BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, MARCH 6, 1969
The Board of Public Works & Safety of the City of Richmond, Indiana, met
in regular session in the City Hall, March 6, 1969, at the hour of 9:00
o'clock a.m. Mr. Cecere presiding with the following members being pre-
sent: Mr. Howell and Mr. Jacobs. The following business was had to-wit:
Mr. Jacobs moved that the minutes of the previous meeting be approved,
seconded by Mr. Howell and on unanimous voice vote, the motion was carried.
Mrs. Robinson and other representatives appeared to present the following
petition to the Board:
"We, the undersigned, parents of children attending Southview School
request that adequate safety measures be taken to protect children at the
crossing of South 5th and "P" Streets.
We feel this crossing is of more than average danger. Factory traffic
in the district is the heaviest at the times children go to and from school
at noon and afternoon. Traffic will be increased further now that Wallace
Metal has set their quitting time at 3:30 which coincides with school dis-
- missal. There is minimum precaution now, only a school sign, and this is
not slowing traffic. Too, vision is obstructed by cars parked in the 1500
and 1600 blocks and children frequently have to get in the street before
they can tell if it is safe to cross.
Several previous requests regarding this situation have been made
verbally. This is the second time in writing that we have asked for more
adequate safety measures for children crossing at South 5th and "P" Streets.
We feel this deserves your serious and immediate consideration.
Five (5) pages of signatures were attached to the petition. Captain Stout
said the intersection had been checked in October 1968, but he would pre-
pare a new traffic survey to see if the situation has changed. He will
report back to the Board, March 13.
Mr. Greenley from the Corner Shoee Store at South 5th and "A" Streets
appeared concerning parking on South 5th St. between "A" and "B" Streets.
He asked that parking in that block be restricted to two hours, to prevent •
all-day parking. Mr. Jacobs said that additional parking would be avail-
able soon on South 6th which he felt would relieve the situation. Captain
Stout said he would look into the matter and make a recommendation to the
Board.
Mr. Ed Brantner appeared concerning signs in the Gateway Shopping Center
which read "No Parking by Order of Police". Mr. Cecere explained that the
signs should be removed because they lead the public to believe that they
are official police signs even though the police has no power to enforce
them on private property. He said unenforceable signs make it more dif-
ficult to enforce valid police orders. Mr. Brantner explained that the
signs had been there for six years and that the shopping center authorities
tried to keep the lane open for fire protection, but that they would find
an alternative to the signs. He said the merchants in the shopping center
tried to be good citizens and were keeping the lot clean. Mr. Toschlog
showed some pictures showing litter, and Mr. Brantner said he would speak
to the merchants.
Mr. Jack Turnbaugh appeared for the School City to ask that the Board
agree to accept part of South "Q" Street in order to provide additional
access to Southview School providing the School City improve it, in accor-
dance with City specifications. Mr. Jacobs moved that the Board be autho-
rized to execute an agreement providing for the acceptance of South "Q" St. ,
seconded by Mr. Howell and on unanimous voice vote, the motion was carried.
Fire Cheif Donovan Johnson recommended that Captain Ray Kinder be placed on
disability pension effective March 7. This recommendation has been acted
upon by the Firemen's Pension Fund Board. If his health permitted it would
be possible to reinstate Captain Kinder after one year. Mr. Jacobs moved
that the Fire Chief's recommendation be approved, seconded by Mr. Howell
and on unanimous voice vote, the motion was carried.

The Fire Chief recommended that Richard McLear be advanced to a regular
fireman, effective March 2, having successfully completed his one-year
probationary period. Mr. Jacobs moved to accept Mr. McLear as a regular
fireman, seconded by Mr. Howell and on unanimous voice vote, the motion was
carried.
Chief Johnson recommended that Donald Ashenfelter be promoted to the sank
of Captain effective March 7, in order to fill the vacancy left by Kinder's
retirement. Mr. Howell moved for approval oif=the promotion, seconded by
Mr. Jacobs and on unanimous voice vote, the motion was carried.
The Fire Chief recommended that Joseph Perkins be promoteddto the rank of
Engineer effective March 7. Mr. Howell moved that the Board accept the
recommendation, seconded by Mr. Jacobs and on unanimous voice vote, the
motion was carried.
Police Chief Don Strahan presented the following request to the Board:

Gentlemen:
I would like permission to send thirty-two Officers to the Indiana Voca-
tional Technical School course "Human Relations in Police Work". This course
will be held in the class-room of the Richmond Police Department one night
a week for ten weeks, a total of 25 hours sutdy. The tuition is ten dollars
($10.00) per man, the course will be insturcted by Dr. Frederick Grohsmeyer,
Director of the EC-IU Center at Earlham College. Funds are available for
this purpose.

The Chief added that all thirty-two (32) men have volunteered to take the
course and that they will attend on their own time. Mr. Howell moved that
the Chief's recommendation be approved, seconded by Mr. Jacobs and on unani-
mous voice vote, the motion was carried.
Chief Strahan also conveyed a request from Chief Thomas Million of New Castle,
for one police cruiser and two uniformed men to attend the Regional basket-
ball game to help 'with crowd control, specifically, with the over 3,000 fans
who are expected to attend from Richmond. The cruiser will also escort the
Richmond team bus. Mr. Howell moved the request be approved, seconded by Mr.
Jacobs and on unanimousvoice vote, the motion was carried.
Mr. Weber of the Junior Chamber of Commerce asked for authorization for the
Jaycees to sell honey door-to-door throughout the residential sections of
Richmond, March 16, "Honey Sunday". This project is part of a state-wide
drive to raise $50,000.00 for mental health, with the hope that the proceeds
of the local drive: will be returned here to be used at Green Acres. Mayor
Klute complimented the Jaycees ,for their civic projects and Mr. Cecere said
he thought the Board should endorse this sort of thing. Mr. Howell moved
that the request be granted, seconded by Mr. Jacobs and on unanimous voice
vote, the motion was carried.
Mrs Van Zant appeared to find out the approximate cost of a City sewer. She
said she was trying to get property owners in the N.W. "L" Street area to
sign a petition for annexation but some were reluctant because they did not
know how much they would have to pay. Mr. Jacobs explained that the approx-
imate cost of a sewer is $7.00 per foot, with the approximate cost of a sewer
for a 100 x 200 foot lot costing about $700.00.
Street Commissioner Elmer Toschlog presented a letter from Hertz Truck Rental
asking the City to pay the damage to an overturned truck, which the letter
claimed overturned on a newly-paved section of South 8th Street in front of
Wallace Metal, due to faulty pavement. He showed pictures of the truck which
showed that the truck had run off the pavement. Mr. Cecere said he would
answer the letter, declining all responsibility for the City.

Building Commissioner Claude Goins reported that in February his office
authorized construction in the amount of $3,749,418.00 and permit fees
totaled $6,025.00. His department has made 163 inspections.
Mr. Jacobs reported that R.W. Clinton & Assoc. are ready with a design and
specifications for an automatic sprinkler system for the grounds around
the new City Building, with an estimated cost of $24,000.00. Mr. Jacobs
suggested the Board set a bid date so that the work could begin soon so
as not to hold up landscaping. Park Commissioner McBride suggested that
a manual or semi-manual system would be more satisfactory and much
cheaper...Mr. Jacobs siad that the Board could ask for alternate bids.
Mayor Klute said the High School should be consulted because of their 111
experience with the watering system for the athletic fields. Mr. Jacobs
moved that the Board ask for bids with alternates to be opened March 27,
seconded by Mr. Howell and on unanimous voice vote, the motion was carried.
Mr. Howell reported that the State Tax Board had approved the additional
appropriation for Fire Station No. 1, and consequently Board members signed
contracts with B & B Electric, Keenco, Inc. , and Oberle & Keller Construction
Co.
Mr. Cecere moved that the Board authorize the execution of an agreement be-
tween RP&L and Reid Memorial Hospital relative to the construction of a new
power substation, seconded by Mr. Howell and on unanimous voice vote, the
motion was carried.
There being no further business on motion duly made, seconded and carried,
the meeting adjourned.

a.m. Mr. Cecere presiding with the following members being present:
Mr. Howell and Mr. Jacobs. The following business was had to-wit:
Mr. Jacobs moved that the minutes of the previous meeting be approved,
seconded by:lMr. Howell and on unanimous voice vote, the motion was carried.
Fire Chief Donavon Johnson recommended the following promotions:
1) James Shepard has usccessfully completed his one=year probationary
period on the Richmond Fire Department, I recommend that Mr. Shepard
be advanced to a regular fireman effective March 11, 1969.
2) Harold Wayne Jackson has successfully completed his one-year pro-
bationary period on the Richmond Fire Department, I recommend that
Mr. Jackson be advanced to a regular fireman effective March 11,
1969.

Mr. Howell moved that the recommendations of Chief Johnson be approved,
seconded by Mr. Jacobs and on unanimous voice vote, the motion was carried.
Police Chief Don Strahan presented Jack Alley Myers to be advanced from
Probationary Patrolman to First Class Patrolman, having satisfactorily com-
pleted one year of probation, effective March 11. Mr. Howell moved this be
approved, seconded by Mr. Jacobs and on unanimous voice vote, the motion was
carried.
