John Lehr and Wayne Wilson were there for a meeting scheduled at 10 with Joe Leafe who apparently forgot but they did eventually meet, late morning / early afternoon and agreed that a loop permit was required as opposed to the submitted switching order. Wayne requested the permit from JD in the attached email. He received a note that JD is not in today and to contact Randy Ramos, which he tried but did not hear back. So we have no switching to energize further as of this afternoon. In the meantime the work completed is as stated in the last update; Preparatory work performed 9/12 & 9/13 @ 1040, 1060, 1080, 1100 & 1111” Preparatory work is being performed moving north in lieu of energizations until Loop Permit is granted. They continue to submit extensive switching orders that do not take into account work require to transfer existing facilities as we go along the primary. (I have attached the latest order here as well as an explanation email sent by JHV) We have asked numerous times for a Loop Permit and have gotten John Lehr involved to see if he can help.
