stout to
work out the details. Mr. Howell moved the request be approved, seconded
by Mr. Jacobs and on unanimous voice vote the motion was carried.
Mr. Jacobs reported having received a request for a curb cut at No,. 9th and
"A" Sts. by the Palladium Item. Captain Stout recommended that the first
two stalls at the entrance of the parking lot be eliminated to prevent
people from backing out into the street. There were no objections from
City Plan. Mr. Jacobs moved the request be approved, seconded by Mr.
Howell and on unanimous voice vote the motion was carried.
Mr. Jacobs read a note from the Clerk stating that the deadline for the
Council agenda for the June 2 meeting has been moved up from 11:30 a.m.
Firday to the same hour on Thursday, due to the Memorial Day holiday.
Mr. Howell read a notice of a hearing on the annual assessment for periodic
maintenance of the Quigg Ditch, from the Joint Wayne County, Indiana &
Preble County, Ohio Drainage Board. ' The hearing is, to! be held• 'at the Wayne
Co. Courthouse, Surveyor' s Office, at 2:00 p.m. , Juen 23, 1969.
Captain Stout reported a request from Magaw Construction, Inc. for parking
restriction in front of their office on Hawkins Road. Captain Stout re-
commended- that this be done for safety and better visibility. Mr. Jacobs
moved that the Board authorize the placing of two No Parking signs and
have the curb painted yellow in the designated area, seconded by Mr. Howell
and on unanimous voice vote the motion was carried. -

Dear Mayor:. .
The City of Richmond, Indiana has experienced during the year of
1964 some 982 automobile accidents, with 5 persons being killed and 188
persons injured. During 1965 there were 1,060 accidents with 7 persons
--killed and 192 persons injured. In 1966 there were about 1,271 accidents,
5 persons were killed and some 241 persons injured. During the year of
1967, 1,265 accidents took place killing only 1 person and injuring 282.

For the year of 1968 there were 1,285 accidents, 3 persons killed and 270
persons injured.
There were about 45,000 auto license plates sold to residents of
Wayne County during the year of 1967 and about 49,000 license plates sold
during 1968. Since January 1st, 1969 to May 19, 1969 about 35,000 vehicle
license plates have been sold to residents of Wayne County.
We definitely feel there are two main reasons why the City of Richmond
has been able to "hold the line" regarding the number of traffic accidents
as well as persons being killed and injured. Those two reasons being first
of all an excellent selective enforcement program involving quality of,.
traffic arrests and not volume. We have taken a closer look at the major
causes of accidents and their frequency regarding location and have attacked
the problem in this manner. Secondly we feel an untiring amount of effort
has been put forth to improve the method of handling traffic in the City.
As a result of improved traffic engineering we have been able to widen
streets, remove parking, added turn lanes, cut curb radius, retimed traffic
signal lights, added pedestrian signals, broadened the street painting
program, construction of traffic islands, improving the one way street
program, and up-dating of all traffic control signs.
Despite the fact the entire state as well as the nation has seen a
definite increase in the number of accidents and persons being killed and
injured, Richmond has been able to stay well below the average per registered
vehicles and vehicle miles traveled. The citizens of Richmond and Wayne
County as well as our Ohio neighbors deserve the most credit, as they have
cooperated and have shown the proper attitude. _

Police Department
Mayor Klute commended the Police Department for their work in holding down
the number of accidents, and proclaimed May 24 to May 30 Safety Week. He
111- said he believed it appropriate to call the publics' attention to safety this
particular week because of the added traffic through Richmond due to the
500-mile race. Captain Stout thanked the Board for its cooperation in the
safety program.
Mr. Stephen Sherrow, who had been adked to appear before the Board concerning
his property at No.. 5th and "C" Sts. , did not appear. The Clerk reported
having sent him notice with a requested return. There had been no return,
and the Post Office had been unable to deliver the letter. Since it is
Post Office policy to allow the addressee ten days to pick up a registered
letter, the Board .decided to wait until the May 29 meeting to see' if Mr.
Sherrow would appear.
Mr. PaullDavis, owner of the property located at 435-437 Main St. , appeared
together with Mr. Richard Brantner, to show why a condemnation order issued
by the Building Commissioner April 22, 1968 should not be complied with.
Mr. Davis said that at the time he was under the impression that_ the entire
block would be condemned and wrecked. . He said that he has a common wall
with property owned by Mrs. Mercurio and' Mr.. Brandenburg, and to wreck his
building separately of the other two would add considerable expense and might
expose him to liability suits due to the common wall, and a common roof line
with the Brandenburg building. Mr. John Sayre, representing Mrs. Mercurio,
owner of the building located at 431-435 Main Street, agreed that both
buildings should be wrecked at the same time. He asked for two week' s time
to work out an agreement between Mrs. Mercurio and Mr. Davis. Building Com-
missioner Ed Goins agreed that there was a problem. He said the Branden-
burg building has not been condemned because it meets Housing Code standards.
The buildings are in a Redevelopment area but can't be purchased until the
Neighborhood Development Plan application is approved. Mr. Jacobs moved
that both Davis and Mercurio be granted two weeks to work out an agreement
on wrecking procedures, and that, meanwhile, Mr. Goins, Mr. Davis and Mr.
Brandenburg meet to discuss the effects of the wrecking of the Davis Build-
ing on the Brandenburg Building, seconded by Mr.. Howell and on unanimous
voice; vote, the motion was carried.

Police Chief Don Strahan recommended the appointment of Garlan Joe McNew
as probationary patrolman in the Police Department effective May 28,
Mr. McNew having passed the necessary tests and requirements. Mr. Howell
moved the appointment be approved, seconded by Mr. Jacobs and on unani-
mous voice vote the motion was carried.
Mr. Klinge examined proof of publication for the Needmore Sewer project.
Mr. Jacobs moved that the proof of publication be accepted and filed, seconded
by Mr. Howell and on unanimous voice vote the motion was carried.
One bid was opened from DeBolt Construction Co. for $20,150.20 at a unit
cost of $7.00 per foot and $400.00 per manhole. Mr. Jacobs moved that
the bid be referred to the Engineer for 'study and recommendation, seconded
by Mr. Howell and on unanimous voice vote the motion was carried.
Park Commissioner Don McBirde appeared to request that the Board remove
parking at the entrance to Clear Creek Park at West Main and 13th Sts.
Mr. Jacobs moved that the Board approve "No Parking or Standing" on West
Main St. (south side) from the entrance of Clear Creek Park to the 13th
and Main intersection, seconded by Mr. Howell and on unanimous voice vote
the motion was carried.
Mr.. Klinge examined proof of publication for the two bids for two-way
radio equipment and alarm system for the Fire Department. Mr. Jacobs moved
that the proof of publication be accepted and filed, seconded by Mr. Howell
and on unanimous voice vote the motion was carried.
The following bids were then opened: (see attached sheet)
Mr. Jacobs moved the bids be referred to the Fire Department and the
Engineer for study and recommendation, seconded by Mr. Howell and on unani-
mous voice vote the motion was carried.
Chief Strahan requested permission to attend the Indiana Association of
Chiefs of Police Conference at Elkhart, Indiana, `June 8 through 12. Funds
are available. Mr. Cecere moved for approval of the request,, set onded by
Mr. Jacobs and on unanimous voice vote the motion was carried.
Mr. Jacobs reported having received weed complaints about Lot 1, Lin-Kay
Place and the property owned by Charles Smith on Pinehurst Drive. Both
owners have been contacted and have not complied. Mr. Jacobs moved that
the Board order the weeds cut at both properties and bill the owners, seconded
by Mr. Howell and on unanimous voice vote the motion was carried.
Mr. Howell presented a petition by residents of the 900 block of So. 17th
to install a street light in the block, using the utility pole already in-
stalled. Mr. Howell moved that the request be referred to the Street
Lighting Committee, seconded by Mr. Jacobs and on unanimous voice vote the
motion was carried.
Mr. Howell reported a request from Miss Hazel Risinger, 2002 So. 14th St.
for additional street lights on So. "B" St. from the tenth St. Park east
for several blocks. She complained of uneven sidewalk, littered streets,
and a parked motorcycle. Mr. Jacobs moved the street light request be
referred to the Street Lighting Committee, the sidewalk problem to the
Engineer and the motorcycle to the Police Department, seconded by Mr.
Howell and on unanimous voice vote the motion was carried.
Mr. Cecere asked the Board to consider the request by Councilman Hilligoss
that Street Department employees be reimbursed for holidays worked on the
same basis as are police and fireman., Mr. Jacobs moved that Street Depart-
ment employees who work on holidays be given an additional day's pay at
the rate of two holidays this year,, four next year, and six the following
year. This schedule affects only one person since only one man is on
duty for the Street Department on holidays, seconded by Mr. Howell and
on unanimous voice vote the motion was carried.
Captain Stout recommended that the Board• approve a request from the Tarum
Shrine Club for a change in a parade permit granted earlier. The new
schedule calls for a parade on July 19 at 3 p.m. , to start in the 1500
block of East Main St. proceeding west on East Main to the 1st block South
of 4th Street, where it will disburse. The Shrine asked for permission to.
use the blocksof No. and So. 15th, 14th and 13th Sts.. for assembling the
parade. The purpose of the parade is to promote a Shrine-sponsored circus

on August 6th. Mr. Jacobs moved the request be approved, seconded by Mr.
Howell and on unanimous voice vote the motion was carried.
Mr. Richard Brantner requested permission to block off part of So. "B" St.
east of 46th St. , and all of 45th St. from June 13-29, for the Homerarama
show. There are no people living in those locations. Mr. Jacobs moved
the request be approved and suggested Mr. Brantner get in touch with Cap-
tain Stout for-arrangements, seconded by Mr. Howell and on unanimous
voice votethe motion was carried.

Mr. Brantner recommended to the Board that it study, together with the
Fire Prevention Bureau, apartment projects in the City for adequate fire
protection and fireproof construction.
The Board approved that the City intervene in the Gas Co. rate increase
case.
There being no further_business on motion duly made, seconded and carried,
the meeting adjourned.

The Board of Public Works and Safety of the City of Richmond, Indiana, met
in regular session in the Municipal Bldg. , May 29, 1969 at the hour of
9:00 o'clock a.m. (edst) . Mr. Cecere presiding with the following members

Mr. Jacobs asked that the minutes of the May 22, meeting be amended to show
that he made the recommendation concerning the elimination of the two parking
stalls at the entrance of the parking lot in regards to the Pallidium-Item
curb cut request. Mr. -Jacobs moved that the minutes be approved as amended,
seconded by Mr. Howell and on unanimous voice vote the motion was carried.
Mr. Cecere reported having attended a pre-trial hearing in Indianapolis ;
before the Public Service Commission where the Gas Co. is petitioning for a
rate increase. Future hearings are scheduled for August 4, and 25, in the
Public Service Commission office in Indianapolis, and a field hearing to be
held in Richmond in the City Council Chambers on Aug . 28 at the City' s
request. The Board of Works has filed a formal petition to intervene- in
the increase case because- it felt the increase excessive, the Gas Co. having
failed to render all services required of it. The pre-trial hearing con-
cerned itself chiefly with setting a test year for purposes of determining
expenditures and income. The gas Co. asked that the year from-May- 1, 1968
to April 31, 1969 be designated as the test year, a position which Mr. Cecere
opposed on the ground that it was not a typical year as to Gas expenditures
on maintenance, however the Commission felt that the most recent year should
be used, although proper adjustments will be made. Mr. Cecere urged all
concerned citizens to attend the local hearing.
