This has been checked out satisfactorily with the. Traffic Division and Mr. Cecere moved it be approved, seconded by 111 Mr. Ross and on unanimous voice vote was carried. In regards to Councilman P. Marino' s question about Mrs. Bozarth of 1237 Sheridan Street, having a Pepsi-Cola machine one her front porch. Mr. Goins has checked this out and the people from Muncie are going to pick the machine up. The Clerk showed Proof of Publication on furniture for the new City Building. Mr. Cecere found Proof of Publication in proper form and recommended that it be filed, seconded by Mr. Ross and on unanimous voice vote was carried. . (EST) , Mr. Hoskins presiding with the following members being present: Mr. Cecere and Mr. Fienning. Absent: Mr. Ross. The following business was had to-wit: Mr. Cecere moved the minutes of the previous meeting stand as read, seconded by Mr. Hoskins and on unanimous voice vote was carried. • Dan Fienning of the Engineer' s Department served on the Board for vacationing Ed Ross. • Chief of Police, Don Strahan, recommended that the following officers be appointed to the Police Department. September 26, 1968 Board of Public Works Attention: Joseph E. Hoskins, Pres. Gentlemen: I wish to recommend Joseph Albert Nimitz, age 27, and Harry Edward Todd Thompson, age 33, to be appointed to the position of probationary patrolmen on the Richmond Police Department. Mr. Nimitz and Mr. Thompson have passed all the necessary requirements, including both physical and mental examinations. i Bd. of Works & Safety 9-26-68 I wish their appointments to become effective Monday, September 30, 1968. Strahan Chief of Police Officer Jesse Nicholson appeared before the Board to answer charges of conduct unbecoming an officer, which was presented to the Board by Chief Strahan. Officer Nicholson was represented by Attorney William McFeeley. Mr. Cecere questioned the Chief of Police, Capt. Coons, Sgt. Blose and Officer Hazelwander as to the charges against Officer Nicholson. After a short hearing, Mr. Hoskins recommended that Officer Nicholson receive two weeks suspension without pay starting September 26, 1968, seconded by Mr. Cecere and agreed upon by the attorney for the defendent. Mayor Byron E. IClute lashed out at the present ambulance service and stated the drivers were not qualified, the vehicles were not up to date, and the present company had increased rates on their ambulance service to local citi- zens without first notifying the City of such. The Mayor also stated that he knew nothing of the discontinuing of service until he read it in the Palladium- Item, but he wanted to assure the citizens that they would still have ambulance service. The bids on the furniture for the new City Building are still under study by Me various departments and will be let at the Thursday, October 3, meeting. Ed Goins of the Bureau of Buildings, asked the Board' s permission to have the Clerk prepare a Resolution for Council for the transfer of funds. Mr. Hoskins made a motion this be allowed, seconded by Mr. Fienning and on unanimous voice vote was carried. Mr. Goins presented a letter to the Board showing results of inspections. September 26, 1968 Board of Public Works Richmond, Indiana Dear Sirs: The following are the results of inspections made in the Housing Code Enforce- ment Area on South 9th Street, from South "E" Street to South "0" Street. This area consists of 73 residencies and 30 businesses. In the said area we have condemned two buildings and ordered four junk automobiles to be removed. The most severe violations in this area are the basements which are fire hazards. We have been refused admittance eight times and found five vacant homes in the area, three of which were for sale. Two homes were found to be without bathrooms or hot water. Three apartments were without hot water or bathing facilities. Two outside privies were found, although they had been filled. Respectfully submitted, /s/ .Claude E. Goins, Commissioner Mr. Goins told the Board that Cox Supermarket at South 13th and "E" had complied with an order to keep people from parking on the sidewalk. Mr. Goins asked the Board' s permission to advertise for bids for demolition of the Gurley Fox home on Perry Street. Mr. Hoskins moved this be allowed, seconded by Mr. Fienning and on unanimous voice vote was carried. Mr. Dan Fienning asked the Board' s permission for the Clerk to prepare a Resolu- tion for the transfer of funds in the Engineering Department. Mr. Hoskins moved this be allowed, seconded by Mr. Cecere and on unanimous voice vote was carried. /lS Bd. of Works & Safety 9-26-68 The Clerk showed Proof of Publication on drapery/and carpet bids for the new City Building. Dan Fienning examined Proof of Publication and found it to be correct and in order and he recommended that it be filed, seconded by Mr. Hoskins and on unanimous voice vote was carried. The bids for the carpeting and draperies for the new City Building were then opened and were as follows: BIDDER CARPET DRAPERY Shores Draperies ---- (no bond) $ 1,894.00 1000 E. Main Richmond, Ind. Lipscomb Enterprises $ 3,886.60 (no bond) ---- 908 East Main Richmond, Indiana Rosa' s, Inc. $ 1,964.20 $ 1,828.94 20 South llth Richmond, Indiana Mr. Hoskins moved these bids be taken under advisement, seconded by Dan Fienning and on unanimous voice vote was carried. Mr. Ray Cassady of Henry B. Steeg, Assoc. , presented plans to the Board for new storm sewers. One would run along South 16th, from "J" to "L", while the other would be on South "J", from 19th to 22nd St. These sewers will be paid for by Cumulative Storm Sewer Funds. Mr. Hoskins moved these plans be taken under study, seconded by Mr. Fienning and on unanimous voice vote was carried. George Borten of the Common Builders presented a sub-division platt on Park-Woods, east of Glen Miller Park which had been approved by the Planning Commission. The Board took this platt under study until next Thursday, Oct. 3, to give the Engineering Department time to check it out. Arthur Courtner of 101 South 32nd St. , asked the Board' s permission to start a new cab company in the City. Mr. Courtner stated that his office would be on his back porch. The Board raised the question of locating a taxi office in a residential area and referred Mr. Courtner to the Planning Commission. A contract for a new traffic signal on North and South"A" Streets was presented to the Board by the A & F Engineering Co. , Indianapolis, Indiana. Total cost of the survey would be $12,000.00 of which $6,000.00 would be paid by Federal Highway Safety Funds. Chief of Police, Donald Strahan, requested permission for he and Captain Stout to go to Chicago. September 26, 1968 Board of Public Works & Safety Joseph E. Hoskins, President Gentlemen: I request permission for Captain Stout and myself to travel to Chicago, Illinois on October 31st to receive an Award from the National Safety Council. This is for winning the first place plaque in their "Fleet" Safety Division. Funds are available for this trip. Sincerely, /s/ Donald L. Venable, of the office of the State Highway Commission. ii • Board of Works & Safety 9-26-68 September 23, 1968 . Mr. Joseph E. Hoskins, Pres. Board of Public Works & Safety RE: US 40 (Main St. ) & Elks Country Club Road, Richmond; Additional Traffic Controls Dear Mr. Hoskins: Reference is made to your letter of September 12, 1968, in which you bring out III a number of items that you feel have contributed to a change in traffic volumes at the above captioned intersection since March of 1968. You called these items to our attention so that we might reconsider our denial of the need for a traffic signal at the intersection in question. We are certain that the Glen Hills Elementary School, a future Rodefeld' s Automotive Retail Store and the expansion of the Country Club Subdivision have changed traffic patterns at this location during the past six (6) months. The traffic engineering studies made in March, 1968, revealed volumes exiting or entering Elks Country Club Road fell far, far below the minimums required for consideration for the installation of a traffic signal. Conditions must change considerably before warrants are met for the installation of signal devices. In your letter you point out that you feel personal safety should be considered at the same time traffic signal studies are being considered. That is the entire object of our traffic engineering studies: to determine what kind or if any traffic controls are needed for the adequate safety of all motorists and pedestrians passing into and through an intersection. The installation of unwarranted traffic control devices tend to cause congestion, delay and unneces- sary accidents. We are therefore interested in placing only warranted devices. Our Greenfield District is making arrangements, along with members of our Traffic Signal Section, to carefully review this intersection and determine if changes need to be made in the existing controls to minimize accident hazards. It is not the normal policy of the Commission to conduct studies at locations where they have recently been made and where warrants fall far below the minimums. III There are numerous requests being made for such studies throughout our Districts and personnel must be utilized in the best interest of all parties concerned. However, since the Mayor, Chief of Police and the Board of Public Works and Safety are so concerned over this particular location, we:are requesting the Greenfiled District to again conduct engineering studies (when they can work them into their already overloaded schedule) to determine if conditions have changed enough as indicated in your letter, to warrant the installation of traffic signals. We wish to thank you for your interest in traffic safety and you may rest assured that every effort is being made to provide for the adequate control of vehicles and pedestrians upon our highways in the City of Richmond, as has always been our aim in the past.
