Good afternoon Jay,
It appears this a partial loop switching order moving numerically and not a Loop Permit.
This project, being that it requires splicing and interaction with existing utility transfers cannot
be done this way. This is not a simple switch in at every location. Normally this is done on a
Loop Permit and the crew notifies dispatch at the end of the day what has been completed.
Is there a reason why Wayne’s request for a Loop Permit is not being supplied?

All,
Last month, 8.26.14 I received two of the four switching orders I had requested. When getting a starting time for the
first request, The dispatcher was informed that we had two primary locations that would need to be spliced during the
executing of this request. After a long discussion the dispatcher rewrote the request for the next day and the request
was for a third of the primary loop. I met with Jay D. Owen and john Lehr and informed them that all the switching
request need to be loop permits to allow us not only to switch the loops in but to allow us to splice into existing cable.
Without these request being loop permits, 1) we cannot execute request as written, 2) lengthy outage to the customer,
3) we are losing valuable time waiting on these request.
The first loops 18565, 18566, 18567 should have been completed from the pot head to the Vista Switch but is not
because we are still waiting on the second portion of the request. By this afternoon we will be completing the last of the
secondary transfers on the energized transformers.
Understand that this issue is prolonging the completion time for this project.
