Mr. Cecere made a motion that a resolution be passed by Council to pay Steeg & Associates for a feasibility plan for future work to be done on N.W. 5th Street. (EST). Mr. Hoskins presiding with the following members being presetn: Mr. Cecere and Mr. Ross. The following business was had to-wit: Mr. Cecere made a motion that the minutes. of the previous meeting stand as read, seconded by Mr. Hoskins and on unanimous voice vote was carried. City Councilman Kenneth Paust appeared before the Board to ask permission to place pictures of a rose on the downtown light poles for a business promotional program for Downtown Richmond, Ind. from September 5, 1968 to September 11, ' 1968. Mr. Hoskins moved this be allowed, seconded by Mr. Cecere and on unani- mous voice vote was carried. Mr. Paust also told the Board that he appreciated the time extension granted him on tearing down his blast-damaged building and that negotiations with the insurance company and been completed and demolition of the building on South 6th Street would start at any time. Mr. Lewis Jordan of 2057 South lath St , asked the Board why the sewer has . not been started on South llth St. to the Boston Pike. Mr. Ross stated they were waiting approval of the State Board of Health before starting the sewer. Sgt. Martin of the Traffic Division presented the following bid to the Board of Works: September 5, 1968 Gentlemen: We wish to submit to the Board of Pub lic Works and Safety the following bid for the job of painting 1,035 on and off-street parking stalls in the City of .. Richmond. This bid is for $.60 per stall for a total bid of $621.00. The City of Richmond is to furnish the paint and the paint machine. Sincerely, /s/ Walter Stout /s/ Paul Martin Mr. Cecere stated this would be illegal as both men are already employed by the City and they would have to advertise for bids for this project. Chief of Police Donald Strahan presented the following letter to the Board in regards to the traffic light at Elks Country Club Road & East Main St. August 23, 1968 Dear Captain Stout: This will bring you up to date on the results of the traffic engineering studies conducted at the intersection of US 40 (Main St. ) at Elks Club Road in Richmond. This investigation was initiated by a verbal request from you 107 Bd, of Works & Safety 9-5-68 to Mr. Frank S. Vukovits, Engineer of Traffic Signals and Highway Lighting. Please be advised that analysis of these studies revelaed insufficient volumes approaching the intersection, according to State and National Standards to consider the installation of a traffic signal at this location. A review of the accidents reported did not indicate sufficient accident experience, of a type susceptible to correction by the installation of traffic signals. During a 26 month period, from January 1, 1966 to March 2, 1968, therewere a total of 19 accidents at this location and of these 19 accidents only two (2) were considered correctible by signalization. As a point of interest, of this total, 25 local drivers were involved who were familiar with the intersection and exhibited some degree of driver judgment error by not waiting for proper gaps before trying to cross the preferential thoroughfare. Based on the above findings, wer-are constrained to deny the need for traffic signals at this location. This action is not arbitrary but based on factual engineering studies. We hope you will be reconciled with this decision. We wish to thank you for your interest intraffic safety and you may rest assured. that every effort is being made by the Indiana State Highway Commission, to provide for the adequate control of vehicular traffic upon our highways. Venable Chief, Division of Traffic The Chief of Police was not satisfied with the contents of this letter and told the Board he would seek an appeal to it based on the fact that this com- munity has grown in business and residential plus the addition of the grade school in the Glen Hills Addition. ' The Board read a petition from residents seeking a 4-way stop for Reeveston Road and South 27th St. Mr. Hoskins suggested that the crossing guard at 111 So. 23rd and Reeveston Road which is already a 4-way stop, be moved from this location to South 27th St. and Reeveston Road, seconded by Mr. Cecere and on unanimous voice vote was carried. Sgt. Martin asked the Board' s permission to present an Ordinance to Council to reduce the speed limit from 30mph to 20mph on Elks Road from East Main North to .north City Limits. Mr. Hoskins moved this be allowed, seconded by Mr. Ross and on unanimous voice vote was carried. Sgt. Martin also asked the Board' s permission to present an Ordinance to Council to reduce the speed limit from 30mph to 20mph from South 23rd St. & "E" St. east to Henley Road. Mr. Hoskins moved this be approved, seconded by Mr. Ross and on unanimous voice vote was carried. Councilman Henn told the Board of Works that the Stone-Tudella swimming pool at " " 2708 So. D St. has not complied with the swimming pool Ordinance as ordered by the Board of Public Works, inasmuch as they have not moved their fence closer to the pool. Mr. Cecere ordered the Building Inspector to contact the Stone- - Tudellas and order them to bring the north fence in to the walkway of the pool, and if they did not comply with this order, they would be requested to appear before the Board of Public Works to show cause. Mr. Goins, Bldg. Commissioner, told the Board that Cox' s Supermarket had not complied with an order to stop people from parking on the sidewalk beside their store. Mr. Cecere oredered a letter be sent to Mr. Cox owner of the Cox Super- market to appear before the Board to show cause. "' C.R. Wilkinson, R.R.#3, Liberty, Ind. , a contractor, asked the Board' s permission to close the alley in the 1000 block south of Main Street for a few hours while they did some construction work on the Civic Theater, Mr. Hoskins moved this be allowed on the approval of the Traffic Division, seconded by Mr. Cecere and on unanimous voice vote was carried. /o 1 Bd. of Works & Safety 9-5-68 The Board received a petition from residents in the 400 block of S.W. 4th St. requesting a street light. Mr. Hoskins moved this be put on the 1969 Street Light Budget, seconded by Mr. Cecere and on unanimous voice vote was carried. The Board ordered the Clerk to present an Ordinance to Council for an addition- al appropriation of $400.00 in the Mayor' s Budget. (EST) . Mr. Hoskins presiding with the following members being present: Mr. Cecere and Mr. Ross. The following business was had to-wit: Mr. Cecere made a motion that the minutes of the previous meeting stand as read, seconded by Mr. Hoskins, and on unanimous voice vote was carried. This being Mayor Byron E. Klute' s birthday, the Board wished him a Happy Birthday. Chief of Police, Donald Strahan, asked the Board' s permission to send Det. Sgt. Ronald Chesnut to school. September 13, 1968 Board of Public Works & Safety Joseph Hoskins, President Gentlemen: I would like to request permission to send Det. Sgt. Ronald Chesnut to the Backster School of Lie Detection, New York, N.Y. This is a six weeks school, beginning September 23rd and ending on or about Nov. 1, 1968. Funds are available for this purpose. Chief Strahan asked the Board' s permission to send Captain Robert Coons to N:r th- western University. September 13, 1968 Board of Public Works & Safety Joseph Hoskins, President Gentlemen: I request permission to send Capt. Robert Coons to Northwestern University to attend a course in Supervision of Police Personnel. This is a 19-day course and the only cost to the Department will be his transportation. Our department applied for, and was given a grant by the O.L.E.A.. (Office of Levi Enforcement Assistance, U.S. Department of Justice) . All tuitition, room and board will be paid for by the O.L.E.A. , this will be conducted Oct. 7-25. Funds for transporta- tion are available. Sincerely, /s/ Donald L.
