Bd. of Works & Safety 9-5-68
The Board received a petition from residents in the 400 block of S.W. 4th St.
requesting a street light. Mr. Hoskins moved this be put on the 1969 Street
Light Budget, seconded by Mr. Cecere and` on unanimous voice vote was carried.
The Board ordered the Clerk to present an Ordinance to Council for an addition-
al appropriation of $400.00 in the Mayor' s Budget.
There being no further business on motion duly made, seconded and carried,
the meeting adjourned. -

CITY OF RICHMOND, INDIANA, SEPTEMBER 13, 1968
The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session in the City Hall, Friday, September 13, 1968 at the hour of
1:00 o'clock P.N. (EST) . Mr. Hoskins presiding with the following members being
present: Mr. Cecere and Mr. Ross. The following business was had to-wit:
Mr. Cecere made a motion that the minutes of the previous meeting stand as read, •
seconded by Mr. Hoskins, and on unanimous voice vote was carried.
This being Mayor Byron E. Klute' s birthday, the Board wished him a Happy Birthday.
Chief of Police, Donald Strahan, asked the Board' s permission to send Det. Sgt.
Ronald Chesnut to school.

Gentlemen:
I would like to request permission to send Det. Sgt. Ronald Chesnut to the Backster
School of Lie Detection, New York, N.Y. This is a six weeks school, beginning
September 23rd and ending on or about Nov. 1, 1968. Funds are available for this
purpose.

Chief Strahan asked the Board' s permission to send Captain Robert Coons to Ncr th-
western University.

Gentlemen:
I request permission to send Capt. Robert Coons to Northwestern University to
attend a course in Supervision of Police Personnel. This is a 19-day course and
the only cost to the Department will be his transportation. Our department
applied for, and was given a grant by the O.L.E.A. (Office of Law Enforcement
Assistance, U.S. Department of Justice) . All tuitition, room and board will be
paid for by the O.L.E.A. , this will be conducted Oct. 7-25. Funds for transporta-
tion are available.

in Honolulu.

Gentlemen:
I would like permission to attend the International Association of Chiefs of
Police (IACP) Conference in Honolulu, Hawaii, on Oct. 5-12, 1968. This is the
75th Annual Conference and will be attended. by Police Chiefs from all over the
world. Some funds are available for this trip, the balance will be paid by me.
I am an Active member of IACP.

Chief of Police Donald Strahan, stated that the crossing guard quit at 3rd and
Richmond Avenue and they had to take the guard off of South 13th and "E" to put
on Richmond Avenue. Chief Strahan stated the department is short one crossing
guard and their problemswill be remedied as soon as another is hired.
Chief Strahan told the Board that he recommended charges be brought against'
Police Officer Jesse Nicholson.

Gentlemen:
It is my recommendation that charges be brought against Officer Jesse Nicholson,
as it has been brought to my attention that he has been in voilation of Department
Rules & Regulations, to-wit:
1. Under Article V1 General Rules & Regulations, under Section 1. , under Sub-
section (L)
"Members and employees must have a telephone in their residence and report
their residence accurately to their superior officer and report all changes of
residence and telephone numbers within 24 hours after such change."
2. Under Article V11 General Disciplinary Rules, under #2,
"Conduct unbecoming a police officer of the Police Department."
In a written complaint to the Chief of Police by Officer Nicholson' s immediate
superiors, Capt. Coons, and Sgt. Blose, it is charged that he has moved from his
last reported address on or about Thursday August 29, 1968. It is further reported
that they do not know where he is presently living', and that he has failed to
notify them of his address and telephone number.
They also state that on the night of August 23, 1968 during the change of shifts,
Officer Nicholson confronted Officer Donald Hazelwander (Capt. Brannock' s shift) .
In front of witnesses from both shifts, he called Officer Hazelwander a "God-Damn
rat", and invited him to stand up and fight. Hazelwander got up, but other Officers
stepped between them and their was no fight.

Mr. Cecere moved that charges and specifications be in the minutes and that Officer
Nicholson be notified of a hearing on these charges on September 26, 1968. This
would give the officer time to get counsel if he deemed it necessary, seconded by
Mr. Hoskins and on unanimous voice vote was carried.
Captain Stout of the Traffic Division, told the Board that he now had the Auxilary
Police insured with. the Nationwide Insurance Company for any injury they might
receive for riding in the police units. Mr. Cecere stated he still wanted them to
sign a waiver releasing the City of any responsibility if they are to ride in the
Police unit, seconded by Mr. Hoskins and on unanimous voice vote was carried.
Bd. of Works & Safety
Assistant Fire Chief, Robert Demps, told the Board that the Fire Department
now has an eight-man crew of scuba divers which is available for outside use
for emergencies. Mr. Demps also asked the Board' s permission for the divers to
wear special emblem of recognition on their arm.

Dear Sir:
The following is presented to the Board of Public Works and Safety for action.
(1) James Walters, Dick McLear, Jerry Cotter, Fred Goss,
Larry Heathcoe, Robert Bowen and Don King have com-
pleted Scuba School under the training of Cleal Rheuble,
a fellow fireman. Attached is a drawing of the patch
and pin bar that this department would like the Board
of Works authorize so that these men can wear them on
their uniforms.

Mr. Larry Porter, a contractor, asked the Board' s permission to install a septic
tank on Todsbury Lane just east of the Bob Hampton residence. This was rejected
unanimously by the Board.
Ed Goins, Building Commissioner, asked the Board' s permission for Building Inspec-
tor, Cliff Hunt, to attend the Electrical Inspectors Conference at Louisville,
Kentucky, September 15,16,17, 1968:. Mr. Hoskins moved this be allowed, seconded
by Mr. Ross and on unanimous voice vote was carried.

month of August, 1968.

Mr. Goins told the Board that a reinspection of the front half of the Colonial
Building has been held and it is felt this portion of the building is safe for
occupation, and Ray Zaleski owner of the building, has been so notified.
The Board approved the thirty foot pavement instead of 36 feet on South 19th St.
from "J" to "L".
Bd. of Works & Safety
Mr. Cox of Cox' s Market South 13th & "E" St. , told the Board he would lay •
cement blocks in the area where csrs are parking on the sidewalk.
Councilman Robert Blackwood reported weeds .needed cutting on the Andrew Scott.
property. Mr. Ross stated that this is a swamp and will be turned over to the
County Drainage Board.
Mr. Ross, acting City Engineer, asked the Board' s permission to present a
Resolution to Council seeking more funds to complete the road work around the
new Mercury Record Plant. Mr. Cecere moved this be allowed, seconded by
Mr. Hoskins and on unanimous voice vote was carried.
The following street lights were approved by the Board: (Enter on priority

South 13th from South "E" to South "Q" , install 28; remove 9
Southwest 21st Street; install 14
Mr. Ross moved this be approved, seconded by Mr. Hoskins and on unanimous voice

DECLARATORY RESOLUTION TO VACATE ALLEY
.DECLARATORY RESOLUTION NO. 5-1968
RESOLVED, by the Board of Public Works and Safety of the City of Richmond, that
it is desired and deemed necessary to vacate a portion of the following des-
cribed alley, to-wit:
Beginning at the Southwest corner of Lot Number Forty-seven
(47) in Earlham Place Addition to the City of Richmond,
Indiana; thence North to the Northwest corner of Lot Number
Six (6) of Lots laid out by the Board of Commissioners of
Wayne County, Indiana, and being a sub,.-division of Lot Number
Fifty-four (54) in Earlham Place as laid out_by Hugh Maxwell;
thence West twenty-(20) feet; thence South to the South line
of said aforementioned lot forty-seven (47) , if extended due
West; thence East twenty-(20) feet to the place of beginning,
all as shown on Exhibit "A" attached hereto and made a part
hereof.
The City of Richmond reserves the right to maintain any sewers now located in
said street or alley.
The property which may be injuriously or beneficially affected by the proposed •
vacation is as follows:
Lots Forty-seven (47) through fifty-three (53) in Earlham Place
Addition to the City of Richmond, Indiana, and Lots Six (6)
Illthrough twelve (12) of Lots laid out by the Board of Commissioners
of Wayne County, Indiana, and being a sub-division of Lot Number
Fifty four (54) in Earlham Place as laid out by'+Hugh Maxwell.
All of the aforementioned lots are owned by Earlham College, with the exception
of Lot Ten (10) as above described, which is owned by West Richmond Monthly
Meeting of the Religious Society of Friends; Lot Fifty-one (51) in said afore-
mentioned sub-division, which is owned by Earl Brown and Esther J. Bronw,
husband and wife; and Lot Forty-five(45) in said aforementioned sub-division,
owned by Margaret Grant Biedler.

Notice of this Resolution shall be published in a newspaper of general cir-
culation, published in the City of Richmond, once eash week for two consecu-
tive weeks. Such notice shall name a date not less than ten (10) days after
the last publication at which this Board will receive or hear remonstrances
from persons interested in or affected by such proceeding. This Board shall
consider such remonstrances, if any, and thereupon take final action, con-
firming, modifying or rescinding its original resolution which action shall
be final and conclusive on all persons.

BOARD OF PUBLIC WORKS AND SAFETY OF THE

The Board of Public Works and Safety of the City of Richmond, Indiana, met
in regular session in the City Hall, September 19, 1968, at the hour of
9:00 o'clock A.M. (EST) . Mr. Hoskins presiding with the following members •
being present: Mr. Cecere and Mr. Ross. The following business was had •
to-wit:
Mr. Hoskins moved the minutes stand as read, seconded by Mr. Ross and on
unanimous voice vote was carried.
Mrs. Mary Hart, 122 South 22nd St. , reported to the Board that Mr. Softee
Ice Cream Truck was creating quite a mess in ice cream cups and paper
wrappers at South 22nd and "A" St. , as he parks there to dispense his wares.
Mr. Coins was told by the Board to check this situation out.
Stu Reller of the Planning Commission, told the Board of businesses infring-
ing on public right of ways for display, and stated this is in violation
of the Zoning Ordinance. Mr. Cecere told Mr. Reller to get a list of the
names of people in violation and the City Attorney' s office will send them
a letter.
Police Chief Donald Strahan, told the Board that they had hired Mrs. Maxine
Hines of 1903 New Paris Pike, for a crossing guard watchman at South 13th
and "E" St. , and also stated that Mary Covington of 231 Richmond Avenue had
been hired as a sub crossing guard watchman. Chief Strahan stated that the
hiring of these two ladies brought the school crossing guard roster up to
full strength.
Representative from the Westwind Pet Center asked the Board to rent part of
the old fire station at South 9th & "E" St. to conduct a dog obedience school.
Mr. Hoskins made a motion that this be denied as it would interfere withthe
Richmond Ambulance Service, seconded by Mr. Ross and on unanimous voice vote
was carried.
Councilman Jack Elstro told the Board that lights are needed at the alley
between South 3rd and South"P" Street near the Southview School. Mr. Hoskins
stated that this would be checked out by the Light Plant.
The following street lights were approved by motion of Mr. Hoskins, seconded
• by Mr. Ross and carried by unanimous voice vote.
