The cleaning up of the interior of the store is just about completed. Mr. Hudson has future plans for the site and wishes to meet with City Planning and Redevelopment Com- mission to get their approval on his plans. Mr. Cecere moved that a two- week extension be granted, seconded by Mr. Jacobs and on unanimous voice vote was carried. Mr. Hoskins presided, with the following members being present: Mr. Jacobs and Mr. Klinge (in place of Mr. Cecere) . The following business was had to-wit: Mr. Jacobs moved the minutes of the previous meeting stand as read, seconded by Mr. Hoskins. The motion was carried by unanimous voice vote. Fire Chief Johnson presented Donald Lee Kemper, 2422 Birch Drive, as having passed all physical and mental examinations to become a probationary. fireman and he recommended that Mr. Kemper be appointed a probationary fireman effective November 10, 1968. The Board welcomed Mr. Kemper and approved his appointment. Chief Johnson also reported that during the month of October, 1968 Fire Marshall Klotz reported that 331 fire inspections had been made, 27 re- inspections, 52 orders issued, and 29 compliances made. Personnel from the Fire Marshall' s office have shown a fire prevention film and given a talk to 120 girls at the Richmond Senior High School; given a fire ex- tinguisher demonstration for the Golden Rule Nursing Home nurses and per- sonnel; ordered an air test because of a suspected leak at Oler' s Texaco Service Station at West 1st and Main Street; and continue to check Gas Company repairs. Chief of Police Strahan reported that Captain Robert E. Coons attended and successfully completed a Traffic Institute onurse at Northwestern University from October 7 to 25, 1968. A certificate of Award by the Traffic Insti- tute was presented to Captain Coons by Mr. Jacobs. The Captain thanked the Board for making it possible for him to attend the Institute and recom- mended sending other policement to similar courses in the future. James Ferguson, Dog Warden presented specifications for a new 1969 half- ton pick-up truck. Mr. Jacobs moved that bids on the specified truck would be accepted to be opened December 5, 1968. The motion was unani- mously carried by voice vote. A letter was received from Mr. John Newbold, Principal of Nicholson School, complaining of the condition of the truck approach to the school delivery door. Mr. Hoskins moved that the matter be referred to the Street Depart- ment for consideration. Mr. Jacobs seconded and the motion was carried unanimously. On a motion by Mr. Jacobs, seconded by Mr. Hoskins, the Board unanimously by voice vote approved the following changes in street lights: Installation of three, 250-Watt Mercury street lights and removal of one 4000 Lumen Pendant street light on N.W. "E" Street, between N.W. 1st and Sheridan Streets; 130 Board of Works & Safety 11-7-68 Installation of one 250-Watt Mercury Vapor street light and removal of one 4000 Lumen Pendant street light on Lin-Kay Place; Installation of one 250-Watt Mercury Vapor street light at the rear of Baxter School. Notice was taken of a letter from Robert L. Hudson, Jr. , Secretary of Hudson Properties, Inc. , regarding demolition work being performed by order of the City, on the old Mercurio Building between Fifth and Sixth Streets, and extending to the Keys Building at 522-526 E. Main Street. Mr. Hudson stated that Hudson Properties, Inc. would hold the City of Richmond and its contractor responsible for damages done to the premises at 528 East Main Street. Mr. Eldon Long of Long's Supermarket appeared before the Board to answer a complaint b y Dr. Jarecki concerning unsanitary conditions and undue noise behind and near Long's Supermarket. Mr. Atkinson, Wayne County Health Officer, reported that he had looked into the complaint and found conditions not satisfactory but no worse than at other markets. He re- ported finding no meat scrpas, but wired chicken boxes and produce scraps. He deplored the use- ofaopen 55-gallon drums and said closed containers should be used. He commended Mr. Long for employing a private hauler because the City could not keep up with trash removal otherwise. Mr. Long, replying to the charge of trucks making undue noice unloading merchandise, said that he had asked the drivers to be as quiet as possible. Mr. Long said that he would do everything possible to alleviate the conditions leading to the complaints. No conclusion was reached. Mr. Frank Robinson of the Sanitary District inquired into the status of an ordinance pending in City Council regarding trash containers. Mr. Hoskins informed him that the ordinance was still in Committee and said that Council would be urged to act on it soon. The Board acted on the request by the Boy' s Club of Richmond, Indiana, Inc. , to close an unnamed street on the East side of the Boys' Club from 3 p.m. until 9 p.m. daily and from 9 a.m. until 5 p.m. Saturdays, for the sake of safety for the boys. Mr. Jacobs moved that the Bojs'_.; Club request for barriers across the roadway which runs north and south on the east side of the Boy's Club building be approved provided that the barriers be temporary and can be removed easily so as not to bar emergency vehicles. Mr. seconded the motion and it was passed unanimously by voice vote. Mr. Hoskins read the following letter from Mr. Reller of Reller, Menden- hall,Kleinknecht & Milligan: Mayor Byron Klute City Building Richmond, Indiana Re: POST OFFICE - SWAYNE, ROBINSON Dear Byron: The Swayne, Robinson Co. is in receipt of a telegram from Paul V. Finegan, Chief of the Post Office Realty Review Board at Washington, D.C. , to the effect that the government intends to assign its option to buy the Swayne, Robinson land, on North "A" Street to the successful bidder on the construction of Richmond's new post office. In conformity with our agreement with the City and the Post Office representatives in this matter, the following things remain to be done: 1. Board of Works is to authorize Swayne, Robinson to use the sidewalk on the west side of its factory along the east side of North Second Street, from Main Street to "A" Street for diagonal automobile parking. The Com- pany is to spend not to exceed $5,000.00 in making this space available for this purpose, subject to the City' s approval. 131 Board of Works & Safety 11-7-68 2. The City Council is to request the Judge of the Circuit Court to ap- point appraisers for the City' s lot at Johnson and North Second Streets so that the same can be offered for sale. We have furnished a description of this lot to Mr. Cecere, the City Attorney. 3. The City is to widen North Third Street in such manner so that the trucks at the point of loading and unloading on the East side of the Swayne, Robinson factory will not be in the line of the increased traffic; and that the west side of North Third Street, from Main to "A" Streets will be available for parking. Doubtless, the Post Office will get a satisfactory bid for the construction of its new facilities and the Swayne, Robinson Co. ig very anxious that the City take prompt action through its Board of Works and City Council so that its employees and customers will have a place to park when the Government takes possession of the present parking lot owned and used by the Company along North "A" Street, between Third and Fourth Streets. Reller Upon motion by Mr. Hoskins, seconded by Mr. Jacobs, it was unanimously agreed by voice vote, that the matter be referred to the Police Depart- ment for study. Bids were opened at 10:00 a.m. sharp under the supervision of Raymond C. 111 Cassidy,- vice-president of Henry B. Steeg & Assos. Inc. , Consulting Engineers of Indianapolis, for storm sewer extensions on S. "J" Street and extension of the So. 16th street storm sewer from S. "L" to S. "I" Street. The Clerk showed Proof of Publication of bids on storm sewer extensions. Mr. Klinge found the Proof of Publication in proper order and recommended that it be filed, seconded by Mr. Jacobs, and unanimously carridd by voice vote. Mr. Raymond C. Cassidy was present to assist in the opening of bids. The following bids were opened: SOUTH 16th STORM SEWER BIDDER PRICE NO. Mr. Markley of 3600 E. Main St. appeared before the Board to complain about a sewer being laid across his property. The Board explained to him that the City had the right-of-way. across an easement on hiscproperty and gave him every assurance that damages to his property would be kept to a minimum. Francis Daniels, Weights and Measures Inspector, presented specifications for a new truck for his department, with a trade-in of a 61 Dodge truck. Mr. Hoskins presiding with the following members being present: Mr. Jacobs, Mr. Kent Klinge in place of Andy Cecere until 10:15 a.m. when Mr. Cecere arrived. The following business was had to-wit: Police Chief Don Strahan recommended that Larry Maples, of 403 Sedgwick Street, having passed all the necessary requirements, including both physical and mental examinations, be appointed to the position of Pro- bationary Patrolman on the Richmond Police Department, effective with the pay period beginning Monday, November 18, 1968. The Board congratulating Mr. Maples on joining the Police Department approved the motion by Joseph Hoskins, seconded by Dale Jacobs. Chief Strahan reported that on Nov. 1, 1968 Detective Ronald W. Chesnut satisfactorily completed the 216-hour academic phase of the "Polygraph Examiner" training program offered by the Backster School of Lie Detec- tion in New York City. This course lasted from Sept. 23 to Nov. 1, and is approved by the Education Department of the University of the State of New York. Successful completion, within the next 12 months of the "Field Project" phase, is required prior to the awarding of a diploma certifying compliance with the over-all Polygraph Examiner's Training Course requirements. Major L.L. Doran is the only other Richmond police officer who has completed this training course. Detective Chesnut thanked the Board for making it possible for him to attend the course. Chief Strahan further reported that Captain Walter Stout of the Traffic Division has been requested to participate as a lecturer in the second annual Alcoholics Anonymous Workshop, Saturday, Nov. 16, 1968, at the Indiana State Reformatory at Pendleton, Indiana, regarding drinking and driving, the pharmocology of alcohol, and the use of the Drunkometer, as part of the "AA" program for the inmates. Captain Stout requested permission for himself and for Officer Scott Loper as his assisstant to attend the workshop. Chief Strahan said that both officers are eager to attend this workshop on their own time because they believe in the program. Mr. Hoskins moved this, be granted, seconded by Mr. Jacobs, and on unani- mous voice vote was carried. Captain Stout reported that the Shell Service station at 16th and Main Streets is being rebuilt. As part of its rebuilding program the station has applied and received permits to relocate two curb cuts::from the State Highway Department. The permits were granted without the City's having been consulted. The relocation causes the east exit of the station to cut directly across a pedestrian cross-walk. This constitutes a hazard to pedes- trians. Between 75 and.85 Test School children use the cross-walk daily. Captain Stout presented photographs to the Board, illustrating the hazard. The work on the exit has already been completed. Mr. Hoskins suggested 11/ that since there seems to be no legal recorse, the permit having been granted but since the Board of Wroks is responsible for the safety of Richmond citizens, that Captain Stout appeal to the goodwill of the Shell Oil Co. and ask them to relocate their exit., The motion was seconded by Mr. Jacobs and carried by unanimous,voice vote. Captain Stout reported having made a study of Swayne Robinson's request to allow diagonal parking on the sidewalk along the east side of N. Second Street. Captain Stout recommended that the request be denied for the following reasons: a sidewalk should not be used as a parking lot; diagonal parking is dangerous because drivers have to back out of their slots in a blind position and tend to make U=turns at peak hours of traffic; diagonal
