HomeMy Public PortalAbout02-27-1969 Page 5 Mr. Jacobs reported that the Street Lighting Committee recommends ordering 25 wood poles which are light grey and metallic-looking in appearance to install as a trial on So. 13th St. to test public reaction to them. The Committee also recommends the use of post-top units for residential areas. Mr. Jacobs moved for approval of this action by the Committee, seconded by Mr. Hoskins and on unanimous voice vote, the motion was carried. Mr. Hoskins reported having talked to Mr. Sheffer of the City Bus Lines and that bus motors are being given all possible attention to reduce exhaust fumes. Mr. Cecere presented a preliminary draft for a resolution for the Need- more Sanitary sewer, a Barrett Law project. Mr. Jacobs moved that the Board approve the improvement and advertise the resolution to be brought to a public hearing March 20. Mr. Hoskins seconded and on unanimous voice vote, the motion was carried. Mr. Jacobs asked the Board's approval to advertise for bids for a sani- tary sewer on Toschlog Road, a Barrett Law project. He reported that the Resolution was approved by the Board December 5, 1968, and a public hearing was held on January 2, at which time no remonstrances were heard. The City has acquired three easements, from Anna Thomas, George Huber, and Tremarco, Inc. Mr. Jacobs moved that bids be opened March 27, Mr. Hoskins seconded and on unanimous voice vote, the motion was carried. Mr. Jacobs reported that the vacation schedule for City employees did not seem to work out for people on hourly rates, and a new schedule will have to be worked out. Mr. Jacobs reported that he has completed a list of matters to be attended to by the railroads and that a letter to that effect will soon be sent to the railroads. The following business was had to-wit: Mr. Hoskins moved that the minutes of the previous meeting be approved, seconded by Mr. Jacobs and on unanimous voice vote, the motion was carried. Mr. Russell Peterson of the Porter Sign Co. appeared to discuss a sign on Sheridan St. at Waterfall St. which is located on City property. He said the sign has been in the same location since 1948 with no complaints, but he agreed to move it if it was decided how far. Mr. Cecere told him the sign had to be moved back nine feet and asked that it be done immediately. Mr. Peterson inquired about City policy for private property on City land. Mr. Cecere said that rights-of-way belonged to the public and the City had no right to grant to anyone their exclusive use. Police Chief Don Strahan requested the Board's approval of the advancement of Officer Dale Elvin Sharits from probationary patrolman to First Class patrolman, effective Feb. 26, Sharits having completed satisfactorily one year of probation. Mr. Hoskins moved this be approved, seconded by Mr. Jacobs and on unanimous voice vote, the motion was carried. Page 6 Chief Strahan requested the Board's permission to send Detective Sgt. James E. Hieger to a training seminar on narcotics and dangerous drugs, to be conducted by the U.S. Bureau of Narcotics, Feb. 27 and 28, in Indianapolis at the Federal Bldg. Mr. Jacobs moved this be approved, seconded by Mr. Hoskins and on unanimous voice vote, the motion was carried. Fire Chief Donovan Johnson presented the follovng request to the Board: February 26, 1969 Board of Public Works & Safety Richmond, Indiana Dear Sir: The following is presented to the Board of Public Works & Safety for action: 1) Robert Bowen has successfully completed the one year probation- ary period on the Richmond Fire Department and I recommend that Mr. Bowen be advanced to a regular fireman effective February 26, 1969. 2) L.V. Baker, 83 North West "G" Street, has passed all physical and mental examinations to become a probationary fireman. I recommend that Mr. Baker be appointed a probationary fireman.effective February 28, 1969.. Respectfully submitted, /s/ Donavon C. Francis Daniels, Weights and Measures Inspector appeared to report on his attendance of the Weights and Measures School in January and to ask that the Board declare March 1-7 as Weights and Measures week. The purpose of Weights and Measures controls and inspections. Mr. Jacobs moved that this be approved, seconded by Mr. Hoskins and on unanimous voice vote, the motion was carried. Dog Warden James Ferguson appeared before the Board. After a discussion it was decided that Charles Howell, future City Controller would look into;;the -problem of dogs at the animal shelter as well as in the streets and would report back to the Board. A report by some local veterinairans had been made early last year to council, but due to the explosion nothing was done. Jim Johnson, 736 South 6th St. , 10th District Loyalty Chairman of the VFW, appeared to request permission to hold a loyalty day parade on May 3, to promote loyalty to the U.S. and as a way of offsetting the May 1 Communist celebrations. Participating in the parade will be, besides the VFW, service groups, Boy Scouts, various bands, and any groups and persons interested in showing their loyalty to the U.S. The parade is to form at 15th St. , and go to the Municipal Bldg. at 4th St. along Main St. , and traffic will have to be kept off Main St. from 1 to 3 p.m. Mr. Jacobs moved that permission be granted and asked Mr. Johnson to work with Captain Stout on details, seconded by Mr. Hoskins and on unanimous voice vote, the motion was carried. Bill Adler, from the Bureau of Buildings appeared to talk about sanitary conditions in the 2000-2100 block of So. 16th Street, where no sanitary sewer exists and where each side on the west side of the street has outhouses, and where there is no pavement or gravel on the street. He showed a sketch of the area. Building Commissioner Ed Goins said that his department has worked in the area for about six months, and the resi- dents have been approached about the construction of a sanitary sewer under the Barrett Law, but that they are financially unable to participate in such a project. Mr. Jacobs said that such a project would cost about Page 7 $6,000.00. Mr. Cecere said that he thought the City should construct the sewer without the Barrett Law, in the hope that some of the residents would build indoor facilities. He expressed doubt as to whether the people could afford to hook into the sewer even if one existed. Mayor Klute expressed regret that a federal home improvement law is not in effect, which would allow the City to build the sewer, then declare the area code enforcement area, which would make the residents eligible for Fe- deral grants of up to $1500 to construct indoor bathrooms and make other needed improvements in their homes. Mr. Goins said that most of the houses in the area are condemnable and are being condemend as soon as they become vacant to prevent others from moving in. Mr. Cecere moved that the Engineer prepare plans and specifications to construct a lateral sanitary sewer on South 16th St. between "U" and "T" Sts;, seconded Mr. Hoskins and on unanimous voice vote, the motion was carried. Ed Goins brought up a concern over fire protection on South 20th, 21st and 22nd Sts. , and said that the Board had ordered water for the area but the Richmond Water Co. had not yet complied. Mr. Cecere said hem would meet with Water Co. officials and request that they comply. Mr. Goins reported that February had been a goodbuilding month with approximately $3,800.00 worth of building permits issued. Mr. Ed Ross, Sanitary Engineer suggested that a sewer interceptor be extended into the Riley school area. Mr. Jacobs said that the Shell 0i1 Co. had never been notified of the Board' s decision, December 12, 1968, that it should bear the cost of relocating a pedistrian signal at the Shell Oil station at 15th and East Main, where an opening in the curb has been placed contrary to City regulations. Mr. Cecere said, he would notify the Company. Mr. Robert Hudson local theater owner appeared to explain the policy on movies. He said that the Supreme Court has ruled movies as pieces of art and that obscenity is to be judged by legal standards as entireties. No segment may be taken out of the context and judged separately. He explained that movies are labeled G,M,R or X. G movies (general) are for everyone; M (Mature) may be seen by children at their parents' dis- cretion; R (restrictedto persons over 16) no children are admitted un- less their parents insist on it; X movies are not shown in Richmond. Mr. Cecere expalined that the Board does not intend to censure movies or anything else, but that the responsibility rests with the general public, with people of standing in the community, and also with theater oweners to impose self-discipline. Mr. Hudson said that he has accepted his share of the responsibility because about 20% of the movies made are not shown in Richmond. He added that it does not mean that youngsters will not see these films because theater owners in nearby cities do not exercise the same restraint. He said that churches have endorsed the rating system and rating letters always are prominently displayed on the box office and in advertisements. Mr. Jacobs filed the cost estimate for a sewer in the Needmore area, Resolution 1090-1969 at $18,178.00. Mr. Jacobs asked that the Board accept the dedication of a 10 foot wide strip of Hayes track land on N. "A" Street, for the purpose of widening the street. Mr. Jacobs moved that this be approved, seconded by Mr. Hoskins and on unanimous voice vote, the motion was carried. Mr. Cecere thanked Mr. Hoskins, who is retiring from his City position at the endoof this week, for his dedicated work during the 14 months he served as City Controller.
