BOARD OF WORKS AND SAFETY OF THE CITY
OF RICHMOND, INDIANA, MAY 15, 1969
The Board of Public Works and Safety of the City of Richmond, Indiana, met
in regular session in the Municipal Bldg. May 15, 1969 at the hour of
9:00 o'clock a.m. (edst. ) . Mr. Cecere presiding with the following members
present: Mr. Howell, City Controller, and Mr. Jacobs, City Engineer, the
following business was had to-wit: .
Mr. Howell moved the minutes of the previous meeting be approved, seconded
by Mr. Jacobs and on unanimous voice vote the motion was carried.
Mrs. Hoskins reported that the minutes of May 1, 1969 should be amended to
read that Lewis Lakes was promoted to the rank of Captain instead of Engineer,
Mr. Howell moved that the minutes of May 1, 1969 be amended as such, seconded
by Mr. Jacobs and on unanimous voice vote the motion was carried.
The Clerk reported having attended the annual conference of the Indiana Clerk
and Clerk-Treasurer's League, together with Deputy Cleirk; Virg[nia Cook, the
first time that Richmond has been represented in 16 years.
Police Chief Don Strahan read the following letter of resignation:

Gentlemen
As of May 20, 1969, I have completed twenty years service on the
Richmond Police Department. At this time, I request that I be placed on
pension, ($298.33) per mo) .
I especially want to thank this administration and all previous admin-
istrations for the kindness and consideration shown me during my twenty
years of service. .
I am leaving the department, at this time, as there are other business
interest and ambitions that I want to devote my full time.

Chief Strahan requested that the Board accept the resignation of Hollis Lowe.
Mr. Cec,ere so moved, Mr. Howell seconded and on unanimous voice vote the

Chief Strahan recommended the appointment of Michael Kent LaFuze as probation-
ary patrolman in the Richmond Police Department effective May 21, 1969.
Mr. Howell moved that the Board make the appointment, seconded by Mr. Jacobs
and on unanimous voice vote the motion was carried.
Chief Strahan requested permission to send Captain Louis Gibbs and Chief
Strahan to, a,weapon:s,;senninar, at the Williams Gun Sight Co. , Davi-son, Michi-
gan, June land 3. Funds are available. Mr. Jacobs moved that the Board
approve the request, seconded by Mr. Howell and on unanimous voice- vote
the motion was carried.
Chief Strahan requested permission to send Officers Charles Benner, Dan
Wogoman, and Sgt. Paul Martin to the Chemical Tests for Intoxication School
at the Indiana University Medical Center, Indianapolis, from June 16 to
June 21. Mr. Jacobs moved that the Board approve the request, seconded by
Mr. Howell and on unanimous voice vote the motion was carried.
Chief Strahan requested the Board's permission to attend, together with
Major Doren, the International Police Seminar on Law Enforcement Informa-
tion and Communication Centers on May 27 and 28, in Cincinnati, Ohio.
Funds are available. Mr. Jacobs moved that the Board approve the request,
seconded by Mr. Howell and on unanimous voice vote the motion was carried.

Fire Chief Donavon Johnson read the following letter of resignation:

Gentlemen:
After over twenty-six (26) years on the Richmond, Indiana Fire Department
I- have decided to retire. My relationship with the City has been good through-
out the years and I have appreciated the steady employment, good working con-
ditions and good fellowship with other city employees.
I feel that I, too, in some small way have been instrumental in improving
our fire department as to its education on fire and its causes, the extinguish-
ment of fire, public relations, modernizing and schooling of the department
personnel and fire prevention to the general public. Again, gentlemen, I
thank the City for my years of good employment.
This resignation is to be effective May 14, 1969.

Mr. Howell moved that the Board accept with regrets the resignation of Fred
Klotz, seconded by Mr. Jacobs and on unanimous voice vote the motion was
carried.
Building Commissioner Ed Goins submitted a letter from Rev. Joseph D. Tyree
concerning a condemnation order issued against a building located at 321-323
No. 4th ,Rev, .Tyree asked the Building Commissioner to proceed to take
bids for the wrecking and removal of the structure. Mr. Cecere moved the
Board so authorize Mr. Goins, seconded by Mr. Jacobs and on unanimous voice
vote the motion was carried.
Mr. Goins reported that his efforts to reach Mr. Stephen Sherrow, 1422 Liberty
Ave. , regarding property located at No. 5th and "C" Sts. , have been unsuccess-
ful, and he therefore asked the Board to have Mr. Sherrow to appear before it.
Mr. Jacobs moved that Mr. Sherrow be asked to appear May 22, at 9:00 a.m. to
discuss the property, seconded by Mr. Howell.,and on unanimous voice vote the
motion was carried.
Mr. Goins reported that Mr. Paul Davis of Muncie, owner of property at 5th
and Main Streets, has taken out a wrecking permit following condemnation orders
issued April 22, 1968, however he has failed to wreck the building. Mr. Cecere
moved that the Building Commissioner made a report to the Board of Works stating
that the owner failed to comply with the written order of the Building Com-
missioner, and that on Sept. 6, 1968, the owner got a Building Permit No. 583
and has failed to wreck and demolish the building. Therefore the Board does
hereby cause written notice to be served on said owner to appear before it on
May 22, 1969, at 9:30 a.m. , to show cause why the order of the Building Com-
missioner should not be complied with, seconded by Mr. Jacobs and on unani-
mous voice vote the motion was carried.
Mr. Goins reported that an adjoining building, 431-433 East Main, owned by
Margaret Mercurio, was condemned Sept. 11, 1968, an order which has not been
complied with. Mr. Cecere moved that Margaret Mercurio be asked to appear
before the Board at 9:30 a.m. , May 22, 1969, to show cause why the order of the
Building Commissioner should not be complied with, seconded by Mr. Jacobs and
on unanimous voice vote the motion was carried.

Cambridge City, Indiana
Mayor Klute reported that No. 2 Project Clean is ah) ut to be started by the
Fire Department. The project involves house-to-house visitations of every
home and commercial establishment in the City in order to detect fire hazards.
The project is to be conducted on the basis of councilmanic districts, three
weeks to be spent on each district. The Mayor expressed the hope that the
public would cooperate by admitting the fireman, who have no legal right to
enter the premises. He stressedd that the object is not to look for legal
violations but to make helpful suggestions for the sake of the property owners'
safety. Anyone who wants a more thorough inspection than is called for by this
project may call the Fire Prevention Bureau.
The Mayor expressed appreciation for the long years of service by Fire Marshal
Klotz.

On April 8, 1969, Captain Green, Captain Williams and Captain Crawley gave a
talk, demonstrations and showed a film to 100 school custodians and matrons
at Vaile School. The film was "Our Obligation" and demonstrations were on
the use of fire extinguishers.
On April 9th & 10th, 1969, Captain Crawley and Captain Williams showed films
"In Case of Fire" and "Pulse of Life", aslo gave talk and demonstrations to
90 Junior High School girls in a special Baby Sitting Program, Mini-Mothers,
at the Wayne County Chapter of the American Red Cross.

On Friday, April 11, 1969, Captain Crawley and Captain Williams showed a
film, "Every- Second County" and gave a demonstration on Cardio pulminory-
resucitation and First Aid. This was at the American Red Cross and 100
people were in attendance.
Captain Crawley and Captain Williams gave a 45-minute recitation to voca-
tional classes at Pleasant View School on "Making a Career of the Fire
Department" . Slides on training were also shown, 55 pupils were present.
The Fire Prevention Bureau had to close the- Clark' s Super 100 Service' Station
at 110 East Main Street down for necessary gasoline repairs. Indianapolis
11/ sent over a repairman immediately. Repairs were made and the Station was
re-inspected and allowed to reopen the same day.
The Fire Prevention Bureau spent considerable time with Hayes Appliances
Division to change their cutting torches from Liquid Petroleum Gas over to
Natural Gas.
The Fire Prevention Bureau is starting to make rooming house inspections with
other departments in the City.
The Fire Prevention Bureau is still working on the investigation as to the.
possible cause of the fire at W.T. Grants Store.

John Miller of Miller' s Dairy appeared to ask permission to move a light pole
in order to install a driveway for a new milkhouse. Mr. Cecere told him to
submit a plot plan and get approval, then he can have the light pole moved.
Mr. Howell moved that the Board refer the request by the South Side Baptist
Church for a church parade on June 14 to Captain Stout, since no representa-
tive of the Church has appeared.
There being-no further business on motion duly made, seconded and carried,
the meeting adjourned.

The Board of Public Works and Safety of the City of Richmond, Indiana, met
in regular session in the Municipal Bldg. May 22, 1969, at the hour of
9:00 o'clock a.m. (edst) . Mr. Jacobs presiding. Mr. Howell, City Controller
present and Mr. Klinge sitting in an advisory capacity only, during Mr.
Cecere' s absence for part of the meeting.
Mr. Howell moved that the minutes of the previous meeting be approved,
seconded by Mr. Jacobs and on unanimous voice vote the motion was carried.
Mr. Denton appeared for the South Side Baptist Church to request permission
to hold a church parade to promote Teen College for Christ, June 14, from
6:00 to 6:30 p.m. The parade will consist of about 10 decorated cars and
will follow a short route in the vicinity of the Church at So. 6th and "0"
Sts. Captain Stout of the Traffic Division foresaw no problems, and Mr.
Howell moved the request be granted, seconded by Mr. Jacobs and on unanimous
voice vote the motion was carried.
Assistant Fire Chief William Berry recommended that Captain Harlan Green be
promoted to Chief of the Fire Prevention Bureau, effective May 23, 1969.
Mr. Howell moved that the Board authorize the appointment, seconded by Mr.
Jacobs and on unanimous voice vote the motion was carried.
Chief Berry recommended that Donald Atkins be appointed as probationary
fireman effective May 24, 1969, having fulfilled all requirements for the
