HomeMy Public PortalAbout03-20-1969 Page 14 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 20, 1969 The Board of Public Works & Safety of the City of Richmond, Indiana, met in regular session in the Municipal Building, March 20, 1969, at the hour of 9:00 o'clock a.m. Mr. Cecere presiding with the following members present: Mr. Howell and Mr. Jacobs. The following business was had to-wit: Mr. Jacobs moved that the minutes of the previous meeting be approved, seconded by Mr. Howell and on unanimous voice vote, the motion was carried. Mrs. A. C. Van Pelt appeared to present the following petition:.. We, the undersigned residents of the EAST SIDE OF SOUTHWEST SECOND STREET BETWEEN SOUTHWEST "E" STREET AND SOUTHWEST "F" STREET do respectfully request the Board of Public Works and Safety to consider some sort of park- ing restriction in front of the four (4) residential properties in this block. This side of the street's parking facilities are used primarily by high school students driving to school and not parking in their designated area (High School Parking Lot). They park their cars in such a manner that it is extremely dangerous and at times practically impossible for the residents of 505 Southwest Second Street to back out of their driveway. All of our properties are used by these same students for improvised picnic areas and depositories for their trash. Since there are no parking spaces for any of us during school hours we would appreciate a 2-hr parking limit in this area. We could at least use the space in front of our homes a part of the time. Mr. Cecere explained the City's position, that it is not obligated to pro- vide on-street parking for residents, and asked if it would not be possible for the High School to restrict sutdent drivers. Captain Stout of the Traffic Division explained that the High School has not taken this posi- tion with regard to sutdents driving automobiles. He suggested that it would be possible to forbid parking within several feet of Mrs. Van Pelt' s driveway. The Board ordered Captain Stout to study the problem and do whatever possible to alleviate the situation. Assistant Fire Chief William Berry recommended that Jackie Klopfer be pro- moted from probationary fireman to regular fireman, effective March 18, 1969. Mr. Howell moved this be approved, seconded by Mr. Jacobs and on unanimous voice vote, the motion was carried. Sixth District Councilman Jerry Geier asked the Board to vacate a street near Salisbury Road between the Commons and Del Layne additions in order to prevent a future traffic problem. There being no objections from the Police and Fire Departments and the Housing Authority, Mr. Cecere referred the request to the City Engineer for further study and the preparation of a resolution. Sgt. Paul Martin of the Traffic Division presented a report on his inves- tigation of the complaint by Allan Carpenter of 1201 Butler St. , presented to the Board March 13, of a pedestrian hazard on Bridge Avenue between North 16th and the first bridge north. Sgt. Martin reported that a hazard does exist and that several people who use this route day and night, and recommended that a three-foot walkway be built with an asphalt curbing separating the walkway from the traveled protion of the street. Mr. Cecere moved that the City Engineer be asked to lay out plans for a three-foot walkway with asphalt curbing, following the Police Department recommen- dation, on the South side of the road, and that the Street Department do the work as soon as the weather permits, seconded by Mr. Howell and on Unanimous voice vote, the motion was carried. Captain Stout reported that he would have a street painting program ready to present to the Board at its next meeting, and hopes to coordinate with the utilities and the Street Department. Philip Houser of the Bureau of Buildings appeared to ask the Board to require the owners of the following properties to appear before it to show why they haven't complied with condemnation orders: the structure located at 1217 South "J" St. ; the structure located at 411 South 9th Page 15 Street; the structure located at 1804 North "F" St. Mr. Cecere moved that the Board write to all three property owners, serving notice to appear before the Board on April 3, at 10:00 a.m. and show cause why the order of the Building Commissioner should not be complied with. At' that time the Board shall hear and consider the matter, and after hearing the evidence will either affirm, modify or rescind the order. Mr. Jacobs seconded, and on unanimous voice vote, the motion was carried. Mr. Houser also reported having received a request for the moving of a house now located on National Road between the Imperial 400 and the Holi- day Motels_to a new lccation in Ravinia Park. The Board asked Mr. Houser to notify the owners to make their request to the Board in person, since more information is needed and several departments are involved. The Board considered a request for a curb cut at 1912 Straightline Pike by National Cash Register. Mr. Jacobs reported that there had been no objec- tions by the Traffic Division and from the Zoning Administrator and<;moved that the Board approve the request, seconded by Mr. Howell and on unani- mous voice vote, the motion was carried. Resolution 1090-1969, Construction of a Sanitary Sewer on South 12th St. , proof of publication presented and examined,. Mr. Cecere moved that the proof of publication be accepted and filed, seconded by Mr. Howell and on unanimous voice vote, the motion was carried. Several residents appeared at the public hearing. Mr. John Strader, 2140 South 12th Street asked what the estimated cost would be. Mr. Jacobs told him it was $18,178, and would cost the property owners approximately $400.00 per lot. He added that the figure would probably be lowered because addi- tional residents on Boston Pike would also be assessed. He explained that those people who will be required to grant easements to the City for the construction of the sewer would be reimbursed. Several property owners wanted to know if they would have troubles with water backing up into their basements. Mr. Jacobs said no, and that where the basements were exception- ally low, the sewer could be lowered another foot. John Strader, owner of Lot No. 47, part of which lot will be condemned for the sewer right-of-way , was present and did not remonstrate against condemnation. Mr. and Mrs. Clinton S. Plyley, owners of Lot 26, parts of which will be condemned for sewer right-of-way, did not appear and did not file any written remonstrances. Mrs. Melvin Varvel, contract buyer of Lot 26, did appear but did not remon- strate. No remonstrances were filed or voiced against the condemning of parts of lots 47 and 26 for sanitary sewer easement. Mr. Cecere therefore moved that the Board confirm the original resolution 1090-1969, condemning the property. Mr. Howell seconded and on unanimous voice vote, the motion was carried. Mr. Cecere moved that the Board advertise for bids on the sanitary sewer to be opened April 10, 1969, seconded by Mr. Howell and on unanimous voice vote, the motion was carried. Several of the property owners complained about junk cars and an open ditch at 2101 South 12th and the property across the street. Mr. Cecere assured them charges would be filed. Mr. Jacobs presented the follaroing letter to the Board: March 12, 1969 Board of Public Works Dale Jacobs Gentlemen: As a result of our discussions, we understand that the edge of the grade from new Third Street will extend down into old Third Street so that there will not be sufficient room for trucks to operate in and out of our loading docks. Therefore, Swayne, Robinson & Co. will rebuild theri loading docks so that trucks can be loaded within the area of old Third Street as shown on the attached sketo.h. Page 16 In -consideration of this the City will agree to the following: The City will vacate to Swayne, Robinson & Co. what is to remain of old Third Street between the North and South boundary lines of the Swayne, Robinson & Co. factory building as shown on the ,:attached sketch. It is understood that the edge of the grade line from new Third Street will allow at least thirty-two feet of turning space from the South edge of the semi-trailer loading door. This is the South door of the two overhead doors on the East side of our building. The City will provide adequate sewer drainage from both ends of old Third Street. It is understood that because of the reduced width of old Third Street, it will be necessary for trucks to first pull onto North Third Street beside the Hayes factory and then back across North "A" Street into old Third Street as shown on the enclOsdd sketch. Mr. Cecere moved that the City Engineer be asked to compile materigl to prepare a resolution to comply with the request, seconded by Mr. Howell and on unanimous voice vote, the motion was carried. Mayor Klute announced that he has called a special committee into being to recommend solutions to the City Bus problem. He said he has con- Mayors of cities of comparable size to Richmond and will discuss their suggestions with the committee when it meets Friday morning.. The Mayor also announced plans for a City-wide recognition dinner, honor- ing members of Board and Commissions who give freely of their time without recompense. The dinner will be held April 10, 1969 in Earlham Hall, speaker to be announced later. Mr. Cecere presented the following letter to the Board: March 6, 1969 Mr. Andrew Cecere, President Board of Public Works & Safety Dear Mr. Cecere: The bridge on U.S. 40 over the Whitewater River in Richmond has been inspected by personnel of the Divison of Design and Maintenance Department. A copy of the inspection report is attached. The deterioration of concrete, due to action de-icing materials, seers to be the main problem with this sturcture. There appears to be no structural distress at this time. Periodic inspections will be made to keep us informed as to the condition of the structure. /s/ F. L. Asbaucher Chief Highway Engineer Board members signed a duplicate of an agreement to construct a sanitary sewer along the west side of South 23rd Street from South "L" to South "M" Street. The original contract was signed October 17, 1968 and was lost. There being no further business on motion duly made, seconded and carried, the meeting adourned. /s/ Andrew C.
