HomeMy Public PortalAbout03-13-1969 Page 10 Building Commissioner Claude Goins reported that in February his office authorized construction in the amount of $3,749,418.00 and permit fees totaled $6,025.00. His department has made 163 inspections. Mr. Jacobs reported that R.W. Clinton & Assoc. are ready with a design and specifications for an automatic sprinkler system for the grounds around the new City Building, with an estimated cost of $24,000.00. Mr. Jacobs suggested the Board set a bid date so that the work could begin soon so as not to hold up landscaping. Park Commissioner McBride suggested that a manual or semi-manual system would be more satisfactory and much cheaper..,Mr. Jacobs siad that the Board could ask for alternate bids. 111 Mayor Klute said the High School should be consulted because of their experience with the watering system for the ,athletic fields. Mr. Jacobs moved that the Board ask for bids with alternates to be opened March 27, seconded by Mr. Howell and on unanimous voice vote, the motion was carried. Mr. Howell reported that the State Tax Board had approved the additional appropriation for Fire Station No. 1, and consequently Board members signed contracts with B & B Electric, Keenco, Inc. , and Oberle & Keller Construction Co. Mr. Cecere moved that the Board authorize the execution of an agreement be- tween RP&L and Reid Memorial Hospital relative to the construction of a new power substation, seconded by Mr. Howell and on unanimous voice vote, the motion was carried. The following business was had to-wit: Mr. Jacobs moved that the minutes of the previous meeting be approved, seconded by_jMr. Howell and on unanimous voice vote, the motion was carried. Fire Chief Donavon Johnson recommended the following promotions: 1) James Shepard has usccessfully completed his one=year probationary period on the Richmond Fire Department, I recommend that Mr. Shepard be advanced to a regular fireman effective March 11, 1969. 2) Harold Wayne Jackson has successfully completed his one-year pro- bationary period on the Richmond Fire Department, I recommend that Mr. Jack'son be advanced to a regular fireman effective March 11, 1969. Police Chief Don Strahan presented Jack Alley Myers to be advanced from Probationary Patrolman to First Class Patrolman, having satisfactorily com- pleted one year of probation, effective March 11. Mr. Howell moved this be approved, seconded by Mr. Jacobs and on unanimous voice vote, the motion was carried. Page 11 Captain Walter Stout of the Traffic Division made a report of a traffic survey conducted at South 5th and "P" Streets, in answer to a request by some of the mothers of Southview School children to place a traffic guard at the intersection. Results of the survey were reported as follows: - A traffic survey was conducted by the Traffic Division on Firday, March 7, 1969 and Monday March 10, 1969 with the following listed results. • 111 7:55 A.M. to 8:20 A.M. Total pedestrians crossing So. 5th St. - 29 Elapsed Time 25 Minutes, total vehicles entering intersection - 44 11:32 A.M. to 11:39 Total pedestrians crossing So. 5th St. - 36 Elapsed Time 7 minutes, total vehicles entering intersection - 43 12:24 P.M. to 12:45 P.M. Total pedestrians crossing So. 5th St. - 32 Elapsed time 21. minutes, total vehicles entering intersection - 57 3:30 P.M. to 3:45 P.M. Total pedestrians crossing So. 5th St. - 40 Elapsed time 15 minutes, total vehicles entering intersection - 92 A traffic survey was conducted by the Traffic Division at the intersection of South 5th and "P" Street on Monday October 7, 1968 for a similar request regarding safety of the school children crossing South 5th Street and the following listed results were recorded. 7:55 A.M. to 8:20 A.M. Total pedestrians crossing So. 5th - 34 Elapsed time 25 minutes, total vehicles entering intersection - 63 3:30 P.M. to 3:40 P.M.Total Pedestrians crossing So. 5th St. - 39 Elapsed time, 10 minutes, total vehicles entering intersection - 69 After careful consideration and study we make the following recommendations: ' First of all, steps should be taken to have sidewalks installed in the 400 and 500 blocks of4South "P" St. A safety assembly should be held at the school and a film regarding pedestrian safety should be shown with a Police Officer from the Police Department on hand for a short safety lecture, this would help make official any suggested safety measures regarding how and when to cross the street. School officials should be contacted and a request be made for the possibility of a school safety patrol to be assigned at the in- tersection in question. Due to the lack of sufficient funds there is nothing available at this time to hire an adult school crossing guard for the inter- section. It is our opinion that no additional stop signbe installed for North or Southbound traffic on South 5th Street as the volume of traffic falls way short of the minimum warrants for a stop sign. One other possi- bility might be considered and that is the changing of time for the school students to be dismissed. I have no idea if this is feasible or not. Respectfully submitted, /s/ Capt. Walter Stout, Traffic Division Mr. Cecere told the mothers who were present that no funds were available for placing a crossing guard at the intersection, and suggestions were made for either using school children; as guards or asking parents to volunteer. It was learned that school policy was against using children guards except in the immediate vicinity of the schools. Mr. Cecere said that the City was forced to follow the guidelines of the Traffic Division since it was impossible to place guards at every intersection where children crossed, and he emphasized that the schools, parents, and the Police Department must share the responsi- bility of safety education for children. He added that a sidewalk would have to be a Barrett Law project and the people involved would have to be consulted. Chief Strahan suggested that PTA's try to change school policy regarding using children crossing guards. Mr. Cecere said someone would be in touch with the schools regarding a safety program and the Police would pay particular atten- tion to patrolling the area. Page 12 Chief Strahan presented a request from Mr. Hanes of Richmond High School to have a police car with two uniformed men escort the Richmond basket- ball team to the tournament in Indianpolis, Saturday. Mr. Jacobs moved this be approved, seconded by Mr. Howell and on unanimous voice vote, the motion was carried. Richard W. Bodiker of the Wayne, Union and Randolph Counties Area Council, UAW-CAP presented a request for wider parking slots on the Municipal Parking Lot on No. .10th St. between Main and North "A". Captain Stout explained that this was the first Municipal Parking Lot, created about 20 years ago, when cars were narrower. The Board referred the request to City Engineer Jacobs to redesign the lot. Captain Stout reported on the parking situation on South 5th Street, re- commending that parking be restricted to two hours on 5th, 6th and 7th Sts. but questioned the timing of the action. The Board referred the problem back to the Traffic Division for further study, preparatory to submitting an Ordinance to Council. Allen Carpenter appeared regarding a visual obstruction on Ridge Avenue. Sgt. Martin of the Traffic Division went with Mr. Carpenter to inspect the problem. Captain Stout reported that Federal funds on a matching basis have been made available for a survey and design for new traffic signals on North and South "A" Streets, necessitated by the rerouting of Rt. 40. William Fehribach of A & F Engineering of Indianapolis, said the study would cost $12,000.00, one half of which the City would get back. Mr. Howell will check with the State Board of Accounts whether it is feasible to use funds from the Off-Street Parking Fund for this purpose. Mr. Cecere explained to Mr. Fehribach that the Board intended for this study to be made as soon as funds are available. Street Commissioner Elmer Toschlog reported that the Street Department sweeps approximately 15,000 miles of street annually, at a cost of $4.30 per hour or $1.54 per mile, compared to an average cost in comparable cities of $8.75 per hour and $2.99 per mile, according to an article in Cities and Towns. Mr. Jacobs presented for approval standard specifications for street re- pairs to be followed by all contractors. Mr. Jacobs moved that the re- commended standards be accepted, seconded by Mr. Howell and on unanimous voice vote, the motion was carried. Mrs. Glen Swindell, 3033 National Road West appeared to complain of trains blocking railroad crossings, saying that on March 5th she waited on North 15th crossing from 9:43 a.m. to 10:29 a.m. for the gates to open. Mr. Cecere said that the City Ordinance specified that trains not block cross- ings for more than five minutes except in emergencies. He explained that the Board has done everything in its power to make the railroads comply, and the only action left is to arrest the engineer. He said this would be done. Bureau of Buildings requested permission for the Clerk to present an Ordinance to Council for an appropriation of $175.00 within the Bureau of Buildings Budget. Mr. Howell moved this be approved, seconded by Mr. Jacobs and on unanimous voice vote, the motion was carried. Bureau of Buildings also requested permission for the Clerk to present a Resolution to Council for the transfer of $256.00 within the Bureau of Buildings Budget, Mr. Howell moved this be approved, seconded by Mr. Jacobs and on unanimous voice vote, the motion was carried. Mr. Goins asked the Board to authorize the removal of the street light on the North 5th Street parking lot for the construction of the new No. 1 Fire House. Mr. Jacobs moved that the Clerk be asked to notify the RP&L of the order to remove this light, seconded by Mr. Howell and on unani- mous voice vote, the motion was carried. Mr. Paul Wuertenberger appeared requesting permission for the Music Boosters Association to conduct a City-wide solicitation on April 19th for Top Value or Green Stamps for the purchase of a Harp for the High School Music Depart- ment. It was decided that the Board's approval was not necessary for soli- citation in residential areas. Mr. Jacobs reported that a curb cut request by W. H. Gillespie at 700 South 17th Street met with no objections from either the Traffic Division or the Zoning Board and recommended that the Board approve the request. Mr. Jacobs moved that this be approved, seconded by Mr. Howell and on unanimous voice vote, the motion was carried. Mr. Howell requested that the Clerk be instructed to prepare an Ordinance for Council for additional appropriations for the Board of Works Budget. Appropriate $2100.00 from General Fund Cash Operating to General J-18 (3-31-312) Fuel Oil, "Supply". Mr. Jacobs moved this be approved, seconded by Mr. Howell and on unanimous voice vote, the motion was carried. Mr. Cecere requested that the City Engineer check into a situation of piece of property owned by Johns Manville between School St. and Indiana Avenue, now being used as a path, with a view to acquiring this property as a dedi- cated street.
