SPECIAL MEETING OF THE BOARD OF PUBLIC
WORKS & SAFETY OF THE CITY OF RICHMOND
INDIANA, JANUARY 31, 1969
A Special Meeting of the Board of Public Works and Safety was called
for 9:00 a.m. , Friday, January 31, 1969. The meeting was held in the
Traffic Department room of the new Municipal Building. Mr. Cecere,
Mr. Hoskins and Mr. Jacobs were all present.
Mr. Cecere announced that Robert L. Demps had resigned as assistant
fire chief. He then read the following letter from Mr. Demps, dated
January 30, 1969:
Board of Public Works & Safety
Mayor of the City of Richmond
City Building
Richmond, Indiana
Gentlemen:
As you are undoubtedly aware, I am the President of the Indiana
Association of Firefighters, and as President, I am responsible for
presenting the interests of the Association before the Indiana Legis-
lature. Because of this duty, I have been employing my vacation time
and kelly days to represent the Association.
I am now convinced that I cannot serve the interest of the Assoc-
iation and the Richmond Fire Department as Assistant Chief at the
same time. I do believe that my services to the Association will
benefit out City. However, in order to alleviate any possible con-
flict of interests, I do hereby submit my resignation effective
immediately, and respectfully request that I be ordered to a line
company in accordance with my seniority.
I deeply appreciate the opportunity to serve in the officer capa-
city, and pledge to you my continued interest in upgrading the Richmond
Fire Department and the continued growth of our City.
Yours very/truly,
/s/ Robert Demps
Mr. Cecere stated that none of the members of the Board of Public
Works and Safety knew that Mr. Demps was serving as a lobbyist for
the Indiana Assoication of Firefighters or that he had been elected
president of the state-wide organization.
Mr. Cecere stated that Mr. Demps' duties as assistant fire chief were
in conflict with his duties as president of the State Firefighters
Association. When this was called to Mr. Demps' attention, he met
with the Mayor and Members of the Board and Mr. Demps said he wanted
to step down as Assistant Fire Chief in order to continue his work with
the Indiana Association of Firefighters. Mr. Demps will continue to
serve as a fireman.
Mr. Hoskins praised Mr. Demps as a competent, dedicated firefighter,
"He was active in the Fire Department training program; aided in hiring
new personnel; and he helped prepare specifications for the three new
pumpers and the proposed new Number 1 Fire Station. He has been coop-
erative and helpful.
It was announced that a new assistant fire chief will be appointed soon.
Mr. Jacobs moved that the resignation of Mr. Demps be accepted, seconded
by Mr. Hoskins and was approved by unanimous vote.
Mr. Jacobs moved for adjournment, seconded by Mr. Hoskins and on unani-
mous vote-, so ordered.
